Internal Control & Compliance Coordinator (Maternity Cover)

ROLE PURPOSE:

Reporting directly to the Country Director, the ICC is accountable for assessing, monitoring and help mitigating both internal and external risks across the Country Programme; and providing effective challenge to the quality of management oversight on key functions within the Country Programme. Developing high quality approaches and systems, the ICC works closely with function/department leads and other senior staff, ensuring effective monitoring and response to external risks, associated with: local government and authorities, compliance with policy and regulations, legal and local political issues and coordinator of the country office risk management plan. Collaborating with teams across the country programme, the SCI Regional Office, Global Assurance and Centre for relevant areas, the ICCC will also ensure that high quality, effective systems are in place to monitor and respond to internal risks, associated with but not limited to: partnerships and local NGO relationships, compliance with SCI policy and regulation, child safeguarding, fraud and corruption.

KEY AREAS OF ACCOUNTABILITY

  • Ensure effective monitoring of the policy and regulatory environment in all areas of operation and collaborate with relevant function/department leads to develop effective response and mitigation measures
  • Maintain relationships with key staff within local authorities and government departments, sharing and collecting appropriate information
  • Maintain relationships with key staff in local and international NGOs, sharing relevant information
  • Act as an independent and objective assessor of compliance and quality in the country programme.
  • Deliver an annual programme of compliance work, on mission-critical business areas and controls, to a consistent methodology. Deliver high quality, solutions-focussed, value-adding reports that are solutions-driven.
  • Ensure that function/department leads are aware of critical internal policies and support them in developing plans and measures to mitigate risks
  • Where appropriate, support SCI’s Counter-Fraud unit by leading internal investigations (whistle blowing and fraud), actively participate in the partner assessment process, monitor partnerships with local organisations, raise any concerns or issues with the relevant manager and support the development of mitigation measures. These may include the delivery of child safeguarding, fraud and corruption awareness training, supported by an internal review of relevant procedures and reports.
  • Assist the Head of Finance and reporting to coordinate effective external and internal audit processes, in the absence of a financial controller.
  • Ensure the effective implementation of the child safeguarding policy across the country programme and that all staff access training and support.   
  • Play a key influencing role in building the control environment and broadening the understanding of risk, controls, oversight and accountability in the organisation.
  • Be innovative. Explore new areas/methodology to cover unreached i.e. where assurance is not adequately provided by any review.
  • Participate in Country Programme operational and strategic planning processes
  • Ensure a high level of SCI policy awareness among all staff in the country through proactive manner
  • Coordinate the country office risk management plan preparation and interact with the regional risk and control committee for the risk management plan

Contract Duration: 12 months

QUALIFICATIONS AND EXPERIENCE

Essential

  • Relevant professional qualifications (CPA/CA/ACCA)
  • Minimum 5 years of relevant experience, with a minimum of 3 years spent working at NGO
  • Experience in fraud awareness and case investigation management
  • An unquestionably high level of integrity and ethics
  • Computer fluency; highly competent using MS Word, Excel, PowerPoint and experience working in complex financial systems
  • Understanding of strategic finance issues with strong influencing skills, sharp business acumen and sound judgment
  • Experience of working effectively, independently and with minimal supervision
  • Strong relationship builder with a proven track record in forming good business partnerships and utilising collaborative approaches 
  • Excellent communication skills, initiative, the ability to meet tight deadlines and work independently is essential
  • Strong analytical, problem solving skills.
  • Available to travel frequently to all country locations.
  • Fluent in written and spoken English and Swahili

Desirable

  • Experience with Save the Children award management and financial systems (AMS and Agresso)
  • Experience in audit management
  • Sound understanding of critical SCI policy

Emergency Supply Chain Officer

ROLE PURPOSE:

The role holder will work with the Head of Supply Chain and the Supply chain team to build the programme’s supply chain and operational capacity to plan and manage programmes resources and assets efficiently and effectively, assist the programmes meet their commitments and deliverables to their beneficiaries and donors. Supply chain Officer will be able to help programmes to:

  • Identify significant reduction in their operational running costs through the utilization and allocation of resources and helping programme implement effective recharge mechanisms
  • Improve accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms
  • Assist in the improvement of the quality and timeliness of projects delivery. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

Contract Duration: 6 Months

Reports to: Head of Supply Chain

KEY AREAS OF ACCOUNTABILITY:

