JOB DETAILS: County Secretary And Head County Public Service - 1 POSITION
Duties And Responsibilities
I. Be the Head of the County Public Service:
II. Be responsible for arranging the business, and keeping the minutes, of the County executive committee subject to the directions of the executive committee.
III. Convey the decisions of the County executive committee to the appropriate persons or authorities
Requirements For Appointment
I. Be a Kenyan citizen be in possession of a first degree from a university recognized in Kenya
II. Satisfy the requirements of chapter Six of the constitution
III. Have knowledge, experience and distinguished career in Administration and management of at least Ten (10) years.
IV. Attained a certificate course in Leadership management and Emotional intelligence of not less than 4 weeks
V. Understand the diversity, challenges and opportunities within the County
VI. Should not hold any other state or public office
VII. Be conversant with the constitution of Kenya and devolution related legislations
VIII. Be a visionary and strategic thinker
IX. Evidence of a management course of not less than 4 weeks
NOTE: Applicants are required to get clearance from the following institutions to meet requirements of chapter six of the constitution of Kenya
• Kenya Revenue Authority
• Ethics and Anti-Corruption commission
• Higher Education Loans Board
• Directorate of Criminal Investigations (DCI)

Duties And Responsibilities
I. To supervise the administration and delivery of services in the respective departments of the County Government and all decentralized units and agencies in the County.
II. Implement County legislation
III. implement, within the County. National legislation to the extent that the legislation so requires
IV. manage and coordinate the functions of the County administration and its departments
V. Provide the County Assembly with full and regular reports on matters relating to the County.
VI. Advise the County Governor on matters within his/her area of jurisdiction
Requirements For Appointment
I. Be a Kenyan citizen be in possession of a first degree from a university recognized in Kenya
II. Satisfy the requirements of Chapter Six of the Constitution
III. Have knowledge, experience and distinguished career of not less than Five (5) years in the field relevant to the portfolio of the department of which the person is seeking to be considered.
IV. Understand the diversity, challenges and opportunities within the County
V. Should not hold any other state or public office
