The Technical Excellence (TE) unit provides technical assistance to IRC’s country programs, and shares what we learn to influence policy and practice. This is done through the following ways:

The TE unit is comprised of five sub-units: Education, Economic Wellbeing, Governance, Health, and Violence Prevention & Response. Cross-cutting work is supported through the Gender Equality Unit and the Research & Innovation Unit. The health unit (HU) is organized in three sectors: health (primary healthcare, sexual and reproductive health, child health, chronic care, and mental health & psycho-social support), environmental health, and nutrition. In 2021 the HU supported programming in 6 regions and 34 countries.

Job Overview / Summary:
The Community Based Maternal and Newborn Care (CBMNC) Technical Advisor (TA) is primarily a field-facing position with a central responsibility on program quality. The CBMNC TA will spend most of their time supporting CBMNC programs and respective evaluation research in Somalia & South Sudan. Subsequently, more countries will be included for improvement of CBMNC services.

The CBMNC TA’s specific responsibilities are as follows:
• Support program development and start-up of a CBMNC program in Somalia and South Sudan, working closely with IRC’s research and innovation team, which will provide inputs into developing an effective and operationalizable program model that aligns with national policy, and with evaluating the effectiveness of the CBMNC program.
• In consideration of the existing heath systems and referral pathways/structures, identify and support appropriate facility- and community-based strategies to address community-level delivery gaps.
• Build technical capacity of relevant country program staff on CBMNC to ensure ongoing program quality and innovation, by coordinating technical and training needs, reviewing and adapting training materials, and conducting mentoring for program staff.
• Lead efforts to document and disseminate program findings, and contribute to the evaluation and scale-up of promising practices in community settings.
• Engage in business development and program design: support countries with establishing or implementing CBMNC programs; select or adapt interventions based on evidence and client needs, and based on context and gender analyses
• Project delivery support: work with country program colleagues, SRHR staff, and Health and Nutrition TAs to analyze data for review and course correction; to review and share program-specific tools and resources; and to contextualize and adapt global and country-specific materials.
• Assist with and advise on critical initiatives in the HU, including joint initiatives with other technical units as agreed upon by the supervisor; for example, outcomes and evidence, measurement, context adaptability, best use of resources, emergency preparedness, client voice and choice, and research and development.

Other Internal contacts: This position will engage closely with HU teams, the Research and Innovation Department, Awards Management Unit, Private Fundraising, country colleagues, and regional offices and departments. They will also work with Health TAs, Nutrition TAs, and SRH staff; the MNH Research and Innovation team; and the HU M&E Advisors on data system improvements.

Job Requirements:
• Health or other related degree, with a community health background plus MPH or equivalent;
• At least 5 years public health experience in technical and management positions, including provision of remote technical support;
• At least three years of residence or work experience in low- and middle-income countries;
• Expertise in community-based MNH, integrated community case management (iCCM), community-based provision of family planning (CBP/FP), and/or community-based nutrition (CB-N).
• Expertise in program management and fundraising (e.g., program development, proposal writing, monitoring & evaluation, and management of donor relations, local partnerships, capacity strengthening).
• Ability to work within a team, motivate others and promote efficiency, resolve challenges, and contribute to a cheerful work environment.
• Proven organizational skills, and the ability to be flexible and productive when dealing with various priorities, in a fast-paced team environment.
• Good communication skills, including writing professional documents, and building and delivering presentations to different audiences.
• Professional-level fluency in English. French proficiency will be a plus.
• Ability to travel approximately 20 - 30% of the time.

Working Environment: “Standard office work environment” as per IRC policy. Regular travel will be expected to provide support to some country programs, and to monitor and improve quality of technical assistance.

Overview
The Regional Programme Department, based in Nairobi and managed by the Regional Programme Director, is responsible for the strategic development of NRC programming in the region by maximizing the support to and the development of COs as well as by exploring and creating synergies among COs

General Responsibilities:
1. Provide specialist support, advice and guidance to own portfolio of country offices in relation to programme development and to strategic planning in country programmes.
2. Conduct regional analysis of trends in the region as allocated by line manager to contribute to regional understanding and provide evidence for new initiatives (e.g., advocacy, new project ideas, new potential donors or partnerships)
3. Identify potential new business development opportunities within the region, including region wide opportunities, and country specific opportunities, such as new funder or programme opportunities with good synergy with NRC Strategy and programme priorities and the regional and country contexts
4. Coordinate internal reporting and facilitate meetings between country offices the Regional Office and Head Office as required, ensure correct archiving of designated multi-country grants, strategy, programme and project documentation, and keep oversight of designated multi-grant proposals and reporting deadlines.
5. Responsible to stay updated on specific countries and/ or themes as assigned.

