JOB DETAILS:Key Responsibilities:
Peace Building management in the AP
• Provide support for responsible and accountable management and coordination of the ECaP activities in Kakuma and Kalobeyei in accordance with WV Policies and guidelines to WV Kenya.
• Promote good stewardship and high accountability through efficient and economical utilization of resources in the project
• Liaise closely with the Project Manager, Senior Manager Disaster Management and AP Manager in all matters pertaining to effective management and implementation of Peace Building activities in the area program.
• Liaise with the Project Manager and the Senior Manager Disaster Management to handle visitors including donors, partners, support offices and national office staff visiting the project.
• Work closely with other peace stakeholder in Turkana County to foster peace in Kakuma and Kalobeyei.
• Carry out project design, implementation, monitoring and reporting
• Execute activities as per ECaP Detailed Implementation Plan timely and responsibly
• Monitor progress of activity implementation to ensure highest quality standards and accountability based on LEAP framework.
• Participate in program design process specifically in assessments and generating community priority needs in Peace Building
• Generate regular monthly, quarterly and annual site Peace Building reports
• Support ECaP staff and partners to implement and monitor project activities towards realization of project outputs in a timely and effective manner
• Participate in project periodic review meetings
Representation and Networking
• Represent ECaP in Peace Building Forums at the field level and establish strategic partnerships with other organizations
• Establish and liaise closely with other partners, agencies and local leaders regarding project activities to ensure and promote a coordinated approach to project implementation, including participation in relevant workshops, meetings and to keep the Project Manager and the National Peace Building Coordinator informed on the same
• Develop a network of gathering and documenting of information relevant to Peace Building operations
• Establish appropriate contacts with local counterparts at the County and neighboring counties.
Community mobilization and sensitization
• Assist communities identify their priorities, opportunities and resources for effective Peace Building project implementation
• Facilitate communities to fully participate in project activities for enhanced community ownership and sustainability of Peace Building program through sports, cultural events, national and international events
• Facilitate awareness creation and sensitization of communities in Peace Building
• Enhance synergies within the communities to achieve integration and attainment of regional peace objectives
• Facilitate peace forums aimed at promoting peace in communities including elders dialogue sessions, women forums and Peace Committee forums
• Facilitate identification and capacity building of community leadership and community based organizations in Peace Building matters
• Enhance and sensitize communities and partners in Local Capacities for Peace (LCP) and ensure LCP and Do No Harm (DNH) principles are mainstreamed in development planning across different sectors of the project
Qualification, Knowledge and Skills
• Requires a degree in Peace-Building, Sociology, International Relations, Conflict studies or other related field and at least 2 years field experience working with Communities in Peace-Building programming focusing on children and familiar with program design and management in an NGO context.
• Experience in working with communities. Very strong communication skills
• Knowledge of humanitarian industry including sphere standards (Core Humanitarian Standards), NGO code of conduct and humanitarian charter, LCP and DNH.
• Strong problem solving, interpersonal and negotiation skills
• Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.
• Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.

JOB DETAILS:
Major Duties and Responsibilities
This position will support the Regional Office in 4 main areas of work and will be expected to complete the following tasks:
Cross-sectoral MHPSS strategy development and implementation
• Acting as the strategic lead for MHPSS and Regional Office MHPSS Working Group, coordinate MHPSS strategic and programmatic priorities across sectors and areas of work at regional level including the development of annual and multi-year workplans.
• Through the regional working group and with programme focal points, develop and implement the regional MHPSS strategy and related workplans in alignment with the Global MHPSS Multi-sectoral Operational Framework.
• Identify strategic technical partnerships within the region and nurture the existing ones.
• Develop and monitor the implementation of a regional Resource Mobilization Strategy for UNICEF Activities.
Coordination and Partnerships
• Coordinate implementation and reporting on 7% set aside funding for MHPSS.
• Facilitate and coordinate multi-sector regional working groups.
• In cooperation with the programmes MHPSS focal persons, support policy level dialogue, field level coordination and advocacy for MHPSS.
• In close liaison with WCARO and WHO Africa, coordinate ESARO contribution and implementation of the 10-year Joint Programme on MHPSS in ESAR including resource mobilisation.
