Key Responsibilities:• Ensure project County MEL Workplan is implemented
• Coordinate data collection and reporting of the County program activities (these include program areas like; HTS, ART, TB, VL, PMTCT, EID, KP and VMMC) to ensure completeness and timeliness;
• Provide technical assistance and orient facility staff on reporting requirements, indicator definitions and use of data capture and aggregation tools;
• Participate in identifying training needs and capacity building for county health teams, project staff and partners;
• Ensure that appropriate, data collection tools are available in all supported health facilities and implementing partners and maintain clear, updated tracking record of tools;
• Ensure that data is available for entry into KHIS, project and PEPFAR databases on time and according to a data calendar within deadlines;
• Lead in supporting implementation and trouble-shooting of EMR in Health facilities and KP Dices
• Perform data cleaning and field-level error reconciliations (Data Quality checks); jointly with the program team to ensure that the data in the various reporting platforms such PRISM, KHIS and DATIM is of integrity. Lead the County routine data quality audits through on-site data verifications (OSDVs)
• Support MOH in information system for purposes of collection, analysis and synthesis of monitoring data in respective sites;
• Be the link between County Health Record Information Officer and Nuru Ya Mtoto County Team;

Required Experience

• Training in M&E will be an added advantage;
• Relevant experience in information technology, M&E and data management with solid experience in setting up data management and quality improvement systems.

• Familiar with various HIS platforms to include KHIS, DATIM, CPMIS, National Data Warehouse, ODK applications, UShauri and KenyaEMR

Duties and Responsibilities:• Support the coordination, implementation, and monitoring of all assigned project activities as outlined in the detailed implementation plan in line with NYM’s program quality principles and standards, donor requirements, and good practices.
• Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist Community Based Organizations (CBOs) in their efforts to reflect on project experiences.
• Support accountability through coordinating project evaluation activities and assisting LIPs in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with LIPs to prepare reports per established reporting schedule.
• Collect information on staff capacity needs and technical assistance needs of CBOs. Provide technical support and monitor capacity building and technical support activities to ensure effective impact.
• Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. Actively engage in dissemination and use of relevant knowledge in the field.
• Represent NYM in meetings at county, sub county and ward levels, working groups, and other events as requested, to support forging relations with the GOK, CBOs, other stakeholders, and the community.
• Ensure accurate and timely reporting of all assigned project activities per donor and NYM standards and established schedules.
• Ensure community case workers (CCWs), Child Protection Volunteers (CPVs) and mentors complete required case management forms and ensure case filing system is developed and maintained
• Create community linkages for broader community engagement in case management.
Required Experience

• Experience in supporting Household Economic Strengthening to reedy households for graduation.
• Experience in OVC Case Management approach aimed at increasing resiliency of the child and the family.
• Demonstrated experience in collaborating with stakeholders e.g., DREAMS, Department of Children Services and Department of Health in identifying, enrolling and cross-referring OVC.
• Working knowledge of the Children Protection Information Management System (CPIMS).
• At least 4 years of work experience in OVC project.

Job Responsibilities:• Lead technical Service Delivery, budget management, monitoring and reporting activities throughout relevant project cycles – project design, start-up, implementation and close-out - in line with PATH program quality principles and standards, donor requirements, and good practices to ensure quality, timeliness and efficiency of all deliverables through the case management systems and referral networks component of the project. Ensure project team and partner staff use the appropriate systems and tools.
• Lead the development, dissemination, and implementation of strategies, approaches, guidance, standard operating procedures, tools, and various job-aids to facilitate service delivery through case management and referral and strengthen referral networks amongst social service providers.
• Take lead in providing technical assistance, guidance, and capacity strengthening for USAID NURU YA MTOTO project staff and LIPs in HIV, Education, PSS, child safeguarding and Care through case management and referral networks, ensuring learning and training strategies and agendas/curriculums, conducting trainings and workshops, mentoring and coaching.
• Lead Project technical team to work with and create linkages with stakeholders involved in Adolescent service delivery with a specific focus on USAID NURU YA MTOTO Adolescent girls receiving top up and or service layering in line with DREAMS service delivery. Strengthen coordination and networking, facilitate linkages, communication, and learning exchanges between GOK entities, LIPs, and CSOs/CBOs to support strengthening of case management capacity. Apply appropriate application of partnership concepts, tools and approaches.
• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

• Maintain relationships and represent PATH with DCS, peer organizations, research and other institutions, participate in relevant forums and knowledge networks to collect and share promising practices in case management systems and referral networks, promote PATH’ work, and contribute to the PATH learning agenda.
Required Experience
• Master’s Degree in Social Science, Public Health, Gender, International Development, Development Economics or a related field.
• Minimum of 7 years of work experience in project management with at least 3 years in an advisory role in relation to HIV care and treatment and/or OVC programming, ideally with an international NGO.
• Strong knowledge of the health and social service sector in Kenya.
• Demonstrated ability to develop user-friendly guidance, tools and standard operating procedures for use at health facilities, CSO/CBO and community levels.
• Relevant grant management experience, especially for USG or other public donors, a plus.
• Experience working with stakeholders at various levels including but not limited to State and government actors, LIPs, civil society, healthcare providers and social service providers.