Specific responsibilities:
1. Identify gaps in quality and practice, and common learning and development needs in relation to programme proposal development, PCM, Grants Management within the region’s COs and work collaboratively with L&D colleagues (regional, HO, OD/PCM Adviser) on development of learning initiatives to build skills and capacity.
2. Be the in team focal point on assigned institutional donor knowledge, working collaboratively with colleagues in Partnerships and Policy (HO, NRC Rep Offices), and other regions, to develop information resources and tools to support COs in targeted programme proposals and high-quality donor reporting and compliance.
3. Conduct analysis of trends in the region or sub-region to contribute to regional understanding and provide evidence for advocacy and innovative project ideas.
4. Establish and provide a regional helpdesk function, working collaboratively with colleagues within the region and country office

Professional Competencies:
• Several years of experience within the humanitarian/recovery context, of which 3 years of Manager/Advisor experience
• Specialist knowledge and expertise equivalent to an advanced university degree in a relevant field (e.g., international development, politics, social science) JD – Regional Programme Adviser
• Knowledge of institutional donors’ strategies, priorities, and compliance requirements - NMFA, UNHCR, FCDO, ECHO etc.
• Track record of successful proposal development, or similar in funding or partnerships

The Inter-Agency Coordination Analyst is a member of the UN System Coordination Division’s team which is part of the Resource Management, Sustainability and Partnerships Bureau of UN Women. Under the guidance of the UN Coordination Specialist within the Division, the Inter-Agency Coordination Analyst will support efforts to advance gender mainstreaming in the UN system at country level through the UNCT Gender Equality Marker and through system-wide guidance and capacity development on gender mainstreaming aimed toward strengthening the capacity of UNCTs to respond in coherent and effective manner to national gender equality priorities, and support to knowledge management and outreach efforts.

The Inter-Agency Coordination Analyst will provide critical support to the rollout of the UNSDG Gender Theme Group Standards and Procedures and the global analysis and implementation of the UNCT Gender Equality Marker (UNCT-GEM).

Duties And Responsibilities
Provide technical contributions and support to the Inter-Agency Coordination Specialist to advance UN system guidance related to gender mainstreaming
UNSDG Gender Theme Groups Standards and Procedures: Provide coordination and technical support to the global roll-out of the UNSDG UN Gender Theme Group Standards and Procedures through knowledge management and bac-up support to regional and country participants in the rollout process and support to regional and global level workshops and discussions.
Support the revision of the Resource Book on Gender Mainstreaming in UN Programming at Country Level, assisting with coordinating the identification and development of good practices and contributing technical inputs. Support and facilitate discussions on gender mainstreaming through support to the organization of UNSDG inter-agency meetings with UN entities at Headquarters, and monthly meetings with UN Women regional teams working on UN system coordination.
Follow up on required action/outstanding issues and report on outcomes/results, alerting the Inter-Agency Specialist on critical issues to be addressed.
Provide inputs to analysis on gender mainstreaming in the Cooperation Framework.

Provide technical support and assistance to the Inter-Agency Coordination Specialist to advance the application of the UNCT Gender Equality Marker
Provide support to liaising with UNDCO on the UNCT gender equality marker, including to ensure alignment of related guidance with UN INFO, UNCT processes and planning and reporting cycles. General Objective and Job Context
Recruitment & Talent attraction area is part of the MSF EA HR core pillars, that supports all staff from Eastern Africa recruited as either HQ (in MSF EA office) or International mobile staff to support MSF’s global workforce in different countries of operations. MSF EA has been mandated by the movement to carry out recruitment and support of these staff, this has been ongoing and is being progressively scaled up since 2017 (formerly by the Branch office).
The Regional recruiter position will be tasked with delivery of the end to end recruitment process for the MSF Eastern Africa portfolio based on the needs of Operational centers and other recruiting officers /partners. The position will manage end to end recruitment and selection processes for international mobile staff for the global pool and, support the MSF EA section office on various stages of the recruitment process for the Nairobi HQ staff.
The recruiter plays a key role in staying abreast with MSF´s global operational HR needs based on the trends, conducting candidate assessments, conducting interviews, advising on new recruitment approaches and making recruitment decisions. The recruiter will work closely with the Regional Talent acquisition Manager for Field recruitments and the HR Manager for HQ-Office recruitments.
The Regional recruiter reports to the Regional Talent acquisition manager EA and supervises 2 Field Recruitment Assistants and 1 Field HR intern. He /she will collaborate with the office HR manager for HQ recruitment, Talent attraction specialist Rwanda and Burundi for specific profiles and career manager for placements. MAIN RESPONSIBILITIES AND TASKS
Field Recruitment (International Mobile staff);
• Use cutting edge approaches including technology, social media, networking and outreach activities to source and recruit high quality talent and ensure that needs of MSF EA partners are met timely.

• Review incoming applications, handle interviews and manage all candidate communications from start to finish.
• Prepare a long list of candidates that meet the criteria and share with the hiring manager on a rolling basis or at the end of application deadline as agreed with the hiring manager
• Be the recruitment subject matter expert for all hiring managers and provide them with guidance to ensure best interview practices and decisions.
• Administer tests, conduct reference and background checks, and ensure complete candidate documents and records.
• Prepare recruitment report for the HR Manager at the end of the recruitment process.

Education and Experience
A degree in Human Resources Management, Psychology, Business Administration and Management or similar branches.
3-4 years’ experience in recruitment and selection ideally in an INGO
Experience recruiting in an international context with INGOs is desirable.
Field experience working with an INGO in an international context is a plus
Experience in recruitment of medical and paramedical positions is a plus
Experience using several applicant tracking systems and databases, job boards and digital media for recruitment.
Good level of Excel and other MS Office tools.
Excellent command of English language. Working knowledge of French and Arabic is an asset.
