Duties and Responsibilities:
This is the entry and training grade for this cadre. An Officer at this level will work under the guidance of a more experienced Officer. Duties and responsibilities at this level will entail: developing simple tannery layout plans under the guidance of a senior Officer , demonstrating to traders the proper methods of washing , fleshing, trimming, lacing, suspending and preservation of hides and skins , participating in setting designing and overseeing the construction of suitable hides and skins premises and stores, participating in field days ,barazas and workshops to advise livestock farmers on the proper methods of handling domestic animals for production of quality hides and skins , and demonstrating to skins flayers and traders on appropriate methods of flaying cleaning and storage of hides and skins.

Requirements for Appointment
For appointment to this grade, a candidate must have:
• Diploma in any of the following fields- Leather Technology, Footwear Technology, Leather Goods Design and Development from a recognized institution.
OR
• Diploma in Animal Health or Environmental Resource Management/Science, plus a two years Certificate in Hides and skins Improvement or Leather Technology, and
• Certificate in Computer application from a recognized Institution.

Responsibilities
• Review and report to the Board and the Accounting Officer financial issues and judgments made in relation to the Assembly financial statements
• Review clarity and completeness of financial statements and disclosures in relation to applicable rules and regulations
• Monitor effectiveness of the Assembly’s performance management and performance information
• Provide strong and effective oversight of the Assembly’s internal audit
• Provide effective liaison and facilitate communication between management and external audit
• Ensure effectiveness of both internal and external audit processes.
• Evaluating whether processes are in place to address key roles and responsibilities in relation to risk management in the Assembly
• Reviewing the effectiveness of how the Assembly monitors compliance with relevant legislative and regulatory requirements and promotes

Qualifications for appointment.
• Must be a Kenyan citizen
• Must be a holder of a degree in a relevant field
• Holders of a Master's degree will have an added advantage
• Must be knowledgeable in Government affairs, have requisite business and leadership skills and shall not be a holder of a political office.
• Must not be past or present employee of the entity or an agent of a business organization, which has carried out business with the County Assembly of Nyamira in the past 2 years.
• Must be affiliated to professional bodies e.g. ICPAK, ACFELSK,EBK, KISM,AKI and IIA or any other relevant body.
• Must possess good understanding of Government operations, financial reporting and Auditing
• Must possess good knowledge of objects principles or functions of county Government/County Assembly
•Must have knowledge and experience of not less than 7 years in any of the following fields; Accounting. Auditing, Finance, Economics, Security/risk Management, law, Education and Social Science.

Duties And Responsibilities
• Delivering quality service to the citizens:
• Observing good corporate governance principles in the performance of your function;
• Regularly attend and participate in board meetings and committees where applicable;
• Reading, reviewing and making decisions on requests, board minutes, annual reports and other reports, plans and policies presented before the Board;
• Performing any other duties assigned by the chairperson from time to time.

Requirements And Competencies
For appointment to this position, the person should:
• Be a Kenyan citizen.
• Be in possession of first degree from a University recognized in Kenya.
• Have a working experience of not less than seven years in the relevant field.
• iv.Demonstrate experience in human resource management and administration.
• Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
• Be a professional who demonstrate absence of breach of the relevant professional code of conduct.
• Not hold a Public or State Office.
• Understand the diversity within the County.
• Be visionary and a strategic thinker.
• Capacity to work under pressure to meet strict deadlines.
• Meet other requirements as per Section 58 of the County Government Act and other relevant laws