Technical Support, capacity strengthening and representation
• Provide technical support to programme focal points to strengthen the government led MHPSS multi-sectoral coordination structures.
• Facilitate the dissemination of the latest evidence and guidance on the prevention and response of MHPSS for UNICEF staff and partners in the region.
• Set up training and capacity building activities through regular webinars and trainings.
• Provide inputs to any new project design and/or proposal to ensure more systematic integration of MHPSS and for capacity building, as needs be.
• In collaboration with the Regional Office MHPSS focal persons, provide technical support to countries towards development, implementation, and evaluation of multi-sectoral country-level workplans in line with the Global MHPSS Multi-sectoral Operational Framework.
• Provide technical oversight on region Mental Health Global Advocacy Priority (GAP).
• Support the Regional Office management for the development and review of MHPSS outreach material and act as the MHPSS Administrative Agent, as relevant.
• Maintain the list of MHPSS focal persons and national coordination structures; as well as the MHPSS capacity needs assessment for UNICEF staff in the region if needs be.
Knowledge management
• Strengthen the UNICEF MHPSS regional community of practice (support learning exchanges between countries, identify, help document and share good practices, keep the regional SharePoint of MHPSS materials updated with tools and resources, etc.).
• Advise programmes and countries in appropriate data collection and analysis to support evidence generation and sharing for improved programming.
• Maintain communications on MHPSS developments regionally and globally with programmes and Country Offices.
• Develop or provide inputs to case studies, evaluation and research related to MHPSS.
• Highlight needs and solutions related to MHPSS in UNICEF communication products and on relevant regional SitReps or human-interest stories.
To qualify as an advocate for every child you will have…
• An advanced university degree (Master’s or higher) in one of the following fields: in social sciences; psychology; international development; public health or similar relevant discipline
• A minimum of eight of relevant professional experience in MHPSS programming, including in humanitarian contexts.
• Solid knowledge and understanding of health and social work systems, humanitarian principles, child safeguarding measures and established international standards on mental health and psychosocial support for children and adolescents.
• Strong coordination, organizational and facilitation skills whether face to face or remotely with diverse stakeholders.
• Demonstrated experience with multi-sectoral programme design and knowledge management, preferably including remote coordination.
• Comfortable to work independently while coordinating closely with different teams.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another French or Portuguese is an asset

JOB DETAILS:THE ASSIGNMENT
•The manual will be used to guide training for members of the National Council of Elders on Human Rights standards in dispute resolution, including in Alternative Dispute Resolution (ADR). The manual will facilitate training on Human Rights and ADR topics that respond to the specific needs of members of the National Council of Elders as identified in the AJS baseline policy report and IDLO capacity needs assessment report.
•The Consultant’s duties and responsibilities will include:
•Develop an inception report indicating an understanding of the assignment, a proposed work plan for the execution of the assignment, methodology and timelines.
•Carry out extensive desktop and field research to identify the capacity needs of members of the National Council of Elders on Human Rights standards and ADR.
•Conduct wide stakeholder consultations in the process of developing the training manual.
•Using the findings, develop a Draft Training Manual for members of the National Council of Elders on Human Rights standards and ADR.
•Facilitate validation of the draft training manual with stakeholders and incorporate feedback into the draft report.
•Refine and submit a final training manual for members of the National Council of Elders on Human Rights standards and ADR.
•Any other task(s) related to fulfilling the objectives of the contract.
DURATION
•The consultancy contracts will run from 15th December 2022 to 30th March 2023. The assignment is output-based, and flexibility of schedules and availability might be required to ensure the completion of work within the time frame.
Job Requirements
•The consultant(s) should have the following skills, qualifications and experiences: •
Education
•Bachelor’s Degree in Public Policy, Organizational Development, or related discipline from a university recognised in Kenya.
•A master’s degree or additional studies in curriculum development will be an added advantage. •
Experience
•Minimum of 10 years of relevant work experience in Human Rights and ADR institutional and legal reforms, preferably with Informal justice actors.
•Proven experience in developing training manuals and conducting training needs assessments.
•Demonstrated understating of Human Rights standards and ADR in Kenya
•At least one publication in a related field of study
