Protection Assistant-Pediatric Counselor

Overall purpose of the role:

The purpose of this post is to provide day to day psychosocial support effectively to children at risk with psychological concern in Kalobeyei Settlement. In particular, the person is responsible for addressing psychosocial needs of children. In collaboration with the Pediatric Officer. S/he will be in charge of the provision of training and supervision of the Child Protection Para-Counselors/CFS facilitators, to respond to cases of children with psychological issues in the camp and ensure effective case management. S/he will work and liaise closely with the Pediatric Officer, Child Protection Assistant on documentation of program activities as per the donor requirements.

Responsibilities: 

R1. Case management:

  • Facilitate and conduct provision of professional counselling services for children with protection concerns by conducting play and art therapy, individual and group sessions, psycho-education session and work with caregivers to address children concerns.
  • Conduct/ensure regular follow-up visits to monitor the rehabilitation and reintegration of clients, and document changes identified.
  • Participate in the interpretation of the analyzed data on trends and work with team to disseminate information to all relevant stakeholders.
  • Support in the preparation of accurate reports for all Psycho-social related activities.
  • Ensure that child survivors of sexual gender base violent (SGBV) and exploitation receive appropriate care and follow-up.
  • Undertake documentation of counselling services in accordance with DRC broader Case Management and CPIMS protocols and systems.
  • Facilitate direct professional counselling services for UAMs, separated children and other vulnerable children identified and/or referred by child protection social workers and partners
  • Participate in monthly CFS coordination meetings and work with all key stakeholders to advocate for improvements in systems that affect child safety and well-being in the camp and settlement. 
  • Conduct counseling follows up to children referred for BID process and update their information to be presented in BID panel meetings review for decisions. 
  • Facilitate play and art therapy, psychoeducation session at the CFS and community level.
  • Ensure proper management of the child friendly spaces (CFS) and smooth running of psychosocial activities within the settlement/camp are functional.
  • Participate in crisis response, provide crisis counselling to individuals and/or groups during emergencies and after critical incidents, and ensure follow up support.
  • Empower and support structures that enable children and their caregivers to participate in decision-making and understand their rights through dissemination of relevant, child friendly information at the community level.
  • Submit timely weekly, monthly, quarterly & annual reports to the Protection Team Leader

R2. Coordination and Networking:

  • Maintain and strengthen existing networks through other service providers at the camp level, to ensure that survivors receive quality services and support both at the agency levels.
  • Actively participate in scheduled meetings such as the Case Conferences, safe haven inter-agency meetings and as assigned.
  • Strengthen existing referral systems and identify new networks to work with to ensure holistic support to the clients.
  • Work in close collaboration with the prevention team to ensure ongoing needs of at-risk groups, children are being met in the prevention related activities.
  • In collaboration with other partners, improve psychosocial interventions within the refugee community focusing on the psychosocial needs of adolescent youth and children.
  • Facilitate training for key stakeholders on child protection standards, children rights, case management and psychosocial support.

R3. Community Engagement and Outreach:

  • Facilitate formation of support groups for teenage mothers and other vulnerable children.
  • Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the survivors receive adequate support at the community level.
  • Support the Pediatric Officer and PC Assistants, in dissemination of relevant information during the feedback meetings and forums with children.

R4. Monitoring and Evaluation:

  • Assist in preparing daily, monthly, quarterly and annual reports, progress notes, and treatment plans on time 
  • Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner    
  • Work closely with the refugee staff to ensure quality reporting   
  • Ensure Core Humanitarian Standards are mainstreamed in the day to day project implementation 
  • Attend relevant training forums relevant to the job 
  • Assist with any other related activities as deemed necessary by the supervisor

R5. Staff supervision and Development:

  • Provide supervision to the Para counsellors and ensure effective provision of Psycho-social services.
  • Conduct continuous performance/evaluation for the Para counsellors working under her/him.
  • Conduct regular case conference meetings with the Para-counsellors both at individual and group levels.
  • Participate in regular supervision session for counselors and case workers.

