The Director of Safeguarding is a key position within CRS, assuming both strategic and functional leadership in the development and implementation of CRS' safeguarding strategy, worldwide. The Director of Safeguarding, working within the newly formed Ethics Unit and supervising a team of technical advisors, ensures cross-divisional collaboration and consistency of approach throughout worldwide operations, inclusive of CRS' extensive network of local partner organizations. The Director of Safeguarding is responsible for promoting an organizational culture where safeguarding considerations are of highest priority. .

Job Responsibilities:
• Convene and provide leadership for the internal cross-divisional Safeguarding
• Working Group (SWG) to ensure a comprehensive and consistent approach to safeguarding throughout the agency (US Operations and Overseas Operations) and across depar tments.
• Lead the development and implementation of a global safeguarding strategy and related cross divisional action plan, working with Human Resources, Partnership Unit, Humanitarian Response Department, Risk Management and Compliance teams, Regional and Country Program leadership.
• Provide regular updates on safeguarding efforts, including case statistics/analytics, to the Executive Leadership Team (ELT) and, as appropriate, to the CRS Board via CRS Executive Leadership Team (ELT) sponsors for safeguarding.
• Work closely with Safeguarding Advisors, the Ethics Unit training team, and global CRS subject matter experts (SMEs), develop a training and a capacity building plan for CRS staff and partners, including a mandatory training plan for staff according to their level of safeguarding responsibilities.
• Coordinate and oversee the work of Safeguarding Advisors
• Provide case handling support and mentoring to Ethics Unit investigators
• Provide inputs to training materials and delivery
• Support analysis of current trends and issues to better inform prevention and response efforts.
Work with Ethics Unit colleagues:
• Standardize and align reporting processes and complaint handling procedures for fraud and safeguarding while adapting for the specifics of safeguarding
• Help standardize case management tools and software for fraud and safeguarding while adapting for specifics of safeguarding.
• Working with HR, delineate linkages between policy, code of conduct, reporting processes and complaint handling procedures.
• Coordinate the development of supporting guidance and communication materials for safeguarding policy and procedures such as talking points, FAQs and overview of roles and responsibilities of CRS staff as relates to safeguarding. Support clear, multi-channel communications to staff agency-wide on the above.
• Promote a strong and up-to-date understanding of donor requirements, and working with Ethics Unit colleagues, help standardize reporting to donors for CRS and partners.
• Represent CRS safeguarding efforts to the donor and NGO community and contribute to CI Task Force for Safeguarding as appropriate.
• Effectively manage talent and supervise safeguarding technical advisors..


Job Skills
• Extensive knowledge of, and experience working with, USG and other major public donors Solid organizational skills
• The ability to be flexible and work well under pressure in a fast-paced multi-tasking team environment Strong analytical skills, monitoring and evaluation and report building
• strong computer skills including facility with standard desktop applications Fluency in written and spoken English
• preference for additional language proficiency
• Ability to travel internationally (approx. 30%)

Background & Requirements:
• Master's degree in relevant field of study.
• 10+ years of relevant experience, the majority of which is in international development with experience in both operations and programs.
• CRS experience is preferred.
• Experience leading cross-divisional strategy development with ability to achieve strategic objectives in a matrix and decentralized environment.
• Influence others both within and outside of functional areas of responsibility.
• Significant experience in protection and safeguarding with solid understanding of all areas of safeguarding including children, vulnerable adults, harassment, discrimination, abuse and bullying.
