Terms of Reference - Endline Evaluation at ActionAidScope of workUnder the supervision of the Programme Manager – Resilient Livelihoods and Emergencies, Project Coordinator – GRACC and monitoring Coordinator will be required to support the consultant to lead in the endline evaluation in the project areas, support offered government and the impact of the work sustaining the development initiatives that the empowered women are implementing including women with disabilities.

Expected Deliverables
Working with the AAIK team the consultant is expected deliver on the following areas; • Produce a summary of key messages for duty bears based on local women’s knowledge on climate change adaptation • A comprehensive report not more than 25 pages with at least 3 captivating stories from the beneficiaries including quotes, participatory process-based summary of the task • 2 pager summarized info graphic version of the report for high profile international/local audience
Format of report Structure of report• Executive Summary
• Background including description of CC work in Baringo county/Kenya
• Method including ethical considerations and who and gender of interviewees
• Findings
• Document analysis (gender assessments and action plans)
• FGDs
• KIIs
• Recommendations, conclusions, and lessons.
• Annexes including guiding questions
Management of the assignmentOverall guidance and supervision of the documentation will be provided by AAIK’s Communications staff and GRACC project Coordinator women leaders in the project areas in Tangulbei and any other units as advised. Primary leadership on the task shall be provided by the Project Coordinator.
Desired expertise
The lead consultant should have the following:
• A post-graduate degree in environmental management, climate change, project management, Economics, statistics or a related field.
• Proven experience of at least 7 years in undertaking project/programme evaluations.
• The experience should include undertaking of at least five (5) medium to large scale donor funded project/programmes (of which two (3) should be in gendered climate change related fields
• Experience in Capacity development, institutional/organizational strengthening and Policy development/mainstreaming
• Understanding of Human Rights based approach and advancing gender equality principles
• Excellent English writing and communication including report writing and photography skills
• Female candidates are highly encouraged to apply
Travel & accommodation
Official transport shall be from Marigat to Tangulbei and to the assignment venues or travel expenses reimbursed based on actual expenditure. However, the consultant shall seek consent prior to incurring travel expense(s) if not provided with official transport. Accommodation and transportation shall be provided by AAIK at the venue of the assignment.
Work Plan
The consultant(s) will be required to make his/her own assessment of time inputs required in the proposal. The total days should not exceed 30 working days
