Job PurposeLead in grants management, financial management and in ensuring compliance to policies and procedures as well as team leadership.

Managerial / Supervisory/ Operational Responsibilities or roles:
1) Lead in the implementation of grants and financial policies and procedures in line with IMLU’s strategic goals and prescribed guidelines.
2) Consolidating and developing IMLU’s institutional and grants budget.
3) Monitor and ensure adherence to donor agreements including record maintenance and staff awareness on the same.
4) Timely and quality preparation and dissemination of the expenditure, donor and management reports for informed decision-making.
5) Coordinate the preparation of the annual institutional audits and grants audit.
6) Review internal financial controls and ensure compliance.
7) Maintain appropriate accounting records and ensure timely backup of digitalized accounting data.
8) Ensure prudent resource management by expenditure verification and ensure that budget and expenditure reports are timely disseminated to staff.
9) Prepare, maintain and update a fixed asset register including disposal of obsolete assets
10) Responsible for ensuring accurate donor coding and timely payment.
11) Ensure proper cash management and control.
12) Assist in departmental planning and execution.
13) Take lead in grants management including preparation of quality proposal budgets, donor compliance and reporting and grant close out procedures.
14) Support monthly and year-end finance procedures including staff orientation on staff matters.

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The Climate Change Mitigation Unit wishes to engage the services of 4 Finance and Budget Assistants for a period of 6 months to assist in the management of the portfolio. The Finance and Budget Assistant will work with other finance staff under the supervision of the Fund Management and Administrative Officers and assist in Project and Fund management of the GEF Climate Change Mitigation Portfolio They will be responsible for the following:
Budget and Finance
• Assists in the preparation and review of financial and human resource proposals/requirements.
• Consolidates budget/work programme with respect to Headquarters' budget, trust funds, grants and procurement;
• Monitors expenditures and compares with approved budget; prepares adjustments as necessary;
• Assists managers in the elaboration of resource requirements for budget submissions;
• Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;
• Prepares or customizes financial reports from Umoja generated reports;
• Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
General Administration
• Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters;
• Coordinates extensively with service units and liaises frequently with internal team members
both at Headquarters and in the field;
• Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations);
• May be responsible for guiding and training new colleagues to the team..
Contract Administration
• Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services;
• Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN;
• Processes the payment of contractors' invoices and monitor payments;
• Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

Qualifications/special skills
Academic Qualifications: Academic Qualifications :
• A first-level university degree in the fields of Accounting, Finance, Commerce, Business Studies or related area is required.
• A professional qualification in CPA, ACCA or an equivalent is required.
Experience:
• A minimum of seven years work experience in the fields of Accounting, Finance or related area is required.
• Proven experience working with Enterprise Resource Planning (ERP) systems such as Systems Applications and Products (SAP) is required.
• Experience with finance related areas within the UN system or other international development organization is desirable.

Overview:The Senior Accountant (R2R) is responsible for ensuring that all month-end reporting (e.g. management accounts, specified stakeholder report is complete and accurate in line with IFRS and timely available for all stakeholders (e.g. management, shareholders). This includes, amongst others, the preparation and posting of journal entries, maintenance of balance sheet accounts, completion of the month end closing transactions/procedures and ensuring that the general ledger account balances and trial balances are appropriately reconciled.
The Senior Accountant will become part of the Finance Team of Bio. Next to the Senior Accountant this team consists of the Finance Manager, the Operations Controller, the Accounts Payable assistant and the Accounts Receivable assistant. Furthermore, the Senior Accountant will work closely together with the Finance Director and the Junior Investment Manager of TBL.
Key responsibilities:
• Ensure that all transactions are processed timely and accurately for a smooth month end close and accurate financial reporting
• Execute manual General Ledger bookings and perform reconciliations. This includes amongst others the following accounts: Accruals and provisions, amortization of prepayments, fixed assets, Insurance, loan schedule, intercompany
• Post journal entries and accounting corrections/reclassifications to ensure accurate accounting records
• Coordinate the cashflow planning process and ensure the projections for cash outflows and cash inflows are accurate
• Submit VAT, WHT, WHVAT and income taxes to tax authorities on a timely basis. Liaise with Suppliers/KRA on any inconsistencies and ensure those have been addressed. Reconcile the VAT account on a monthly basis to the Trial Balance
• Reconcile the bank and MPESA/PesaPal accounts on a daily basis to ensure that the book balances and bank balances are at reconciled and any variance is explained and recorded appropriately
• Assist the Finance Manager in the monthly budget process and monitoring
• Be present for monthly inventory counts and ensure physical and system counts are reconciled same day
• Ensure compliance with IFRS/IAS accounting standards
• Account for leased assets under IFRS 16
• Align the Standard Operating Procedures (SOPS) and policies to internal controls and audit the controls on a regular basis
• Manage the physical and online filing system
• Ensure Key Performance Indicators (KPIs) are monitored
• Provided audit support together with the other team members to ensure support documentation is provided to the auditors
• Provide support to continuous improvement initiatives

Key Responsibilities• Responsible for maintaining accurate stock listings
• Facilitate and participate in weekly, monthly and annual stock counts
• Perform monthly stock reconciliations of physical counts against system for all categories of inventory and highlight variances to the management
• Report shortfalls and surplus inventory, weekly and monthly for replenishment
• Assist in developing and implementing inventory policies and procedures;
• Ensure that goods received are matched with the actual invoices from the suppliers
• Reconcile stock deliveries with purchase orders and or agreed contract terms, and raise non-conformity reports where applicable
• Ensure goods dispatched to the customers are matched with the actual invoices issued to the customers
• Coordinate with warehouse team to implement and ensure a control system to reduce damage, breakage and inventory obsolescence
