Lake Victoria South Water Services Board (LVSWSB) is a State Corporation under the Ministry of Water and Irrigation. The Board is among the 8 Water Service Boards (WSBs) established under the Water Act (2002) vide Gazette Notice No. 1714 of 12th March 2004 with the mandate of ensuring efficient and economic provision of Water and Sanitation Services.

Manager Water Works Development

REF: LVSWWDA/ME/2022/01

Job Specification

  • The duties and responsibilities at this level will involve: -
  • Identification of water and sanitation projects;
  • Implementation of policies and programs on water and sanitation project designs;
  • Compile projects technical reports on plan, design, implementation, and maintenance;
  • Provide technical leadership and guidance on matters pertaining to plan, design of water and sanitation projects as necessary;
  • Coordinate and supervise construction of all water projects;
  • Ensure safe custody of all information on projects;
  • Verify and authorize technical reports and designs and estimates drawings;
  • Ensure that all projects are constructed as per the acceptable construction industry standards;
  • Ensure Audit of Projects and programs;
  • Oversee project implementation through to commissioning;
  • Update the Senior Manager Technical Services on work progress, liaison with stake holders, department requirements and other relevant information
  • geared towards enhancing smooth operation of the department;

For appointment to this grade a candidate must have/be: -

  • At least 10 years relevant work experience, five (5) of which must be in a supervisory position;
  • Master’s degree in Civil/Water/Structural/Electrical Mechanical Engineering or its equivalent from a recognized institution;
  • Bachelor’s degree in Civil/Water/Structural/Electrical Mechanical Engineering or its equivalent from a recognized institution;
  • Membership of Institution of Engineers of Kenya;
  • Registered with Engineers Board of Kenya;
  • Professional Development in a relevant field;
  • Knowledge in Computer Aided Designs;
  • Management Course lasting not less than four (4) weeks from a recognized institution.

Job Specification

The duties and responsibilities at this level will involve: -

  • Design water and sanitation projects;
  • Administration and supervision of projects;
  • Advice on issuance of certificate of project completion;
  • Estimate costs for water and sanitation projects;
  • Participate in preparation of tender documents;
  • Participate in evaluation of tenders;
  • Participate in the implementation of the performance management system in the section;
  • Assist in compiling projects technical reports on design, implementation, and maintenance;
  • Implement policies and programs on water and Sanitation project designs;

Job Specification

The duties and responsibilities at this level will involve:

  • Carry out large area cadastral, geodetic and mapping control surveys;
  • Supervise small and medium area cadastral, adjudication, small, medium and high- density topographical surveys, sub-divisional schemes, photo control, site and
  • general engineering surveys;
  • Undertake preliminary quality control of cadastral, adjudication and general boundary surveys;
  • Undertake computations and adjustments of triangulation and traversing methods;
  • Conduct traversing and tachometry, aerial photography, including interpretation and identification of photo control points and pre-marking; nd

Job Specification

The duties and responsibilities at this level will involve:

  • Coordination of environmental impact assessments or Environmental audits of project activities and ensure integration of environmental aspects in all project activities;
  • Supervise implementation of environmental impact assessment recommendations;
  • Supervise the outsourced environmental activities;
  • Preparing reports on environmental issues;
  • Carrying out environmental mitigating measures;
  • Ensure compliance with environmental laws, regulations and standards;

Job Specification

The officer at this level will be reporting to Manager, Finance and Accounts on financial matters in LVSWDA. Duties and responsibilities at this level will entail:-

  • Coordinating management accounting and preparation of final accounts and statements;
  • Ensuring timely and proper bank reconciliation;
  • Interpreting regulations of the Agency pertaining to financial control and management;
  • Coordinating preparation of budgets based on work plans;
  • Ensuring provision of accurate timely reliable financial information as well as timely submission of annual financial statements of accounts;
  • Organizing and coordinating responses to audit queries;

The Duties and Responsibilities will entail:

  • Carrying out hydro-geological, geo-technical, seismological and geophysical on water projects;

This is the entry and training grade for this cadre for graduate employees. An officer at this level will work under guidance and supervision of a senior officer.

Job Specification

The duties and responsibilities of the officer will entail: -

  • Undertaking audit assignments in line with the approved audit work plan to confirm the adequacy and effectiveness of governance, risk management and control;
  • Performing substantive and compliance testing of accountable records and documents and prepare working papers;
  • Providing input in preparation of audit reports for audit engagements executed; and
  • Assisting in evaluating progress and effectiveness of action taken to implement audit recommendations received from internal and external audits.

Job Specifications

This will be an entry level and training grade for degree holders into this cadre. An officer at this level will work and the supervision of a senior officer.

Duties and responsibilities assisting in:

  • Ensuring security of information, documents, files and office equipment
  • Supervision of the registry; sorting and classifying documents for filing.
  • Storage, updating and maintenance of personnel records and file index
  • Controlling opening of open, confidential and secret files
  • Custody and Maintenance of Agency documents; ensuring security of information and Records in a registry/archives.
  • Ensuring mail are received, sorted, opened, and dispatched and related registers are maintained
  • Planning appropriate office accommodation for registries;
  • Ensuring that file movement records are. Updated and maintained; overseeing security of files and documents;

This will be the entry grade for degree holders into this cadre. An officer at this level will work under the supervision of a senior officer.

Job Specification

The duties and responsibilities at this level will entail assisting in: -

  • Participating in research needs assessment and priorities;
  • Maintaining a database of institutions for collaboration on research and development issues;
  • Participating in identification of funding agencies for research on the Agency activities;
  • Drafting data collection instruments;
  • Maintaining an inventory and documentation of relevant research; and administering instruments, collecting, collating, and processing statistical

data.

Job Specification

This will be the entry and training grade for degree holders into this cadre. An officer at this level will work under direct supervision of a senior officer.

Duties and responsibilities at this level will entail;

  • Assist in rendering professional legal advice to the Legal Manager for any legal action to be initiated and/or defending the interests of the Agency;
  • Assist in preparing legal briefs for the initiation of legal action;
  • Assist in issuance of license or certificates in terms of ship registration/licensing;
  • Assist in preparing and interpreting legal opinions and offering guidance on legal requirements;
  • Assist and supervise training of Legal Clerks, interns and other staff when necessary;
  • Maintain and ensure proper management of the records of the legal department are up to date and produce quarterly reports on the same;
  • Assist in ensuring that key issues and needs of Agency are represented in policy fora in international regional and national
  • conferences/meetings/workshops;
