Key performance areas and main responsibilitiesAdvise MAs in making key strategic decisions during planning processing in general and particularly during planning workshop.
• Support MAs to undertake strategy planning (long term & midterm) and annual planning processes. This require GMA to ensure MAs received all the necessary support in the different phases of the planning process pre-planning workshops, during planning workshop and post-planning workshop activities to ensure plans are received on time with all the quality requirements. It also includes supporting the MA to improve their planning process in terms of quality inputs, process and output.
• During strategy and annual planning processes, ensure that MAs remain aligned to the strategic direction and standards of the federation. This required guidance on the content and intent of strategy, policy, quality standards and guidelines of the federation.
• Support the CVI Representative and MAs in the planning dialogue with PSA (e.g. preparing dialogue sheets and providing key inputs for the dialogue)
• Ensure the link between planning and budgeting.
• Support the linking of needs and funds by providing the necessary content information
• Support the management of PSA portfolios by providing the necessary content information
• Coordinate the IOR functional support to the MA during the planning process.
Monitoring, Reviewing and Evaluation
• Periodically and/or up on need, gathering and analysing information/data from various sources on different key strategic areas (KSA) and key operational areas (KOA) and based on key performance indicators (KPIs) to provide the CVI rep with management reports on progress and challenge and thus informs decision making and steering at regional and MA levels. This will in turn helps to ensure MAs strategic alignment, effectiveness, efficiency and accountability. This will also include advice in cooperation with functions on measures to be taken in case of deviations and/or underperformance.
• Support MAs’ strategic monitoring, reviewing and evaluation process in close collaboration with the MAs Planning & Reviewing Coordinators/M&E Coordinators.
• Coordinate the IOR’s support and follow up on the fulfilment of the international and regional actions. Assist in monitoring and reporting on progress of Sustainable Path strategy (through SPIF monitoring & reporting tool).
• Have an overview of external financial audit of MAs; and reviewing internal organizational audits of MAs and follow up on the development and implementation of action plan to close gaps.
• Monitor MA data and general performance indicators across all the functions.
Capacity Building of MAs
• Provide supporting the capacity building of boards by providing standard tool for self-evaluation. Up on request, through orientations on strategy, policies and standards.
• Providing quality inputs in the performance management of National Directors (e.g. providing quality feedback during PAT of NDs).
• Supporting MAs to build capacity on strategy development and implementation (e.g. building MAs competences to improve quality of planning process).
• Implement and give first level user support for MAs for the SOS controlling system LUCY for the modules Construction, Monitoring & Reporting and Linking Needs & Funds.
Information, reporting and coordination
• Support the information and general coordination process between MAs, PSA, IO and IOR by providing information and general coordination of services and contact requested. This includes compiling and processing MA-specific, non-standardised information, which cannot be covered through existing documents/ databases (InfoHub), flow from MA to IO (e.g. extensions/re-innovation, incidents occurred in programmes regarding beneficiaries or co-workers, non-compliance with the Code of Conduct (apart from child protection issues), unfavourable legal disputes for the organization).
• Facilitate and support the exchange between CVI Representative and IOR functions and follow up on their agreements; upon request of the CVI Representative, replace the CVI Representative in meetings and during annual leaves as temporary stand-in.
• Coordinate the expertise of IOR functions with the support needs of MAs.
• Provide administration and general service to the CVI Representative in all aspects of the CVI Representative role related to MAs and the interaction of the CVI Representative with the region.
• Collect, check and forward standard reports to PSAs, IO and IOR-Strategy Advisor (e.g. Annual Report, MA Annual Plan Review Reports) including technical handling of database entry.
• Coordinate with MAs for miscellaneous requests from PSAs and other MAs (e.g. business travel requests, information/data request for donors, exchange visits between MAs) and prepare non-standard special reports.
• Project management support in public funding and construction projects to MAs and PSAs (e.g. funds flow, reporting, audits, as per guideline)
• Coordinate the approvals at IOR level for project ideas, project concepts and proposals in collaboration with function advisors.
• Support MAs to exchange and learn their knowledge and good practices to promote cooperation and solidarity.
Requirements – Knowledge, experience, skills and competencies
• A Graduate with postgraduate qualification in project planning, Development Studies and management, M&E and /or Masters in relevant field.
• Relevant five (5) years’ work experience in international programme development with networking and partnership experience with government, child rights and other organizations.
• Knowledge of strategic and financial planning as well as stakeholder servicing and management.
• Good consulting, analytical and critical thinking skills, organized and results driven

