Job Description
CONTEXT:
The Consultant will be tasked to evaluate IOM and partners’ current processes/approaches on the determinants of migrant vulnerability and address the findings of this evaluation including through developing a regional tool kit on Determinants of Migrants Vulnerability (DoMV) across the East and Horn of Africa and capacity building of relevant stakeholders on IOM’s DoMV. The DoMV toolkit is intended to be used by migrant protection staff and stakeholders including government and non-governmental organizations, in order to ensure a comprehensive, uniform and standardized approach in determining vulnerability of the migrant population in EHoA region. .

CORE FUNCTIONS/RESPONSIBILITIES:
Under the direct supervision of the BMM Senior Regional Programme Manager and working closely with the BMM Project Support Officer and the Senior Regional Migrant Protection and Assistance Specialist, the recruited consultant will be required to;
1. Conduct a desk review of processes and approaches with regards to determination of vulnerability of migrants in the East and Horn of Africa countries. The desk review should establish the extent to which current processes/approaches and policies are in line or disconnected from IOM’s Determinants of Migrants Vulnerability Model. The inception report should include background information and mapping methodologies, scope of work including processes and approaches to be assessed, findings/expected outcomes, as well map the capacity of existing and potential governmental and non-governmental stakeholders in strengthening IOMs work on determination of migrant vulnerability.
2. Based on the findings of the desk review, develop and submit a work plan highlighting key intervention to strengthen ongoing approaches/best practices as well as address gaps in IOM and partners’ processes on determining migrant vulnerability. Initiate a consultative process with IOM’s continental and regional programmes/initiatives (DTM, MRP, JI and ARMP) IOMs implementing partners, Government (technical) counterparts, Non-governmental agencies, United Nations Agencies/Funds and Programmes, Regional Economic Communities (RECs) in particular IGAD and the EAC, and the private sector.
3. Develop a repository of DoMV tools in line with already developed migrant vulnerability screening tools, existing handbooks and SoPs and customize these tools to suit the different operational contexts in the EHoA region.
4. Build the capacity of service providers through a ToT and guide trained focal points in country offices to roll out a series of national training workshops on IOMs DoMV model as well as the regional DoMV toolbox to IOM’s implementing partners as well as government and non-governmental stakeholders.
5. Create brochures on migrant assistance based on the regional DoMV approach to serve as resource for information dissemination to be placed at MRCs, protection centers, migrant transit centers and IOM offices in the BMM countries.
6. Produce a final report, on implementation and roll out of the regional DoMV toolbox, including best practices, lesson learned and key recommendations on the implementation.


REQUIRED QUALIFICATIONS & EXPERIENCE:
• Master’s degree in Political or Social Science, International Relations, International Development, Psychology, or a related field from an accredited academic institution; or
• University degree in the above fields with five years of relevant professional experience.
• Advanced research, writing, outreach and communications skills with previous experience in Migrant Protection and Assistance and its various areas of work including return and reintegration, assistance to vulnerable migrants, Counter Trafficking, Counter Smuggling and Child protection in the field of migration.
• Experience in the field of migration/trafficking issues, including project implementation and management.
• Experience in working with governmental or non- governmental institutions, other National and International institutions and NGOs more so in the EHoA region.
• Knowledge of Monitoring and Evaluation
• Previous experience in implementing activities related to migrant protection is advantageous.


LANGUANGES:
Fluency in both written and spoken English required. Working knowledge of French, and Arabic is an advantage.
