Technical Director
• MSH seeks a Technical Director (TD) for potential health systems strengthening and supply chain opportunities in Kenya. The TD will support the development and actualization of the program’s overall technical vision and strategy in close collaboration with and guidance from the Chief of Party
Overall Responsibilities
The Technical Director – Supply Chain (TD) is a leadership position and will be responsible for the program’s overall technical operations and for ensuring high quality and cost-efficient technical service under the project. The TD will ensure adequate implementation of the program’s strategy at all levels, oversee and monitor the outcomes of the strategic approach implemented and will contribute to the learning agenda and global knowledge while maintaining MSH standards of technical excellence. As a thought leader in supply chain systems and health systems, The TD will represent the program in various conferences, forums, and technical meeting and events to advance the understanding of the program’s approach, initiatives and innovations. The TD will be a member of the leadership team and will assist the Chief of Party in overall management and performance improvement of the program.

Specific Responsibilities
• Work as a member of the leadership team to develop the program’s overall technical vision and strategy and ensure project is making progress and achieving targets.
• Overarching responsibility for the quality, cost-efficiency and performance of program’s technical operations, especially in the area of supply chain.
• Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards,
• Lead technical staff with proficient managerial capabilities; operations & services (sourcing and market shaping, procurement, 4PL) and technical assistance (demand management, last mile and beyond last mile solutions, capacity building and TA).
• Oversee strategic design of supply chain solutions and innovations and ensure effective implementation of technical activities.
• Advance the understanding of program technical strategy and approaches in country and within the health community; establish and maintain collaborative relationships and communication with USAID, other projects and donors, and other relevant stakeholders.
• Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
• Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
• Facilitate the generation of evidence-based interventions at district, regional, and country-levels.
• Identify and keep track of new business opportunities, communicating them to the relevant internal MSH stakeholders
• Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.
• Write technical reports and publications on the program’s technical interventions and results.
• Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners.
• Increase the program visibility to promote best practices, knowledge exchange, and technical excellence.
• Lead change management efforts to support continuous improvements.
QUALIFICATIONS
• Master’s degree in public health, administration, or a related discipline (MPH, MBA or other).
• Minimum of 10 years of progressively responsible, related experience required, previous experience as a leader in health systems strengthening or supply chain projects preferable.
• Demonstrated subject-matter expertise in technical content relevant to the project. Experience working with the private sector as it relates to supply chain.
• Demonstrated leadership and management abilities; supervisory experience managing a large group of professional staff and technical experts to ensure high quality delivery of service and technical support.
• Prior experience and success directing similar or larger international donor-funded projects.
• Demonstrated strategic planning and visioning skills.
• Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
• Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
• Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
• Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills. Fluency in English.
