Chief Officer Agriculture 

Requirements for Appointment

For appointment to this grade, the applicant must have:

  • Kenyan citizenship;
  • A relevant Bachelor’s degree recognised in Kenya;
  • A Master’s degree will be an added advantage;
  • Be a strategic thinker and results-oriented;
  • Be a member of the Professional Body in the discipline;
  • Proven experience of at least ten (10) years of service from a reputable organization, with at least five (5) years in a senior management position; Computer literacy
  • Meet the requirements of Chapter Six of the Constitution of Kenya.

Duties and Responsibilities

  • Oversee the smooth running of the Agriculture Division;
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member
  • Formulate and implement effective Divisional Plans in line with the Vision 2030, CIDP III and other Sectoral goals;
  • Proper management and supervision of the human resources in the Division;
  • Ensure efficient financial utilization and accountability in the Division;
  • Ensure the provision of the equipment and tools of work;
  • Planning and coordination of the Division’s activities;
  • Develop, update and implement all Division’s policies and procedures;
  • Create linkages and collaboration with other stakeholders in the field;
  • Demonstrate a thorough understanding of devolution and the County’s Vision;
  • Ensure compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.

 

Chief Officer Livestock, Veterinary and Fisheries

Requirements for Appointment

For appointment to this grade, the applicant must have:

Chief Officer Public Health and Solid Waste Management

  • Be a member of the Professional Body in the discipline;

Duties and Responsibilities

  • Administration of the county department
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
  • Development of policies which will drive the department’s agenda;
  • Ensuring effective service delivery through implementation of laid out policies and regulations;
  • Development and implementation of departments strategic plans and sector development plans;
  • Enforcement of the Public Health Act (Cap.242), Food, Drug and Chemical  Substances Act (Cap.254), Tobacco Control Act 2007, Alcoholic Drinks Control Act, 2010, Bio-safety Act 2009, Malaria Prevention and Control Act (Cap. 246), Meat Control Act (Cap. 356), and any other relevant legislations on public health and other relevant legislations on public health in liaison with other relevant government agencies;
  • Formulation and implementation, interpretation and review of public health policies and guidelines;
  • Plan and implement promotive and preventive health programmes,
  • Coordinate with relevant departments and stakeholders in the implementation of public health projects and programmes;
  • Monitor and evaluate public health projects and programmes;
  • Ensure compliance to international health regulations and rules at ports of entry;
  • Provide technical advice on promotive and preventive health;
  • Undertake research
  • Implementing the county performance management system;

 

Chief Officer Medical Services

Requirements for Appointment

For appointment to this grade, the applicant must have:

  • Kenyan citizenship;
  • A relevant Bachelor’s degree recognised in Kenya;
  • A Master’s degree will be an added advantage;
  • Be a strategic thinker and results-oriented;
  • Be a member of the Professional Body in the discipline;

Duties and Responsibilities

  • Developing and coordinating the implementation of health standards, guidelines and protocols;
  • Undertaking specialized diagnosis, care, treatment and rehabilitation of patients;
  • Assessing employees’ fitness for continuation of work, age assessment and medical practice among others;
  • Planning and managing county healthcare programs at the implementation level directed towards the improvement of health services in the county;
  • Developing intervention activities or programs for training of health staff in field of community health and health management;
  • Promoting International Health Relations;
  • Monitoring and evaluating health projects and programmes
  • Providing guidance, training and development of professional staff in clinical practice specialty;
  • Coordinating outreach activities and services;
  • Designing and undertaking research;
  • Coordinating health research;

 

Chief Officer of Youth Empowerment, Sports and the Arts

Requirements for Appointment

For appointment to this grade, the applicant must have:
