JOB DETAILS:
ARTICLE 19 defends freedom of expression and information. Established in 1987, ARTICLE 19 fights for all hostages of censorship, defends dissenting voices that have been muzzled, and campaigns against laws and practices that silence. We take our name from article 19 of the Universal Declaration of Human Rights which states: "Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive, and impart information and ideas through any media and regardless of frontiers." .

SCOPE OF WORK
ARTICLE 19 Eastern Africa office is now looking at commissioning a consultant to continue with the evidence based communication style of advocacy through:
• Designing and implement a survey on people’s perceptions about protests and public order online in light of COVID19;
• Design and implement a social media campaign for the entire duration of the project in support of the right to protest and public order in Kenya using the insights in item 1, in the attached TOR document.


SCOPE OF WORK
In light of the above, ARTICLE 19 is now looking at commissioning a consultant to continue with the evidence based communication style of advocacy through:
• Designing and implement a survey on people’s perceptions about protests and public order online in light of COVID19;
• Design and implement a social media campaign for the entire duration of the project in support of the right to protest and public order in Kenya using the insights from item 1 above.


EXPECTED DELIVERABLES
• Develop an inception report detailing the process and methodologies to be employed to achieve the objective of this consultancy as stated above. It should include a detailed work plan for this exercise, and must be presented to ARTICLE 19 EA for review and further input;
• Conduct an online survey assessing the public’s understanding of public order and policing during pandemics.
• Develop a report highlighting research findings that can then be utilized for evidence based communication for phase 2 of the project.
• Design a social media campaign social mobilization strategy as appropriate based on evidence gathered during the survey. 5. Deliver social media campaigning leadership for the duration of the project using the survey insights, and social media campaign strategy mentioned above.


METHODOLOGY
• The consultant/consultancy firm will be required to provide a detailed methodology of how he/she/they will develop the strategy;
• Undertake a desk review of the relevant project documents, including the Proposal, Results/Logical Frameworks, Implementation Plans, Project Implementation Reports, and any other relevant documents; to in order to understand the project better.
• The consultant/consultancy firm should conduct research using participatory approaches to collect information from key informants;
• The consultant/consultancy firm is expected to gather, use and analyze qualitative and quantitative information and data to inform the advocacy, communication and social mobilization strategy;
• The consultant/consultancy firm is required to submit a draft report for review and make the necessary changes as directed by ARTICLE 19 EA technical staff.

3. Sample: Advocacy, communications and social mobilization strategy or similar work previously carried out.
