The African Women’s Development and Communication Network (FEMNET) is a pan- African, feminist and membership-based network based in Nairobi with over 600 members across 50 African countries. FEMNET envisions an African society where gender equality is achieved, and women and girls enjoy all their rights and live-in dignity. FEMNET exists to facilitate and coordinate the sharing of experiences, ideas, information, and strategies for human rights promotion among African women’s organizations through networking, communication, capacity-building, and advocacy at the regional and international levels.

Since inception in 1988, FEMNET has strategically positioned herself as a convener, organizer and facilitator on dialogues around critical issues including women’s involvement in governance and leadership, promoting women’s economic justice, advocating for women’s sexual and reproductive health and rights, ending gender-based violence and harmful practices (such as female genital mutilation and child marriage) and strengthening the women’s movement in Africa.

2. Background and Rationale.

Young women face many challenges to access their SRHR-R fully, and this unequal access to SRH-R negatively affects their health and well-being and hinders society’s social and economic development. Moreover, gender-based violence is a global setback that is even more rampant in countries prone to conflict or endemic and where the human rights situation is not favourable.

Women at the intersection of multiple stigmatised identities, such as women from the We Lead rightsholders groups, are even more exposed to gender-based violence and discrimination.

The following data can illustrate the current global SRHR situation: young women are two times more likely to live with HIV than men; young women with disabilities are almost without exception denied the right to make decisions for themselves about their SRH-R; LBTI women are more likely to be subjected to heinous forms of violence; and of all resettlement cases submitted by UNHCR in 2019, 76% were for survivors of torture and/or violence, women and girls were particularly vulnerable.

Governments are responsible for ensuring SRH-R for all, yet they often reinforce the barriers and limitations by approving and implementing laws and policies that further stigmatise and discriminate.

Many organisations are already working to propose alternative solutions and hold governments accountable. However, because these organisations exist in different stages of development, some may still lack the knowledge, resources or even networks to influence SHR-R decisions that affect the communities they represent.

As part of the We Lead consortium, FEMNET looks to bring youth from the program’s rights holder groups from Kenya, Uganda, Niger, Nigeria & Mozambique, and empower them with core skills essential for effective advocacy strategies.

With this Training, FEMNET creates a platform for SRH-R advocacy experts to share knowledge on the existing advocacy tools and spaces at the COAs disposal; how to engage in these spaces and create SRH- R advocacy toolkits and roadmaps to be used in each country.

The Training will cover the following topics:

  • Maputo Protocol Advocacy.
  • On the existing national, regional and global advocacy spaces.
  • Effective and impactful engagement in the various advocacy spaces and;
  • The development of SRH-R advocacy toolkits, policy briefs and advocacy roadmaps to be used the 6 We Lead countries.

3. Participants:

The training will target We Lead Community of Action (COA) Facilitators from Kenya, Uganda, Niger, Nigeria & Mozambique.

Participant’s invitation will be led by FEMNET.

We Lead Consortium members will also be invited to attend the training’s last day. Participants will be expected to reflect and create a national advocacy roadmap.

4. Objective.

The training will seek to realise the following objectives:

  • To introduce COA facilitators to FEMNET and We Lead project
  • To build COA facilitators capacity in SRHR participatory advocacy and facilitate creation of national advocacy roadmaps
  • To sensitise participants on the Maputo Protocol and related Women Rights Legal Frameworks

5. Specific Tasks:

The facilitators are expected to:

  • To facilitate 2-day training targeting the participants outlined in section 3 above. To develop detailed training session plan, presentation slides and all accompanying background materials for delivery.
  • The facilitator will be expected to cover a wide range of topics including an introduction to the African human rights system, the Maputo Protocol, the Guidelines on state reporting and an overview of the situation of women’s human rights in the country of focus context and Africa which highlights progress and challenges in the participating African countries.
  • To conduct pre- and post-training assessments for the workshop and present assessment reports and country training reports to FEMNET.
  • To prepare a detailed report of the sessions in a format that will be agreed upon during inception.

6. Profile, Experience and Qualifications

The call is open to individual consultants, teams/firms with the appropriate mix of skills. The required skills and competencies for the assignment are:

  • A post-graduate degree in law, social/political sciences, international human rights law or any other related discipline.
  • Experience in facilitating training/workshops/seminars on monitoring and reporting under the Maputo Protocol.
  • A minimum of 5 years’ experience on national, regional, and international advocacy and the Maputo Protocol
  • Strong communication and facilitation skills (oral, written and presentation skills); and
  • Proficiency in written and spoken English

**Knowledge of the mandate and functions and/or experience in working with National Human Rights Institutions will be an added advantage.

7. Liaison, Coordination and Reporting

The consultant will report to the SRHR Lead at FEMNET Secretariate. Prior to the activity date, the consultant will be required to have a briefing session with the event convener to better understand the activity, program, deliverables and logistics involved.

8. Duration of Assignment

  • The consultancy will be conducted in a date to be determined
  • The consultancy is for 2 days as of the duration of the training.
  • For each session the facilitator will be paid for the 2 days of the training.
  • The consultant should submit the report no later than a week after the activity

The training will be based on a participatory and experiential learning methodology. The consultant during facilitation should be able to employ a range of approaches enabling the participants to learn through group work and activities, presentations, films, and other stimulating techniques where participants will be encouraged to share experiences. The number of participants expected to attend the training will be 15-20 participants per country maximum for a 2-day training per country.

9. Selection of Consultant

The consultant shall be contracted by FEMNET. The contract will include Withholding Tax (WHT) deduction in line with laws of contracting where FEMNET is headquartered. The contract will include 5% Withholding Tax (WHT) for consultants in Kenya and 20% WHT for consultants outside of Kenya. A WHT certificate will be issued to the consultant. Payment will be done through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. Payment schedule will be agreed upon with the consultant upon successful selection. In case of team/firm applicants, a designated assignment contract manager (lead consultant) will be the contact between FEMNET and the team and responsible for all deliverables.

10. Intellectual Property Rights

The consultant expressly assigns to FEMNET any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from FEMNET.

11. Terms of Service

This is a non-staff contract and therefore the consultant is not entitled to insurance, medical cover or any other status or conditions as FEMNET staff.