The RoleThe role of an Integrated Projects Officer (IPO) is to manage projects and sponsorship delivery at the Program Unit (PU), while ensuring a seamless integration and quality of both deliverables in line with the Country Strategy. The role will design, implement monitor and report on progress of project activities and sponsorship production in line with detailed implementation plan and sponsorship annual schedules. The role is intended to manage partnerships (county government, national NGOs, corporate agencies etc.) and sustain a working relationship with sponsored families and local partners to deliver quality and timely sponsorship communications accompanied with a demonstrated participation of sponsored families and benefitting from the diverse projects supported in the PUs.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Planning, strategy and policy (10%)
• Ensure sponsorship and program work directly contributes to the outcomes for girls and young women are realised and that girls take lead in advocating for their rights
• Design and implement projects that are gender transformative and aligned to the Country and Global strategies.
• Promote children rights in sponsorship and ensure Plan’s policy on safeguarding the rights of children and young people is adhered to by all associates.
• Build relationship with relevant staff to ensure all logistics and procurement processes are in conformity with Plan policies, procedures and standards
• Oversee sponsor visits as per Plan International policies.

• Management of partners to effectively support sponsorship processes and program delivery. Track and monitor contractual obligations of all partners. This includes ensuring compliance to child sponsorship commitments and achievement of KPIs.
• Facilitate authentic community led beneficiary targeting processes and reporting on interventions being undertaken.

Quality improvement and standards (15%)
• Deliver timely and quality child sponsorship communications/products as per monthly and quarterly production schedules.
• Operationalise procedures of data quality assurance during collection and submission of child sponsorship communications.
• Ensure each sponsored child is tracked on yearly basis (to check on their wellbeing, education and health) and submit reports on quarterly basis.
• Monitor and evaluate performance of child sponsorship partners as per signed agreements.
• Work with the Program team and the M&E team in documenting project achievements and lessons learnt.
• Facilitate and coordinate joint reflection sessions with sponsored families, communities and other stakeholders to inform programming/improve on quality of interventions.
Financial Responsibility (10%)
• Develop monthly activities and budget plans as per approved work plan and ensure all activities are on track with appropriate scheduling, quality and timelines.
• Monitor expenditures by interventions and ensure compliance with approved budget.
• Review expenditure reports on a monthly basis.
Risk Management (5%)
• Develop risk assessments for all projects & sponsorship and put in place mechanisms to mitigate/manage the risks during the implementation phase.
• Continually manage all safeguarding risks in both program and sponsorship.
Capability building and People Management (10%)
• Assess local partners’ capacity gaps in delivery of program and sponsorship work and develop capacity building plans for mutual development.
• Internally resources and establish external linkages/referral for capacity development of the local partners
• Build the capacity of local partners, sponsored families and community volunteers on child sponsorship policies and guidelines.
• Work closely with the sponsorship partners to ensure adequately skilled volunteers are recruited and performance managed as per monthly set targets.

Role OverviewWorking at project location – In this role, you will provide on-site support in the project location and/or VSO office, (full-time unless otherwise specified) for a set period of time.
VSO’s VFD Accountability Pillar conceptualizes accountability through two inter-related processes viz., forward accountability (FA) and social accountability (SA). Whereas FA, conceptualized in VSO as the Measuring Impact for Learning and Empowerment (MILE) methodology is primarily aimed at increasing programmatic accountability towards primary actors and other stakeholders, SA on the other hand involves VSO supporting primary actors to hold to account duty bearers either in public or private entities. Both approaches to accountability promote a culture of accountability which promote VSO’s mission and increase the impact of development interventions. Located within a project or grant, both approaches share a common pathway towards greater accountability. Whereas MILE focuses on the internal accountability of VSO in its programmatic and operational designs, SA focuses on the accountability of external duty bearer entities, within both the public and private spheres. Whereas MILE centres on VSO’s moral obligation towards primary actors and the need to cultivate credibility and legitimacy with them, SA is, on the other hand, predicated on the social contract in which duty bearers are duty-bound to provide services to citizens/primary actors in a way that is responsive, effective and accountable. The main purpose for this role is to facilitate the deepening of the accountability pillar within our Resilient Livelihoods programmatic interventions. Specifically, the role holder will be expected to support our Livelihoods programme staff, partners, volunteers and primary actors to implement programmatic activities in ways which will promote greater accountability to primary actors and other stakeholders.
