Duties and Responsibilities
• Be responsible for the overall administration of a County Department to which he/she is assigned or re-assigned;
• Be responsible for needs of the local community and the functions and competences assigned to and transferred to the County;
• Facilitate a culture of public service and accountability in the county public service; COUNTY CHIEF OFFICERS
• Be performance oriented and focused on the objects of devolved government as set out in the Constitution;
• Be efficient and ensure that the County Departments align their roles and responsibilities with the priorities and objectives set out in the County’s policies and plans;
• Organize his/her department and other structures in a flexible way in order to respond to changing priorities and circumstances;
• Assign clear responsibilities for the management and coordination of the County department and functions;
• Allow participatory decision making as far as practicable;
• Provide an equitable, fair, open and non-discriminatory working environment;
• Submit quarterly reports of the respective department to the County Executive Committee through the respective CEC-Member and to the County Assembly through the County Secretary and to respect the oversight role of the County Assembly by giving information and honoring summons whenever required;
• Implement the policies and plans developed by the County Government;
• Provision of strategic policy direction for effective service delivery;
• To ensure departmental compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution;
• Performance of any other functions conferred by the Constitution, National or County Legislation;
• He/ She will be responsible to the County Executive Committee Member (CECM) for administration of a county department as provided under section 46; and
• Carry out any other function incidental to any of the assigned functions and/or as may be assigned from time to time by the County Governor.
• Requirement for Appointment

For appointment to this grade, an officer must: -
Be a Kenyan citizen.

• Holds a first degree from a university recognized in Kenya.
• A Master’s degree or higher academic qualifications from a university recognized in Kenya will be an added advantage.
• Have vast knowledge and experience of not less than five (5) years in the relevant field, three (3) of which should be in a senior/managerial position in a large organization;
• Demonstrate thorough understanding of County development objectives of vision 2030;
• Be a strategic thinker and results-oriented;
• Have excellent communication, organizational and interpersonal skills;
• Have capacity to work under pressure to meet strict timelines;
• Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity;
• Demonstrate understanding and commitment to the National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya 2010;
• Be Computer literate; and
• Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010.

Key Accountabilities (Not All-Inclusive)
Operational Support

• Support COs in the roll-out/scale-up crop and livestock insurance programmes. This shall include contributing towards technical proposals and programming activities, supporting feasibility studies or inception assessments, supporting pilot projects among others.
• Support improvement/diversification of livelihoods as part of integrated approach.
• Support the implementation of saving (risk retention) and credit strategies, through strengthening of Village Saving & Loans methodology (or similar).
• Provide administrative support to country offices including preparation of Terms of Reference (TORs) for service providers, review legal documents (in liaison with legal unit) in particular for insurance companies, ensure Country Offices are following guidance & recommendations in terms of procurements and reporting as well as budget monitoring.

Partnerships and Stakeholder Engagements
• Support Country Offices (COs) and their implementing partners (Insurance companies, NGOs & government partners) in index design, and operationalizing commercially sustainable distribution channels for the delivery of index insurance products and financial inclusion services.
• Support internal and external integration of climate risk management with other interventions including; Anticipatory Action, Social protection e.t.c
• Assist in coordination of partnerships that add both programmatic and strategic value to the climate risk and agenda, and help achieve program objectives.

Technical Support
• Provide support to WFP Country Offices (COs) and public/private stakeholders in analysis, review, validation, customization, and improvement of index insurance products.
• Liaise between technical service providers, WFP partners and WFP country offices to deliver required technical assistance.

Knowledge Management
• Produce knowledge management material.
• Contribute to the annual report on climate risk insurance.
• Contribute to regional and Headquarters (HQ) annual insurance reporting.

Capacity Strengthening
• Support internal (WFP) capacity strengthening as well as external (public and private sector partners) working with WFP.
• Support country offices and partners in coordinating and delivering of capacity development programs as needed.
• Promote mainstreaming of climate risk transfer and other financial solutions into RBN country office - Country Strategic Plans (CSPs).

Monitoring & Evaluation and Learning
• Keep track and periodically update the climate risk financing indicators (CRF) data base as per WFP HQ guidelines.
• Support effective planning, organization of and participation in insurance and financial inclusion Learning forums; including webinars, trainings, workshops, and conferences and provide high quality reports and communication materials.
• Support country offices in producing monitoring and evaluation documents, including post distribution monitoring, outcome monitoring.

Standard Minimum Qualifications

Education: Advanced University degree in Business Administration, Agriculture, Economics International relations, Development studies, Climate Studies, Social sciences, Environmental science, or related field, or First University degree with additional years of work experience.

Experience:
• A Minimum of (1) year of relevant postgraduate professional experience.
• Five (5) years of work experience on climate and resilience focused programs with close linkage to public private partnerships.
• Five (5) years of related advocacy and communications work experience and/or training/courses.

Knowledge & Skills:
• Ability to work independently in a timely and organized manner.
• Excellent oral and written communication skills.
• Ability to work in a team and establish effective working relationships with persons of different national and cultural backgrounds and multi-task as needed.
