CRS has recently created a new Ethics Unit, with a mandate for prevention and response to serious ethical violations of fraud, corruption and all forms of exploitation and abuse, including in the workplace. Working within the newly created unit, the Safeguarding Senior Technical Advisor (STA) will be the focal point of technical expertise in CRS and will provide technical support on both Safeguarding prevention programs and investigations of Safeguarding violations. The STA will also represent CRS in technical forums including Caritas, UN, USG, Interaction and other. .

Job Responsibilities:
• Working under supervision for the Director of Safeguarding, and working closely with the Ethics Unit training team, and global CRS subject matter experts (SMEs), lead on design and implementation of a training and a capacity building plan for CRS staff and partners on Safeguarding;
• Lead/support in the delivery of targeted train ings for regional and country program staff and teams;
• Support and advise colleagues in Ethics Unit and in Country Programs on conducting investigations of safeguarding violations;
• For for high risk/complex safeguarding cases, work with Director of Field Operations to jointly lead investigations or work with outside investigator, as needed.
• Support Country Programs to develop additional in-county reporting mechanisms for staff and program participants that maximizes access to the most vulnerable and links up to the agency's centralized reporting mechanisms.
• Facilitate field teams' access to other in-house technical expertise and resources for punctual and planned support needs.
• Support regions and CPs to integrate safeguarding roles and responsibilities in current management plans and to develop capacity building plans for designated safeguarding focal points.
• Analyze trends and issues from CRS case files and experience for presentation and discussion with SWG and Ethics Unit leaders hip with aim towards continual improvement of policies, procedures, prevention and response mechanism;
• Contribute to the development of internal and external reports on CRS' overall safeguarding efforts and case statistics/analytics.
• Continually monitor safeguarding strategy roll-out, ensuring that safeguarding policies, reporting mechanisms and complaint handling procedures are adequate, clearly communicated, understood and accessible to all.
• Lead/co-lead safeguarding self-assessments with regional and country program teams.
• Help communicate up-to-date information on donor requirements and any corresponding updates on CRS reporting process and procedures.
• Strengthen CRS' support to local partners and ensure they have functioning and context-specific safeguarding policies and reporting mechanisms, as well as the will and ability to investigate allegations and take appropriate actions.
• Through coordinated efforts with the Director of Safeguarding and SWG members, contribute to an ext ernal network with relevant communities of practice including donors, partners, and sector-specific advocacy groups, actively participating in external forums, and closely tracking trends related to safeguarding


Required/Desired Foreign Language:
• Fluency in written and spoken English required;
• Professional proficiency in written and spoken French or Spanish preferred.
Travel Required: Willingness and ability to travel internationally (approximately 33%


Job Experience & Requirements:
• Master's degree in relevant field.
• 10+ years of relevant experience (safeguarding, protection, social work);
• The majority of which is in international development.
• NGO experience preferred.
• Extensive experience supporting strategy and programs related to protection and safeguarding across a global organization, including a good understanding of all areas of safeguarding including children, vulnerable adults, harassment, discrimination, abuse and bullying.
