Position: Assistant Director Mining JOB GROUP CPSB 05

Number of Posts: One (1) Post

Duties and responsibilities
1. Develop, interpret, review and implement County specific mining and mineral extraction policies, strategies, standards, guidelines and regulations;
2. Coordinate, manage and supervise the general functions of the County Mining Division;
3. Coordinate and undertake research on mineral prospecting and extraction in the county;
4. Coordinate research, collect data, maintain and update records on mining and mineral extraction in the county;
5. Ensure establishment and maintenance of county mining and mineral information portal;
6. Coordinate and facilitate development of county mining and mineral extraction geodatabase;
7. Carry out mineral resource mapping and develop county mineral resource maps;

8. Carry out inventory of all mining activities in the county and develop mineral information portal;
9. Educate miners on sound mining practices and environmental conservation;
10. Advising on proper and safe mining methods and instill the need for adhering to mine reclamation measures for effective mine rehabilitation;
11. Advising on the requirements and scrutinizing of those who are eligible for mining consents/letter of no objection;
12. In collaboration with National Government Mining Officers, they will inspect mines, quarries and create awareness of the importance of mining Licensing;
13. Ensuring safety for equipment and other facilities provided, ensuring that they are in good working condition;
14. Act as a link on the mining matters of Taita Taveta county to national county government departments, local communities and NGOs;
15. Build capacity to local miners and value add mineral products; and,
16. Any other duties assigned.

Requirements for Appointment:

1. Be a Kenyan citizen
2. Bachelors' degree in any of the following disciplines: Energy, Environmental Science and Mining Engineering or equivalent and relevant qualification from a University recognized in Kenya,
3. Eight years' experience in public service preferably in the mining sector.
4. Experience in providing mine technical support.
5. A good understanding of mine planning and mine safety in all methods of mining.
6. Post- graduate training and Certification in any of the above discipline will be an added advantage.
7. Knowledge in GIS and Remote Sensing will be an added advantage.
8. Having worked in the mining division will be an added advantage.
9. Ability to demonstrate administrative capability and understanding and understanding of the Mining division functions.
10. Registration by professional bodies will be an added advantage.
11. Excellent in written and verbal communications and team leadership and interpersonal skills.
12. Proficiency in computer applications.

Principal Seed Quality Assurance Officer (Seed Testing) JOB GROUP KSC 5 (1 post )

Job Description
Terms of service: Permanent and pensionable.

Reporting to the Seed Quality Assurance Manager.

Duties and responsibilities will include:
i) To carry out authorized seed sampling, seed testing (purity testing, germination testing, moisture testing) as per the seeds and plant varieties (seeds) regulations and authorization guidelines.
ii) Coordinate technical operations of the seed testing laboratory and develop control standards.
iii) Ensure maintenance of records of all quality activities and test methods.
iv) Check through and sign all Certificates of analysis generated by or for Kenya Seed Co. Ltd before presenting for approval by Quality Assurance Manager.
v) Undertake quarterly ISTA and other regulatory proficiency testing programs.
vi) Coordinate maintenance, repair, servicing and calibration programs for all seed testing equipment.
vii) Indentify, oversee investigation and record non-conformities and potential non-conformities in the Laboratory on Corrective Action Requests and Preventive Action Requests respectively.
viii) Spearhead programs to continuously improve the performance of the laboratory and/or quality of seed testing services.
ix) Review seed research reports for customers or publication to ISTA or other organizations.
x) Prepare work plans and periodic work progress reports.

Minimum requirements
Requirements for Appointment

For appointment to this grade, one must have:
i) Bachelors Degree in Seed Technology, Botany, Biochemistry, Applied Biology qualifications from a recognized institution; or equivalent qualifications from a recognized institution.
ii) At least eight (8) years relevant work experience in Public Service or Private Sector;
iii) Membership to relevant professional body.
iv) Management Course lasting not less than four (4) weeks from a recognized institution.
v) Problem-solving and decision-making abilities;
vi) The ability to work under pressure;
vii) Good communication and presentation skills;
viii) Working knowledge in computer applications.
ix) Must have valid driving license.
x) Fulfilled the requirements of Chapter Six of the Constitution of Kenya.
