INVITATION TO TENDER
PROCURINGENTITY:TANA AND ATHI RIVERS DEVELOPMENT AUTHORITY
CONTRACTTITLE :DEVELOPMENT/REHABILITATION WORKS TO RESTORE
FARMING ACTIVITIES.
1. The Tana and Athi Rivers Development Authority (TARDA) invite sealed tenders for the restoration
of farming activities at the Tana Delta Irrigation Project (TDIP) in order to enhance food security
program within the Republic of Kenya. The project is located in Tana River County.
2. Eligibility is ONLY to those prequalified bidders/suppliers for the financial year 2022/2023 and
2023/2024 under the tender number TARDA/D1/2022-2024 within the category of construction and
maintenance of building and civil works.
3. Tendering will be conducted under Restricted Procurement method as provided for under the Public
Procurement and Asset Disposal Act 2015 section 102 and the Public Procurement and Asset Disposal
Regulations 2020 section 89 respectively.
4. Tender documents may be viewed and downloaded free of charge from the procuring entity website;
www.tarda.go.ke  or from the Public Procurement Information Portal (PPIP) www.tenders.go.ke. 
5. All the invited bidders are free to participate in one or all the tenders as specified in the table below.
The procuring entity will require two (2) separate tender documents for section 1 and 2 respectively.
As to the spirit of Public Procurement and Asset Disposal Act and Regulations on the equity and
fairness principles of procurement, you will ONLY be awarded one tender per successful bidder.

6. All tenders shall be quoted in Kenya Shillings and shall include all the taxes. Tenders shall remain valid
for 120 days fromthe date of opening ofthe tenders. All Tenders must be accompanied by a tender security
as provided for in the tender document under the tender data sheet.
7. Completed tenders must be delivered to the address below on or before 27th January 2023 as at 10:00
a.m. Kenyan time. Tenders will thereafter be opened immediately there after the closing date and time
in the presence of the bidders or their representatives who choose to attend. Opening session will be
held at the procuring entity boardroom located at the address below.
8. Electronic Tenders will not be permitted.
Submit two copies of the tender document visibly marked ORIGINAL and a COPY and be enclosed
in a plain sealed envelope clearly marked “Tender Name and Tender Number” respectively.

9. Qualified and interested tenderers may obtain further information and inspect the tender documents
during official working hours of 0800 hours to 1700 hours. The address for obtaining further
information, submission of the tender documents and opening of the tenders is as follows;