Duties and ResponsibilitiesBackground
• The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment. UNEP Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). UNEP supports the environmental rule of law through strengthening legal frameworks and institutional capacities to address priority environmental issues including the illegal trade in environmentally sensitive commodities.
• This consultancy will support the implementation of UNEP’s contribution to the projects, ‘Safety Across Asia For the global Environment (SAFE)’ and ‘Unwaste: tackling waste trafficking to support a circular economy’, which are being implemented in partnership with United Nations Office on Drugs and Crime (UNODC). The SAFE project aims to support the prevention of zoonotic diseases linked to wildlife trafficking by identifying and addressing the risk factors of possible transmission of zoonotic diseases in existing wildlife facilities. The Unwaste project aims to fight trafficking in waste between the EU and Southeast Asia by promoting enhanced EU-ASEAN Member States partnerships, in support of ongoing efforts towards a circular economy transition. UNEP’s contribution falls under the Law Division umbrella project ‘Addressing Environmental Challenges through the Law’. The national consultant shall work under the supervision of the Head, National Environmental Law Unit (NLU) of the Law Division or his/her designated mandated representative(s), and in close cooperation with the Regional Subprogramme Coordinator for Law and Governance, Asia and the Pacific Office.
Responsibilities
The consultant will undertake the following activities under the respective projects:
SAFE Project
• To support the review of Vietnam’s existing regulations, policies and strategies, the consultant will:
• Collect through desk research and interviews of key stakeholders as needed and analyze information on laws, regulations and policies in Vietnam, pertaining to wildlife related areas of husbandry, markets, hygiene, trade, medicinal uses and consumption of wildlife products relevant to licencing and management of wildlife facilities;
• Conduct, on the basis of the collected information and analysis, a legal and policy review pertaining to all areas mentioned under paragraph 1 above, including best practices and recommendations on national guidelines for the management of wildlife facilities;
• Prepare and organize two series of consultations with experts and stakeholders (including feedback sessions with UNEP and other project implementing partners) to present, review and finalize the legal and policy review and recommendations on national guidelines for the management of wildlife facilities, which relate to and are relevant for Vietnam, including the preparation of the agenda, the proposed list of experts and identified stakeholders and participants, questionnaires, presentations, post consultation reports, and any material relating to the consultations;
• Provide drafts and finalize the legal and policy review and recommendations on national guidelines for the management of wildlife facilities mentioned above;
• Provide regular and updated information on translation of legal and policy documents in Vietnam and contribute to activities under the SAFE project which require legal and policy inputs on the licensing and management of wildlife facilities.
Unwaste project
The consultant will undertake the following activities under the Unwaste project to launch and dissemination of a first comprehensive study detailing waste flows from Europe to Southeast Asia, as well as policy and legislation gaps, and the bilateral dialogue in Vietnam for the country’s strategies on improvements at the legislative, enforcement management and compliance levels to effectively respond to waste trafficking and to transition to a circular economy:
• Collect, through desk research and interviews of key stakeholders, as needed, and analyze information on legal and policy framework in Vietnam with special focus on offences, violations, crimes and penalties, including administrative and criminal remedies to address waste trafficking, and conduct a gap analysis;
• Provide regular and updated information on, and translation of materials relating to the legal and policy framework in Vietnam, following methodology guidance by UNEP, for preparation of the report on legal frameworks in 10 ASEAN Member States with special focus on offences, violations, crimes and penalties to address waste trafficking, and a gap analysis (“Legal Framework”) and the preparation of a comparative analysis of administrative and criminal remedies adopted to respond to violations of the legal frameworks in place in the Priority 1 group of countries (Indonesia, Malaysia, Vietnam and Thailand) (“Comparative Analysis”);
• Prepare and organize two series of consultations with experts and stakeholders (including feedback sessions with UNEP and other project implementing partners) to present, review and finalize the components of the two reports referred to in paragraph 2 above, which relate to and are relevant for Vietnam, including the preparation of the agenda, the proposed list of experts and identified stakeholders and participants, questionnaires, presentations, post consultation reports, and any material relating to the consultations;
• Provide drafts and finalize the contributions on Vietnam for the Legal Framework and Comparative Analysis referred to in paragraph 2 above;
• Contribute to and support any other activities under the Unwaste project which require legal and policy inputs.
• Under both projects, the consultant will work in close collaboration with UNEP, UNODC and stakeholders involved, provide regular updates on the progress of the activities to UNEP.

