About Youth Excel
Youth Excel is a five-year, USAID-funded global program that will empower young people and youth organizations to use implementation research to strengthen local, national, and global development solutions. Implementation research will be used to strengthen cross-sectoral positive youth development programming, help youth-led and youth-serving organizations use implementation research, and synthesize and promote findings broadly. This position is contingent on funding.
Summary of Position
IREX seeks a qualified Subgrants Officer for the global, cross-sectoral USAID Youth Excel Activity. The Subgrants Officer will be based in Kenya with supervision from the Youth Excel Project Lead. The Subgrants Officer will be the main point of contact for sections of the African subgrants portfolio and potentially global subawards as assigned. Initial assignments would include a Mental Health project in East and Southern Africa and a youth learning and evaluation project in Malawi (portfolio could change over time)
Summary of responsibilities
• Serve as a point of contact on grant management and compliance with Africa-based sub-grantees.
• Develop and review new grants or modifications which includes budget presentation, cost allocations, work plans and other requirements.
• Support grantees on technical grant management e.g. workplanning and managing ongoing deliverables
• Conduct risk assessments and design risk mitigation plans.
• Work with the Senior Subgrants and Capacity Building officer to support timely response to donor requests related to local grants agreements, budgets and spending.
• Ensure compliance with Youth Excel grant policy and USAID regulations, and proactively identify compliance gaps and recommend solutions including areas such as internal policies and procedures.
• Review advances payments to subgrantees and ensure that the advances to subgrantees are liquidated in a timely manner.
• Provide technical and compliance oversight and monitoring through regular check-ins, verification of documentation and deliverables, spot checks and as needed, lead site visits to subgrantees to assess adequacy of internal controls, compliance with applicable laws and regulations, and award policies and procedures. Report findings and propose corrective actions.
• Review budget comparison reports and back-up documentation to ensure adherence to restrictions and support follow up actions to resolve any identified problems.
• Prepare and implement training and technical assistance as needed to address capacity needs and reinforce grant management.
• Oversee management of grant files to ensure audit readiness. Coordinate and support the review and management of financial and other compliance documents, including IREX subgrant tracking systems filing and updates and maintaining other program files.
• Other duties as assigned.
Skills and qualifications
• Must be a citizen of or a permanent resident with work authorization in Kenya.
• A Bachelor’s degree in international development, accounting or another relevant field.
• Experience in youth development, youth education and learning, youth health, and/or youth psychosocial support or youth mental health will be advantageous
• Experience working in learning and evaluation projects will also be advantageous
• Minimum 3 years relevant work experience in development which must include grants experience in USAID or USG funded programming.
• Strong understanding of donor regulations and requirements.
• Experience working with a diverse pool of grantees in terms of micro, small and large grants across the African continent.
• Demonstrated ability in building capacity and providing training and technical assistance to grantees.
• Strong interpersonal and cross-cultural skills with the ability to interact and cooperate effectively with a large and multicultural team.
• Ability to work independently and with minimal supervision.
• Strong organizational skills, and ability to perform in a fast-paced environment.
• Excellent communication skills in both oral and written English and Kiswahili; French will be a plus.
