The Norwegian Refugee Council (NRC, Norwegian: Flyktninghjelpen) is a humanitarian, non-governmental organisation that protects the rights of people affected by displacement. This includes refugees and internally displaced persons who are forced to flee their homes as a result of conflict, human rights violations and acute violence, as well as climate change and natural disasters.
JOB DETAILS:
In 2013, five international NGOs with long experience in Somalia – Cooperazione e Sviluppo (CESVI), Concern Worldwide (CWW), the Norwegian Refugee Council (NRC), the International Rescue Committee (IRC), and Save the Children International (SCI) – formed a Consortium to address Somalia Communities’ long-term exposure to recurrent disasters and destitution. The Consortium now has 8 Members including Action Against Hunger, Candlelight and Kaalo. It manages a portfolio of 6 grants implemented in all Federal Member States of Somalia.
BRCiS is looking to recruit for a Programme Manager who will be based in Nairobi. The programme Manager will be responsible for coordinating the implementation of the integrated programmes in the BRCiS Consortium portfolio.
The Programme Manager represents the BRCiS at coordination forums, as delegated by the Chief of Party.
Job description
Generic responsibilities
Line management for DFID II project manager and DEVCO, World Bank coordinators
Compliance and adherence to NRC policies, guidance and procedures
Responsible for ensuring programme support to integrated programme, coordination and technical quality in BRCiS Consortium
Ensures that BRCiS programmes are implemented in a transparent and compliant manner
Provision of specific inputs relevant for BRCiS strategies
Supervises the compliance to donor standards, and grants management and regular reporting to donors for all BRCiS projects
Identify funding opportunities, develops funding strategy, and forecast
Responsible for grants management and budget allocations
Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation
Provide overall coordination for any new funding coming in for emergency responses
Qualifications
Education level
College / University, Bachelor’s degree

Travel: 40% travel to Somalia
Contract Duration: 24 months
