CRS has recently created a new Ethics Unit, with a mandate for prevention and response to serious ethical violations of fraud, corruption and all forms of exploitation and abuse, including in the workplace. Working within the newly created unit, the Safeguarding Senior Technical Advisor (STA) will be the focal point of technical expertise in CRS and will provide technical support on both Safeguarding prevention programs and investigations of Safeguarding violations. The STA will also represent CRS in technical forums including Caritas, UN, USG, Interaction and other.

The Director will assist in the development of an Ethics Unit multi-year strategy to guide the agency in strengthening its allegation management capacity, its related training program, and its data analytics/feedback loop with the goal of comprehensively addressing the safeguarding and fraud prevention policies and procedures set out by CRS and its donors. S/he will work to ensure, along with the Ethics Unit Director and Director of Safeguarding, that CRS is a sectoral leader in the NGO community in the areas of safeguarding and fraud prevention.
The Director will take a leadership role in identifying new policies and procedures, or modifications to current ones, that will allow CRS to improve its safeguarding and fraud prevention efforts. .

Allegation Management
• The Director will lead and manage a global team of ethics specialists who will effectively address allegations as they come into the CRS system through various mechanisms. Cases will be reviewed and managed as per agency procedure and in the most discrete, professional and sensitive way.
• The Director will play the central role in determining how given cases will be managed including whether they will be managed locally or directly by the Ethics Unit. S/he will determine when external expertise and data analysis is required and access those external resources.
• The Director will directly manage and oversee cases that are deemed highly sensitive and/or of major potential impact to the agency.
Working with Ethics Unit colleagues, and others cross-divisionally, the Director will guide efforts to:
• Standardize and align reporting processes and complaint handling procedures for both fraud and safeguarding;
• Standardize case management tools and software for fraud and safeguarding.
• The Director will support efforts to improve agency project participant feed back response mechanisms (FRMs) to insure the full scope of feedback is collected including fraud and safeguarding related allegations.
• The Director will support efforts to identify and implement a comprehensive intake and case management software solution to improve the efficiency of case management and the reporting out of data to meet a variety of needs.
• Coordinate and oversee, in conjunction with the Director of Safeguarding, the work of the ethics specialists who provide comprehensive support to Regions and Country Programs.
• This includes their leading/co-leading investigations
• case handling support and mentoring to CRS field teams and partners
• Provision of training materials and training delivery.
• Develop with the Senior Advisor Training and Materials the implementation of training and capacity-building at regional and country program levels for implement a network of in-country Ethics Focal Points who raise staff awareness and surface issues.
Work with agency colleagues to develop strategies and approaches to CRS partner organizations around ethics.


Job Skills
• Extensive knowledge of, and experience working with, USG and other major public donors
• Ability to effectively represent the agency and interests in coordination fora
• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking team environment
• Strong analytical skills, monitoring and evaluation and report building; strong computer skills including facility with standard desktop applications
• Positive in outlook, unpretentious, and smart; a problem solver who seeks to find constructive solutions within compliance and policy requirements
• Fluency in written and spoken English; preference for additional language proficiency
• Willingness and ability to travel (approx. 30%)


Basic Qualifications:
• Bachelor's degree in relevant field of study.
• 10+ years of relevant experience, the majority of which in international development with experience in both operations and programs.
• 5+ years of experience in the areas of fraud and/or safeguarding investigations and training.
• Strong supervisory skills.
• Effective interpersonal and communication skills
• Ability to influence others both within and outside of functional areas of responsibility.