• Advanced university degree (Masters degree or equivalent) in Vietnam law, specializing in environmental law, environmental crime, comparative law, or other relevant qualifications (required). About The Role

Job Purpose
The Regional Director, Africa leads and manages International Alert’s peacebuilding work across west, central and east Africa, ensuring our work:

• manages resources well, with due regard for the values, ethics and compliance criteria of International Alert, our partners, donors and other stakeholders.
The postholder acts as an organisational leader and a member of the Executive Team on rotation with other Regional Directors. They are an integral part of Alert’s overall Global Leadership Team, ensuring collaborations and learning across teams. As we are about to commence our next organisational strategy process, the postholder will contribute to defining, and implementing, the future direction of Alert.
Duties and Responsibilities
• Provide vision and strategic leadership for the Africa Programme, to guide, motivate and monitor staff and ensure the programme is integrated well with other parts of Alert and is viable as a business unit within Alert
• Working within the organisation’s mission and strategic guidance create, deliver and as necessary renew a multi-year strategy for Alert’s work in Africa;
• Motivate the Africa Programme team in support of the vision and strategy, ensuring that all our work is delivering country and organisational priorities and building peace effectively.
• Develop annual programme-wide work plans; monitor and adjust these during the year, and report against the plans, with a focus on results, learning, impact and viability.
• Ensure that all the country teams within the Africa Programme develop their strategies and plans with a focus on results, learning, impact and viability.
• Consolidate Alert’s work and impact for peace in the key countries where we currently have a presence (DRC, Kenya, Niger, Nigeria, Mali and Rwanda) and maintain as appropriate operations in other countries such as Burundi, Uganda, Somalia and Ethiopia.

• Help identify specific project ideas, lead and/or support the development of project proposals. Review and approve proposals and budgets being submitted to donors, ensuring full cost recovery, and negotiate contract terms.
• Build relationships with existing and potential new donors, clients and contractors.
• Track funding pipeline against plans and adjust plans accordingly.
• Support efforts within Africa and across the organisation to tap into major giving and donations from corporations, trust and foundations and high-net-worth individuals.

PERSON SPECIFICATION
ESSENTIAL REQUIREMENTS
• Extensive experience of implementing peacebuilding or related work in conflict-affected contexts in Africa.
• Extensive experience living and/or working in African contexts and understanding of cultural, societal and political context in at least one of the countries in which we work.
• Extensive knowledge of African conflict and peacebuilding contexts, trends and dynamics.
• Knowledge and understanding of the peacebuilding sector.
• Substantial programme management experience, including programme strategy and design, implementation, compliance, monitoring and evaluation.
• Senior management experience, including remote management of teams dispersed across a region, providing inclusive and inspirational leadership.

Key Responsibilities:Strategy and Program Design:
• Develops and modifies LG´s Theory of Change and supporting strategies (Supply chain, health financing).
• Serves as a thought partner to the Chief Program Officer and the Country teams to evolve program strategies and designs and constantly drive LG Theory of Change.
• Designs strong programs to ensure the robust impact on key RMNCH health outcomes, cost-effectiveness, scalability, and replicability.
• Collaborate with the Innovation team to strengthen program efficiency and effectiveness.
• Define Living Goods expansion strategy based on the New Country Blueprint.
Program Excellence & Learning:
• Oversees and drives program excellence across the various program modalities and geographies and ensures program designs are quickly iterated based on performance reviews.
• Develops a center of excellence to support countries with the design of effective program enablers and tools. This will include both the enabling environment for strong Health Systems Strengthening approaches (policies, guidelines, supply chain, and financing) as well as efficient and effective service delivery based on Living Goods’ DESC model. Align approaches with the Global Director, Health.
• Engage and develop effective relationships with the Chief Digital Health Officer’s team to ensure digital health tools are serving programs and are grounded in user insights.
• Provide thought leadership based on lessons learned to drive program and policy changes as well as Business Development and communication efforts.
• Oversee the project management of cross countries' restricted grants.
Management:
• Recruit and manage the Program Strategy and Excellence team including staff and consultants and ensure strong coordination of different technical workstreams.
• Bring out the best in people and build a culture of high performance and engagement in line with the organization’s values.
• Build an efficient governance mechanism to manage programs across geographies and serve service delivery teams.
BD and Advocacy:
• Serve as the program technical lead and provide key inputs and thought leadership to facilitate the development of high-quality proposals and partnerships.
• Engage with prospect and technical funders as well as strategic partners, showcasing LG results, strategies, and approaches.
Qualifications & Experience Required
Qualifications:
• Masters and Professional qualifications required with a Doctorate (Ph.D.) level qualification as desirable in Public Health, Health Systems Strengthening, Health Leadership Management, and Global Health.
Experience:
• Minimum of 13 (thirteen) to 18 (eighteen) years of relevant experience.