Experience and technical competencies: 

  • At least 2 years’ hands on experience in providing psychosocial support and counseling to children survivors of trauma, SGBV and other children at risk.
  • Must be a Licensed Counsellor. (Resisted with relevant counselling body e.g. Kenya Counsellors and Psychologist Association)
  • Must have in depth technical expertise in case management and psychosocial support -pediatric counseling to children at risk including Unaccompanied children and separated children (UASCs)
  • Experience in providing trauma counseling 
  • Experience and technical knowledge in establishing community-based child protection networks including foster careers, committees etc.
  • Knowledge of international and national child protection standards and instruments 
  • Experience and proven ability to work as part of a team and lead teams to strive for result
  • Excellent analytical and writing skills; cultural sensitivity and respect for diversity
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local partners and other stakeholders
  • Experience and willingness to work in the field and proficient in the use of computer/email/internet  

Education: 

  • Bachelor’s Degree in (Psychology, Clinical Psychology, Counselling Psychology)
  • Fluent in written and spoken English and Swahili.

Protection Officer-Pediatric Counselor

Overall purpose of the role:

The holder of this position will manage a team of child protection staff to effectively implement child protection activities in Kalobeyei Settlement. The incumbent will lead the implementation of refugee and host community child protection activities ensuring compliance with relevant child protection standards including case management, children’s participation among others. He/she will directly supervise 3 protection assistant  and will work under direct supervision of Protection Team Leader.

Responsibilities: 

R1. Project Management and Implementation:

  • Develop and implement a holistic pediatric counselling program for children at risk within and around the settlement
  • Facilitate and coordinate direct professional counselling services for UAMs, separated children and other vulnerable children identified and/or referred by child protection social workers and partners
  • Support planning and implementation of activities, develop necessary tools to support the child protection implementation including BIA/BID, and alternative care arrangements
  • Organize counseling activities following the BID process for unaccompanied and separated children and attending BID panel meetings review of decisions.
  • Ensure that all psychosocial support to children are implemented in compliance with the internal and sector quality standards and within time and budget parameters;
  • Ensure proper management of the child friendly spaces within the settlement and develop tools to identify children in need of counselling through play therapy 
  • Develop, design & implement child protection related information education and communication materials for use and ensure full participation of children and other protection partners.
  • Draft quality concept notes, proposals, strategies, and monitoring and evaluation plans and ensure appropriate and timely implementation of these plans.
  • Submit timely weekly, monthly, quarterly & annual reports to the Protection Team Leader

R2.Training & Capacity development:

  • Mentor and provide ongoing technical support to staff directly involved with the case management and child protection intervention through training and on-the-job training.
  • Prepare a capacity building plan for the staff on the basis of identified needs and opportunities. Lead or contribute to the design of appropriate training packages on psychosocial support for children
  • Facilitate training for key stakeholders on child protection standards, children rights, case management and psychosocial support.

R3. Budget Management:

  • Regularly update the projects budget tracker for all project expenditure and participate in monthly BFU reviews with the finance team
  • Actively support in grant monitoring through development of detailed/activity implementation work-plan, phased budget, procurement plans, and conduct budget tracking and narrative/financial reporting on outputs 

R4. Coordination & Partnership:

  • Ensure effective representation and active participation by DRC in the CP Working Group, MHPSS and BID panel Monthly Coordination Meetings and ensure follow up on action points internally and with other partners
  • Promote coordination and integration with other sectors within DRC Kakuma and ensure full coordination with communities and community-leaders
  • Develop and maintain strong working relationships with all stakeholders including the Government Children Officer, County government, UN agencies and other humanitarian agencies working on CP.

R5. Staff Management and Development: 

  • Provide supervision to Assistant Paediatric Counsellor(s) to ensure effective provision of counselling services to identified children at risk
  • Take lead in ensuring that all protection staff participate in debriefing and professional supervision and lead peer debriefing sessions with Assistant Psychosocial Officers and Para-counsellors.
  • Conduct continuous performance monitoring/evaluation for national staff working under him/her and provide feedback
  • Provide leadership and technical guidance on the counselling program.

  • At least 4 years’ hands on experience in providing psychosocial support and counseling to children survivors of trauma, SGBV and other children at risk

Finance Assistant

Overall purpose of the role:

The Finance assistant will ensure that all the cash grants payments are in compliance with DRC Operation Handbook and donor rules.

Key responsibilities

  • Register and scan all invoices and all cost invoice documentation onto DRC Dynamics at point of payment.
  • Maintain electronic files of scanned documents
  • Perform USD Bank reconciliation in Dynamics
  • Retrieving cash grants and USD documents required during audits working closely with compliance department.
  • Review of Cash grants vouchers for accuracy and compliance with the Cash grants guidelines.

