The officer shall report to the Director, Research, Planning and Compliance, the successful candidate will be assisting the Director, Research, Planning and Compliance in coordinating the Commission’s Risk Management Framework, the establishment of standards, systems and procedures for quality assurance; and the business continuity management processes.
Other key responsibilities include: -
• Initiating the development of Quality Management System (QMS) policies and procedures;
• Coordinating the implementation of the Risk Management Policy in the Commission activities;
• Managing the risk assessment process;
• Providing guidance to the risk champions in the execution of their risk management roles;
• Ensuring that risks are promptly and accurately identified, assessed, responded to, reported on, and monitored;
• Reviewing reports from the risk champions regarding the nature and extent of risks in their business activities;
• Advising on the status of items in the risk register;
• Coordinating the implementation of risk and quality assurance standards
• Reviewing the implementation and efficiency of QMS standards
• Preparing reports and communicating outcomes of quality activities;
• Managing internal quality audits and other QMS activities.
• Coordinating the collection, compilation and analysis of data to identify areas for improvement in the quality Management system;
• Identifying training needs and organize training interventions to meet quality standards;
• Coordinating and supporting on-site quality audits conducted by external providers and evaluating audit findings and implementing appropriate corrective actions; and
• Ensuring compliance with quality Management systems and regulatory requirements.
Requirements For Appointment
For appointment to this grade, a candidate must have: -
• Master’s degree in Economics, Public Policy; Statistics, Mathematics; Strategic Management, Public Administration, Project planning and Management, Information Science/Library Science/knowledgeManagement or related disciplines;
• Bachelor’s degree in Economics, Public Policy; Statistics, Mathematics; Strategic Management, Public Administration, Project planning and Management, Information Science/Library Science/knowledge
• Management or related disciplines;
• Be a Certified risk management professional or certified QMS professional;
• Be a member of a relevant professional body where applicable;
• Have a certificate in Management Course or its equivalent lasting not less than four (4) weeks;
• Have eight (8) years relevant work experience with at least three (3) years’ experience in a supervisory role;
• Demonstrate competence in work performance;
• Proficiency in computer applications; and
• Fulfil the requirements of Chapter Six of the Constitution.

Main purpose of job:
The successful candidate will work within the Foreign, Commonwealth and Development Office (FCDO) Counter Terrorism and Extremism Network (CTEN). S/he will be responsible for day-to-day administrative management of the FCO’s counter terrorism programmes in Kenya, with potential line management responsibility for one support officer. This role provides an opportunity to support a high profile foreign policy priority by helping tackle terrorism in line with international human rights standards.
The successful candidate will be a proactive self-starter, able to use their programme management skills to ensure effective delivery of multiple workstreams in a fast paced environment, responding flexibly to programme demands ensuring FCDO contractual and financial guidelines are adhered to. He/she will provide day-to-day administrative management of a number of counter-terrorism programmes, liaising with a wide range of colleagues across the security and justice sector within the British High Commission in Nairobi, UK Government Departments and the Kenyan security and justice sector. The successful applicant will also be responsible for ensuring CTEN profile is raised, where appropriate, through a variety of social media in collaboration with the communications team, on CTEN activities and events
Roles and responsibilities:
• Support designing new projects and developing business cases, as well as evolve existing projects in close consultation with the Subject Matter Experts and wider programme team, and ensure that the correct project documentation is in place and is regularly updated including risk management (through the Overseas Security and Justice Assessment), stakeholder maps, programme plans, impact reporting, theory of change and monitoring, evaluation and learning plans.
• Monitor overall programme finances including: accurate budgeting and forecasting, ensuring value for money, processing and receipting invoices.
• Manage commercial procurement processes, in line with FCO guidance, and provide day-to-day management of commercial contractors.
• Provide regular progress and expenditure reports to the Programme Team in London.
• Oversee implementation of projects; monitoring through regular stakeholder engagement and intervening as necessary to ensure the projects deliver the expected results.
• Potential line management of 1x A2 CT Programme Support Officer.
• Provide policy support to the Counter Terrorism and Extremism Network as and when required.
• Promote appropriate CTEN visibility in coordination with the communications team.
Essential qualifications, skills and experience
