Job Summary
The Data Officer will be responsible for data collation, entry, validation, program monitoring and reporting in the program reporting systems, 3PM, KHIS, DATIM, DREAMS and other online reporting innovations from all the supported health facilities.
Duties & Responsibilities
• Provide complete, timely and accurate data and reports.
• Conduct thorough validation logic on submitted data by facility health records officers
• Provide timely feedback to the SI team and facility records officers based on identified site-specific data quality gaps and poor performance
• Produce monthly data summaries to track and inform programmatic performance against targets
• Prepare PowerPoint presentations as requested by the program team, MoH and CDC
• Serve as a reliever for facility records officers by ensuring an up to date EMR and reporting compliance
• Offer on-site support on EMR and provide technical guidance to facility records officers; on need basis
• Ensure utmost security to program data
Qualifications and professional skills
• Bachelor’s degree in Mathematics, Economics, Computer Science, Information system Management, Statistics, Informatics, epidemiology or related field
• 3 years’ experience in HIV program data management or relevant health related field
• Technical expertise regarding data models, database design development, data mining and segmentation techniques
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
• Adept at queries, report writing and presenting findings
• Advanced computer skills in Ms-Office suite including advanced Ms-Excel and Ms-Power point
• Knowledge of statistics and experience using statistical packages for analysing datasets (STATA, R, Excel, SPSS, SAS, etc)
• Team player with strong analytical capability
• Ability to work under extreme pressure with minimal supervision

Responsibilities:
• Support the DKM in producing high quality data and knowledge management deliverables for the Senior Monitoring Advisor.
• Engage with the DKM, DCPs, RPs, USAID, and other IPs through regular trips to Mogadishu to facilitate uptake and use of the virtual platform.
• Manage the day-to-day performance of the DCPs/RPs.
• Responsible for Somalia-level data quality control, liaising with the national and state level Somalia government officials, and attending meetings when possible.
• Develop and operationalize a lessons-learned and issues tracking system.
• Deliver virtual platform training for project staff and system users.
• Ensure high quality data is collected, cleaned, and verified.
• Ensure technical aspects of data-sharing are implemented according to project guidelines and USAID direction.
• Facilitate the practical application of knowledge resulting from monitoring, assessments, and other activities.
• Provide coaching and mentoring to Field Monitors and observe progress during site visits.
• Conduct continuous evaluations of knowledge and learning activities and promote effective use of monitoring results.
• Coordinate technical and administrative/logistical aspects of the production or delivery of knowledge management activities.
• Perform any other duties as assigned by the Senior Learning Advisor.
Qualifications:
• Bachelor’s degree in monitoring & evaluation, or other relevant disciplines is required. Master’s degree is preferred.
• Minimum five years of professional work experience related to monitoring, evaluation, accountability, and learning (MEAL) is required, including four years of field-based experience is preferred.
• Minimum five years of professional work experience in planning and implementing programs focused on MEAL is required.
• Relevant technical work experience in third-party monitoring (TPM) research and/or implementation.
• Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and multi-sector humanitarian assistance in Sub-Saharan Africa.
• Familiarity with the operations of BHA-funded programs in Somalia is highly desirable.
• Proficiency in written and spoken English is required.
• Technical capability to oversee quality control on TPM and analytical work products.
• Excellent oral and written communication, analytical, interpersonal, and team management skills.
• Experience working with USAID and/or other international donors.
• Strong attention to detail and organizational skills is required.