Regional Humanitarian Disarmament & Peacebuilding Coordinator

Overall purpose of the role:

The Regional Humanitarian Disarmament & Peace building (HDP)Coordinator will be the key focal point at regional level for DRC’s core sector of Humanitarian Disarmament and Peace building. S/he will be responsible for working across Country Office and regional staff to develop relevant and effective programming in the areas of humanitarian disarmament, peace and stability, conflict prevention/mitigation, fragility and security governance, borderlands and cross-border programming, and ensure quality programme delivery throughout the portfolio. Further the position will engage with key technical counterparts in other agencies, donors, academia and the technical disciplines within the broader DRC organization at both country, regional and HQ levels.

Key responsibilities

Programme development and programme guidance

  • Participate in the design and formulation of humanitarian disarmament and peace building programming, as well as contribute to the start-up of new HDP projects.
  • Ensure that all HDP activities are coordinated with and complementary to each other and well-coordinated with DRC and external partners.
  • Disseminate and operationalize guidance on developed practices from HDP globally and in the region as well as monitor trends and practices from the broader humanitarian disarmament and peace building communities of practice.
  • Support HDP programmes to adapt and contextualize global tools to their local environments.
  • Support country and regional programme design and implement conflict analysis and conflict sensitivity analysis to enable conflict sensitivity mainstreaming at project, area and programme level.

Staff capacity development

  • Ensure HDP field staff are well trained and have the relevant skills and capacities to deliver programmes and projects effectively and with quality.
  • Carry out field visits to project sites in support of HDP project implementation staff and/or to support other programmes or operational staff on conflict sensitivity and analysis.
  • Support in knowledge sharing with other RO and CO staff on humanitarian disarmament, AVR, CM and peace building, and assist in improving awareness of HDP’s work and methodology amongst EAGL staff
  • Provide technical support on humanitarian disarmament, AVR, conflict management and peace building to country programmes
  • Provide support on induction training for incoming staff on thematic areas related to the HDP sector
  • Build capacity of DRC staff in conflict analysis and conflict sensitivity analysis and application in programme development and implementation

Programme Quality

  • Ensure focus on programme quality, best practice and strategic coherence of the HDP activities in each country, and monitor and follow up implementation with HDP senior staff and/or other relevant management staff in country.
  • Support the identification of new innovative methods for the improvement of HDP’s peace building programming across the EAGL region.
  • Ensure strong and coherent data management, monitoring and evaluation within humanitarian disarmament and peace building interventions, and HDP’s reporting structures working closely with the Regional Monitoring, Evaluation and Learning Team. Ensure documentation and consolidation of success stories, which can be communicated externally.
  • Support quality programme assessments, baseline studies, reviews and evaluations as well as impact assessments
  • Ensure the incorporation of and focus on Youth and Gender in HDP programming, and guide the advancement of these approaches within the HDP portfolio
  • Enhance conflict sensitivity mainstreaming throughout regional programming through inclusion of conflict sensitivity indicators in MEAL processes

Business Development

  • Support proposal development processes through technical input and review of HDP related interventions as well as conflict analysis and sensitivity approaches.
  • Conduct quality assurance of peace building related proposals and reports as requested, and work with Humanitarian Disarmament colleagues at HQ for mine action QA processes
  • Support resource mobilization efforts including through technical liaison and engagement with donors, stakeholders and coordination mechanisms etc.
  • Coordinate with other actors and stakeholders both at a country specific level and regional level to ensure that HDP programming in well linked into other related initiatives.
  • Map and maintain existing relationship within both humanitarian disarmament and peace building networks and create/strengthen relationships with new networks

Borderlands working group and knowledge hub

  • Support coordination of efforts to strengthen and further develop the BWG and BKH in East Africa and Great Lakes
  • Oversee the borderlands and cross-border workstreams in the region through line management of the Borderlands Specialist

Other

  • Other tasks as assigned by the Supervisor and which are related to the above responsibilities.

  • Minimum of 5 years working experience at an international level with development, humanitarian or peace building agencies.
  • Minimum of 5 years field experience in conflict affected areas; experience in East Africa and Great Lakes is an advantage
  • Strong contextual understanding of the East Africa and Great Lakes region
  • At least five years prior experience in staff mentoring, coaching and/or training
  • Proven experience in project management, including planning and project development, budget management, reporting, and monitoring and evaluation
  • Fluency in English and French (working level)
  • Knowledge of regional languages desirable
  • High degree of computer literacy
