DUTIES AND RESPONSIBILITIES;
• Develop and implement effective revenue raising policies/ strategies
• Coordination of performance management on town staff
• Develop and monitor performance management system for town services
• Coordinate disciplinary processes in the town-Facilitate preparation of integrated development plans as provided in the urban and cities act
• Implement financial and debt policies including collection of taxes rates levies rent fees and charges
• Initiate and undertake the urban planning process within the town
• Provide strategic guidance for orderly and sustainable development of informal settlements/commercial activities in the town
• Harmonize development of the town infrastructure and identify areas where strategic interventions is required
• Ensure cleanliness and provision of other services in town
• Maintain a comprehensive database and information system of the town administration
• Prepare and submit regular reports and the town annual budget estimates
• Maintain sound positive public relations between the town ,its citizens and other stakeholders and partners
• Nurture and promote development of informal commercial activities in an orderly and sustainable manner
• Overall delivery of service including provision of water, electricity, health, telecommunications and solid and liquid waste management
• provision of safety measures to business community through an established fire station and emergency centers
• Preparation of Town budget operations and maintenance
• Procurement procedures
Qualifications
• Holds a degree from a university recognized in Kenya or its equivalent- Either Social science, administration, community development, sociology or public administration.
• Member of a professional body and in good standing.
• Must have 10 years in administration or management either in the public or private sector.
• Conceptual skills
• Communication skills, Leadership skills, Negotiation skills,
• Problem solving skills, Analytical skills,
• Presentation skills,
• Interpersonal relationship,
• Knowledge of Urban and cities act or land laws, people oriented and result oriented.
REQUIREMENTS FOR THE APPOINTMENT
Applicants are required to get clearance from the following institutions to meet requirements of Chapter Six of the Constitution of Kenya:
• Kenya Revenue Authority
• Higher Education Loans Board
• Ethics and Anti-Corruption Commission
• Criminal Investigation Department
• Credit Reference Bureau

Level of Education: Bachelor Degree