  • The Supply chain officer- Emergency Procurement will ensure procurement, transport and distribution, warehousing and stock management and assets activities are carried out as per the SCI Supply Chain Policies.
  • Ensure proper reporting of all Supply Chain Activities in a timely manner and in line with financial control mechanisms for Procurement and support management of stock, and assets.
  • Assist the Supply Chain Coordinator in providing inductions to updates to Supply chain and programmes teams on Supply chain procedures and procedures.
  • Develop together with support of head of supply chain, performance objectives and indicators as well as personal development goals.
  • Ensuring that the right supplies and services are procured and that there is timely procurement and delivery of goods and services to programs to deliver outstanding results for children
  • Ensuring best value for money is achieved through competitive and transparent procurement processes
  • Ability to track and follow up PR status in Prosave, and advise requesters promptly
  • Working with the Supply Chain Coordinator in determining the sources of supply of goods and services to meet programme needs.
  • Consolidate procurement plans and schedules with the project managers and ensure they are adhered to.
  • Support management of program stocks, ensuring proper storage of stocks, stock levels are maintained in relation with programmes consumption.
  • Consolidate and plan for transportation of project supplies to various field offices in a timely, reliable and cost effective manner.
  • Support in managing the incoming and outgoing stock according to the warehousing and stock Management standards.
  • Support the appropriate storage and physical condition of stocks according to their specific requirements
  • Assist in ensuring all stock are accounted for and dispatched with appropriate and relevant documentations and authorizations.
  • Assist in ensuring that all project supplies are tracked using appropriate variables/criteria from point of dispatch to distribution/delivery.
  • Assist in ensuring all stock movements are documented using SCI documents (GRNs, Waybills, Stock Releases, Stock Cards, Stock Reports)
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

EXPERIENCE AND SKILLS

Essential

  • Undergraduate Degree in Procurement, Business Management or equivalent.
  • Minimum of 3 years of relevant experience working in procurement, preferably in an NGO/and/or development program, with in depth experience in managing procurement processes
  • Professional qualification- CIPS Level 4 an added advantage Strong knowledge and experience of implementing procurement processes, driving contract compliance and embedding buying best practice
  • Excellent supplier management skills and a strong ability to hold suppliers accountable to deliver on their responsibilities
  • Knowledge of NGO/ Donor policies and their compliance requirements in respect of Procurement and wider supply chain activity
  • Strong interpersonal and communication skills including influencing, negotiation and coaching.
  • Excellent organizational skills, with the ability to juggle multiple tasks with competing priorities and simultaneously stick to deadlines, whilst maintaining relationships with suppliers and customers

Education Officer (Re-Advertisement)

ROLE PURPOSE:

Education Officer will be part of the project implementation team. He/She will be responsible for coordinating and supporting Education activities in Turkana in line with approved programme design. He/She will work closely with programme manager and education manager to ensure all activities and implemented in line with donor and SCI standards. The Education Officer will ensure good working relationship with the target beneficiaries and other stakeholders at community level.

Contract Duration: 10 Months

Reports to: Education Manager

KEY AREAS OF ACCOUNTABILITY:

  • To oversee the program implementation at community level within the certain area of assignment.
  • In collaboration with MEAL focal point, participate in baseline, midline and end-line data collection, school assessments, and other data collection that the project might undertake.
  • Collaborate with the community stakeholders including local government to conduct the program activities in line with project design and quality framework.
  • Support the MEAL team and the program coordinator to ensure the high quality program delivery through ensuring the MEAL (Monitoring, Evaluation, Accountability and Learning) are articulate in the program implementation
  • Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
  • Provide child protection to OOSC who have been enrolled to school. These services include psychosocial support, rescue and alternative family care for enrolled children in need of care & protection liaising with the county directorate of children services.
  • Build capacity of stakeholders to achieve and sustain results of the OOSC education project in the county.
  • Represent SCI in relevant stakeholder forums such as meetings with community leaders, keeping line manager informed of discussion points, issues arising and agreements made.
  • Proactively engage communities and local stakeholders to support the projects; conduct regular awareness raising of the project/s, activities and intended outcomes.
  • Work with Community leaders, school head-teachers and Ministry of Education representatives for effective implementations of project/s in assigned field locations of responsibility.
  • Prepare timely activity reports.
  • Coordination community mobilization and training activities.
  • Liase with Child Poverty TS in livelihoods and implement livelihood components of the project Consolidate procurement plans and schedules with the project managers and ensure they are adhered to.

  • 3 years of professional experience in implementing education programming at the field level with NGOs or other relevant actors. Child protection programming is an added advantage.
  • Experience working in remote areas.

  • Ability to analyse information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken and English
