About the Company

JOB DETAILS:
To be responsible for finance compliance and risk management of two new DfID-funded consortium programs; Inclusion Works, which focuses on the economic empowerment of persons with disabilities through formal employment, and Disability Inclusive Development (DID), which focuses on increased equitable access to health services, education and jobs/self-employment for persons with disabilities.
This involves: working with project staff and partner organizations to assist them in planning, budgeting and financial management. Oversee partners’ financial reporting, budgeting, auditing and compliance to agreed United Kingdom’s Department for International Development (DFID) and Sightsavers procedures and policies. Build the financial and budget management capacity of local partner organizations through training and support. Improve the capacity of Sightsavers program staff to understand and uphold both Sightsavers and DFID financial policies and procedures and pro-actively manage contracts and risk within respective projects and programmes.

Responsibilities

Donor Budget Management & Reporting:

  • Co-ordinate the projects’ accounting, reporting, compliance and risk management
  • Review sub-grantee/sub-contractor budgets for accuracy and follow up on compliance
  • Manage correspondences and matters in regard to partner financial management of the 2 projects in consultation with the Finance and Support Services Manager
  • Ensure enforcement of procedures that assure transparency in the grants and contracts processes.
  • In coordination with project staff and partners prepare and regularly update the spending plan.
  • Review payment schedule for the projects and ensure cash flow needs are catered for
  • In liaison with the Inclusion Works Project Finance Manager and DID Coordination Team, regularly develop relevant project specific grant reports and share with the Country Senior Management Team.

Financial Management:

  • On a monthly basis, prepare Budget Versus Actual expenditure reports and share with the Inclusion Works & DID Program Managers
  • Prepare timely monthly (for DID) and quarterly (for Inclusion Works) financial reports as per DFID donor requirements and submit to relevant project managers, Finance and Support Services Manager (FSSM), the Country Programs Manager and DID Coordination Team for review, approval and/or ratification before submission to DFID.
  • Review transactions in the organization accounting system on a monthly basis to ensure they are correctly coded, accurately captured and have clear descriptions.
  • Prepare and consolidate monthly invoice and expense, analyse differences between projections and actual spending and produce analytical reports to inform decision making by program implementers.
  • Prepare cash flow forecasts & monitor use to ensure timely funds availability for project activities
    Partner Financial Management & Reporting:
  • Provide technical support and supervise grant and contract sub recipients to ensure full compliance with DFID requirements
  • Provide continuous feedback to all Sub recipients on programme performance
  • Receive and review periodic reports for all sub recipients, liquidate the eligible costs and take relevant action on the expenses, identifying ineligible and/or disallowed expenses and bring these to the attention of the FSSM as well as the Programs Manager.
  • Conduct periodic review of local partner internal controls and policies and advice on strengthening as necessary
  • Build the capacity of programme staff and partners –in procurement, reporting & compliance
  • Support the FSSM in the preparation and managing donor/internal audits including liaison with auditors and providing necessary financial expenditure support documents when required
  • Review partner reports against key indicators taking appropriate action where necessary including flagging risk and appropriate management action.
  • Ensure partners report as per the required reporting template
  • Coordinate the consolidation of partner financial reports

Procurement

  • Identity procurement needs in consultation with the Project Manager
  • Source for quotations and conduct analyses of the quotations for review by FSSM
  • Adhere to Sightsavers programme procurement procedures for project consumables, Financial Framework and Procurement Policies
  • Follow the projects’ Value for Money strategies

Other Tasks
Any other duty as may be assigned from time to time by either the Finance & Support Services Manager or the Country Director

The main responsibilities are not meant to be an exhaustive list of tasks. The need for flexibility is required and the jobholder is expected to carry out any other related duties that are within the employee’s skills and abilities whenever reasonably instructed.

Relationships

Internal
The role is line managed by the Finance and Support Services Manager. This role will have contact with other members of the local finance team, local programme staff, local auditors, the internal audit team, compliance team, and the international finance team as well as with the local partners.

External
The role holder will have contact with partners, external auditors, banks, suppliers and other relevant stakeholders

Qualifications

  • A bachelor’s degree in Commerce/Finance and qualified accountant (CPA, ACCA), or
  • equivalent
  • Proven working experience in a busy accounting department, ideally in an INGO
  • environment but experience of audit would be advantageous.
  • Previous work experience in the same or similar role
  • Experience of managing grants/contracts from institutional donors
  • Strong financial skills in budgeting, income tracking, budget monitoring and financial
  • reporting; Understanding and participating in donor financial compliance audits
  • Experience in financial management within the project cycle management
  • Experience of managing grants/contracts from institutional donors
  • Ability to work with minimum supervision
  • IT skill– Excel, MS Word, accounting packages and Global ICT communications
  • systems;
  • Ability to apply logical thinking and common sense to gathering and analysing
  • information, designing and testing solutions to problems, but also carrying out some
  • routine work.
  • Practical experience of managing DFID Funds (accountable grants and contracts).
