Scope of work
The consultant is expected to complete the following task
• Review of current HIHEA digital literacy initiatives and approaches
• Needs assessment of sample digital literacy SMEs
• Review of existing MSME digital literacy manuals
• Development of HIHEA practical digital competence manual
• Host validation session with HIHEA and other stakeholders
• Develop final manual incorporating stakeholder feedback
• Conduct a TOT to select HIHea staff
• Provide an inventory of possible partners in deployment including contact persons

Tasks and Deliverables
• Inception report
• Needs assessment report, including an inventory and assessment of existing curricula and approaches
• Draft adequately illustrated manuals with delivery guidelines
• Final approved soft copy manuals in editable format with HIHEA comments incorporated after validation presentation and discussion.
• Conduct a TOT to selected HIHEA team members who will deliver the curriculum

Key qualification experience of the Firm/ lead individual:
• 10 year experience in Kenya’s entrepreneurial ecosystem
• Masters Degree in entrepreneurship, business and related disciplines
• Proven ability to demonstrate innovative thinking and previous experience working in digital literacy curriculum design for MSMEs
• Ability to work independently to strict timelines
• Strong interpersonal skills, good communication and excellent planning and facilitation skills.
• Excellent written and spoken English skills and
• Sound reporting skills.

The consultant firm is asked to submit the below
a) A statement on consultant’s or firm’s capabilities including:
• Consultant(s) or agency profile outlining areas of expertise.
• Evidence of undertaking similar assignments in the recent past.
• Any direct or relevant past experience of undertaking similar initiatives.
• 3 referees aligned to these tasks and deliverables

b) A brief 3 pages proposal of the understanding and interpretation of the TOR and the scope of work, outlining the approach and plan to accomplish the assignment.
c) Names and CVs of the professionals who will be involved in the assignment.
d) A proposed timeline indicating activities/sub-activities to be undertaken and the corresponding outputs.
e) Financial proposal
f) Tax compliance certificate

The inception report, which shall be provided in English, shall contain:
Include the desk review(s).
• Describe the conceptual framework that will be used to undertake the evaluation
• Present an evaluation matrix; set out in some detail the approach for data collection, the evaluation methodology, i.e, how evaluation questions will be answered by way of data collection methods, data sources, sampling and selection criteria.
• Include all data collection instruments (in French and English)
• Provide a detailed work plan for the evaluation, which indicates the phases in the evaluation and key deliverables.
• Present an analysis plan.
• Set out the list of key stakeholders to be interviewed.

Deliverable 2: Evaluation Inception Report–The inception report will be finalised upon consultation with the EESC (max 2 weeks review).
**Deliverable 3:**Draft Evaluation Report(max 40/50 Pages in English–excluding executive summary /Annexes) –including an executive summary of key findings, conclusions and recommendations, and all raw data.

All raw data collected should be transferred to NRC and is NRC’s intellectual property. Raw datasets will be transferred together with the draft evaluation report.
The draft evaluation report will be produced upon completion of the desk review and after the conduct of fieldwork and informal feedback meetings with the steering committee. The draft report is further disseminated through an evaluation stakeholders’ workshop to be organised by the EESC. The evaluator is expected to facilitate and deliver a presentation of key findings through an online presentation to the EESC.

Deliverable 4: A final evaluation report(maximum 40/50 pages, in English–excluding executive summary / Annexes) shall be structured as follows:
• Cover page
• A list of acronyms and abbreviations
• A table of contents
• An executive summary with main findings/recommendation(in French and in English)
• Introduction and background
• Scope and objectives of the evaluation
• Methodology
• Limitations
• Results(including key best practices/ case studies)
• Conclusions
• Lessons learned and recommendations

Appendices of the report, including:
• Terms of reference
• Evaluation matrix
• List of documents consulted
• Evaluation tools& raw data
• List of persons and organisations/institutions consulted
A management response plan will be prepared by the Steering Committee within one month after the finalisation of the evaluation. It will specify key actions to be undertaken, key partners to be involved in the execution of these actions and the implementation schedule.

Deliverables
The Consultant’s deliverables will be, but not limited to:
• Conduct an initial thorough assessment of the current DCA Kenya HR manual and produce a gap analysis report with recommendations for action. The assessment will be based on, but not limited to:
• Benchmarking with other INGO’s in Kenya in the same category as DCA Kenya, to ensure sustainable/reasonable competitiveness and attract top talent
• Prevailing Employment Act and Labour Laws in Kenya o Recommendations of any missing gaps as per best HR practices
• Identification of clarity gaps in the current clauses of the HR Manual
• Present finding and recommendations to DCA Kenya’s Senior Leadership Team
• Revise the HR Manual based on approved findings and recommendations
• Make any changes requested after first submission of Manual and ensure project closure through a final approved HR Manual which will now be known as the ‘Employee Handbook’
• Plan for sensitization of the new Employee Handbook to DCA employees

Roles & responsibilities of DCA
DCA will manage the consultancy assignment, coordinating with HR Advisors at DCA HQ and staff within the Kenya CO. DCA is responsible for managing the contract including the procurement process, signing agreement with the selected company/firm, managing communications, and involving Kenya CO Senior Leadership Team (SLT) and CO staff in consultations as relevant.

Budget
Please indicate a fixed fee in KES, inclusive of VAT, for the end-to-end assignment. Please note that DCA will deduct applicable taxes, such as withholding tax.

Duration and time frame
3 months from date of signed contract. Detailed timeframes per deliverables will be agreed on upon commencement of the assignment.
VII. Desired consultant capacities/profile:
• Proven experience in developing and reviewing HR Manuals for NGOs operating in Kenya
• Excellent analysis and writing skills
• Able to follow directions, pro-actively seek inputs and clarifications and take initiative to suggest alternative approaches
• Master’s degree in Human Resource Management, Labour law, Business Administration, or any other relevant legal qualifications.
• Experience and exposure to the Kenyan Employment Act and Labour Laws  Evidence of prior experience directly relevant to this assignment

Scope of work
The consultancy will provide a broad analysis of youth activeness and engagement in the six counties in coastal region and a keen focus on Kwale and Lamu counties. The research should highlight the role of youth assemblies’ program in strengthening the capacity and abilities of the youth to engage and participate in governance processes.

Study Methodology
The study will adopt a mixed research approach to collect and analyze data from both primary and secondary sources. The methodology will be participatory, engaging different stakeholders in meaningful and appropriate ways to ensure inclusion, reflecting on and respecting stakeholder diversity (especially gender, age, special interests’ groups) as a minimum.

Expected Deliverables
The Research Consultant is expected to produce the following.
a. Research and methodology proposal
b. Research tools including questionnaires and interview guides.
c. Data set including the database of the participants to be included in the study
d. Draft report with research findings and recommendations.
e. Final report

Timelines
The research is expected to begin in December and take about 10 days from the date of signing the contract.

Qualifications and attributes required
Individuals interested in this assignment must meet the following minimum requirements:
• Master’s Degree in Political science, Law, public administration, or equivalent experience
• At least 10 years of experience in conducting research in the field of democracy, human rights, and youth.
• Extensive experience in conducting youth action research.
• Experience in qualitative data collection and analysis, ability to organize and moderate focus group discussions.
• Ability to establish priorities, and to plan, coordinate and monitor own work.
• Good inter-personal skills, ability to work in a consultative and collaborative manner.
• Ability to establish and maintain effective partnerships and working relationships in a political environment
• Proven ability to adapt the research plan to challenges and opportunities emerging during the research
