The consultancy will have the following tasks:
Customize the open-source web-based DHIS2 M&E platform and align it to ACHAP’s processes and procedures.
Integrate DHIS2 platform with mobile based data collection software like ODK, REDCap Software; to pull relevant project-related data into the DHIS2 for analysis and producing necessary reports (charts, graphs, maps and dashboards).
Configure the platform to accommodate the hierarchy of ACHAP by its divisions, units, regional office, country and the relevant levels of intervention.
Code the data elements and indicators for interoperability purpose and translations.
Ensure DHIS2’s ability to integrate with other project tracking tool
Customize all the ACHAP data collection Forms/instruments into the DHIS2 database.
Design data entry forms and customize the database with the country determined data elements, indicators, organization units, user roles.
Develop Dashboards with frequently used favorites and standard reports based on the user-determined information products.
Configure the GIS module to visualize the progress of activities and trends of different project interventions across units on GIS maps.
Develop a data import module in DHIS 2 for the existing Excel database.
Set quality assurance parameters (e.g., approval and acceptance of data) and data validation rules.
Develop an automated program for reports and dashboards, with the possibility of linking to the data reporting tool in Excel.
Determine and develop various types of reporting content, formats, and frequency based on indicator plan and donor requirements.
Configure the data visualizer for the database to generate the required reports.
Configure SMS reminders as required.
Configure the user rights module which can later be used to assign the access of database to the users as per their role in the organization.
Configure the data administration module to ensure the proper administration of the database.
Develop training materials and train the core team on customization, system management, and administration to establish in-house capacity for ACHAP.
Configure security module for system and data protection.

Undertake a comprehensive gap analysis of the e-filing processes through consultations with internal and external e-filing users.
Informed by the gap analysis findings, develop Guidelines and Training Curriculum on e-filing, using a participant-centred training methodology.
Present the draft Guidelines and Training Curriculum on e-filing during various stakeholder meetings, including but not limited to the Judiciary ICT Directorate ICMS Committee, KJA, and LSK.
Incorporate feedback from the stakeholders' consultations and finalize Guidelines and Training Curriculum on e-filing for presentation to the Judiciary ICT Directorate, ICMS Committee, KJA, and IDLO.
Deliver the final Guidelines and Training Curriculum in a Shareable Content Object Reference Model format, to be imported into the KJA e-learning platform.
Conduct the first pilot training of judicial officers and staff on e-filing, using the developed Guidelines and Training Curriculum on e-filing.
DELIVERABLES
An Inception Report detailing the understanding of the assignment, methodology, timelines, and work plan, within the first 7 days of the assignment.
A comprehensive Gap Analysis Report on the e-filing process within 30 days of the assignment.
A final draft of the Guidelines and Manual on e-filing within 60 days of the assignment in a format that is uploadable in the KJA e-learning platform.
An Assignment Completion Report and sources of information relied upon for the development of the guidelines and manual within 75 days of the assignment.
