About the role
We are looking for a Programme Officer to support the Global Labour Programme (GLP) which enables access to work for people with disabilities. You will ensure delivery of the GLP at the highest possible standard. Programme Officer duties and accountabilities include:

Program Delivery
• Manage all aspects of the project cycle with the partners including effective planning, implementation, monitoring and evaluation, financial and asset management, reporting, documentation, and closeout.
• Support partners in adherence to USAID rules and regulations on programme delivery
• Liaise and work with the Chief of Party, Global Technical Leads (Disability Inclusive Economic Empowerment) and other internal expertise as required.
• Ensure the implementation of safe programmes by being alert and responsive to safeguarding risks in project communities.

Monitoring Evaluation and Learning
• Ensure high quality and ethical MEL approaches are embedded in all aspects of the programme
• Support learning and adaptation through developing and implementing tools, events and processes e.g., learning logs, action learning groups, qualitative and quantitative data collection tools, analysis and dissemination of performance data

Working with Partners
• Identify partner organizations with whom Sightsavers can work to achieve the project and organization’s strategic objective of ensuring that people with disabilities have equal rights and opportunities through both service delivery and advocacy
• Build effective partner relationships and support longer-term relationships that go beyond the duration of the project by disseminating information and advocating for the project’s goals

Financial & Resource Management
• Support program partners in the preparation of budgets and forecasts.
• Monitor expenditure of program financial resources in liaison with the Finance and Risk Officer.

Information & Communication Management
• Participate in all PR activities related to disability inclusive employment and employment in general, education and social inclusion e.g. Labour Day, Person with Disabilities Day, etc.
• Represent Sightsavers in project and disability-related meetings, and advocate for Sightsavers’ philosophy and policies.
• Disseminate information about the work of Sightsavers and to other development partners

Jobholder Requirements
Essential
:
• Extensive experience of implementing programmes and programme management
• Demonstrable experience with labour market issues, including assessments, skills training, disability inclusion development, internships, employer engagement, disability inclusion, job placements and job fairs.
• Significant experience of implementing programmes within the disability sector and gender mainstreaming
• Significant experience in high -impact enterprise development programs that create a livelihood for target groups.
• Experienced providing technical assistance to other organisations
• Working experience of designing data capture strategies and analysing data using MS Excel
• Strong communication and IT skills
• Able to work flexibly within a team
• Experience in project monitoring, evaluation and learning
• This role includes Safeguarding responsibilities and as such any successful applicant will undergo a series of checks to ensure suitability for the position.  

Desirable:
• Previous experience with a USAID funded programme
• Experience of designing, managing and carrying out advocacy work for social inclusion/disability projects.
• Familiar with national legislation covering disability, human rights and employment
• Knowledgeable on current issues and best practice regarding disability, UNCRPD, Sustainable Development Goals (SDG’s)
• Programme management within an NGO/INGO

Education
Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field is required. Work Experience
• A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area. or related field is required.
• Extensive experience in human rights monitoring and reporting experience is required.
• Experience in supporting regional intergovernmental mechanisms on promoting human rights and judicial cooperation is required.
• Experience in supporting judicial cooperation among countries is desirable.
• Experience in working in or on the Great Lakes region is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required.

JOB DETAILS:

The Program Manager will be required to coordinate and support the implementation of Programme operations in the County according to the design and approved plans of the Programme by:
• Being the HSNP focal person at the County level while representing NDMA.
• Diligently and faithfully and to the best of his/her ability perform his/her duties in accordance with existing Authority’s Regulations, Policies and Procedures.
• Keeping a strong liaison with the County Drought Coordinator on a day-to-day basis and report to him/her the issues of concern especially the ones related to the cash transfers to beneficiaries and seek his/her advice in resolving them.
• Building a strong relationships with all stakeholders in the County to make sure that the programme has ownership of the local stakeholders and that the stakeholders are kept informed of the programme design, implementation and other aspects.

Key Responsibilities;
Duties and responsibilities will entail: -
• Provide key inputs to the County Drought Coordinator and KSEIP-HSNP Operations Manager for capturing the issues specific to your County in the planning and implementation of HSNP Operations;
• Lead on planning and implementation of all operations of HSNP in the County.
• Conduct County Technical Coordination Group (CTCG) meeting with the PSP (Equity Bank), every week, to provide key inputs for decisions on HSNP Cash Transfer issues especially the beneficiary cases and also seek feedback from the representative of the payment service provider.
• Identify key issues arising in the course of implementation of the programme and take remedial actions with the approval of the County Drought Coordinator.
• Act as HSNP focal person at the County level while representing NDMA.

Qualifications
For appointment to this grade, a candidate must have:
• Bachelor’s degree in Social Sciences, Statistics and Economics or other equivalent qualifications from recognized institutions. A Master’s degree in Social Sciences will be an added advantage.
• Minimum of 5 years’ experience in social protection and/or cash transfers or other relevant experience.
• Proficiency in English, Swahili and a local language.
• Must be Computer literate with proficiency in the use of Microsoft Office suite.
