UNHCR, the UN Refugee Agency, is offering a full time temporary position within Division of Human Resources¿ Global Learning and Development Centre¿s Regional Talent Management Advisory team in Nairobi, Kenya.
The Snr Talent Management and Performance Officer will be based in one of UNHCR Regional Bureaux (Panama, Bangkok, Amman, Nairobi, Pretoria or Geneva) and effectively work across the respective regions. UNHCR is looking for exceptional candidates for this pilot initiative with a background in Human Resources, Change Management or Organizational Psychology/behaviour or similar. There is ample room to help shape the role. Still, we are looking for a candidates attracted to complex and fast-paced working environments where you will have to navigate internal and external relationships to deliver impactful solutions. The Temporary Appointment will be for 1 year initially but can be extended for another year subject to funding availability.

Organizational context
The Regional Talent Management Advisory team is a pilot project with a dual objective. Firstly, provide advice, support, and solutions to Bureaux and Operations regarding talent acquisition, talent retention, talent development, and career development. Secondly, to identify and co-create integrated solutions to Bureaux / operational talent and people management issues drawing on the resources in the Global Learning and Development Center (in Budapest) and other entities in the Division of Human Resources to deliver (or to coordinate the delivery of) agile and results focused talent and people management solutions.

The position
The Snr Talent Management and Performance Officer will work day-to-day with the Regional HR Partner (HRP) in implementing core talent programs such as talent reviews, career development, succession planning, and internal talent mobility. S/he will work closely with the operation to assess regional talent needs and business gaps and implement appropriate strategies, processes, and systems to advance talent management within the region. In addition, s/he will assist the HR partner in developing high potential talent and building a diverse future pipeline of leaders.
This is an exciting role for professionals who want to make a difference and seek results. The position will report to the Chief of the Regional Talent Management Advisory Team with a dotted or functional line to the HRP and work closely with the Bureaux functional leaders.

Duties and responsibilities
• Develop and implement human resources practices, procedures, and policies pertaining to career development, talent, and performance management.
• Lead talent and performance development capacity building activities in close liaison with other sections, managers, and field HR teams.
• Deliver learning solutions e.g. through webinars and other activities on talent management, performance, and career development topics.
• Support regional performance and career development initiatives including succession planning and talent management,
• Support analysis of pertinent statistical data to identify trends and developments related to talent and performance management.
• Generate Talent and Performance Development tools for HR teams in the field and Managers to empower workforce members in performance and career development.
• Lead change management initiatives to promote an organizational culture where staff development is a shared priority of staff, their managers, and the organization, and where staff are committed to generating the highest standard of talent and performance.

The ideal candidate will
• Have 9 years relevant experience with undergrad degree, 8 years relevant experience with Graduate degree or 7 years relevant experience with Doctorate Degree
• Bring a Post Graduate Degree in Human Resources, Change Management or Organizational Psychology/behaviour or similar;
• Have progressive experience in talent management; strategic HR; change management, digital transformation and likely some experience from consulting and/or advisory roles in international contexts;
• Experience from working in fast paced, complex multicultural environments from the UN, NGO¿s or from the private sector with time as an expatriate;
• Knowledge and experience in user-led design, innovation, and implementation of change process at the international level. Knowledge and practical experience in a professional capacity in a Human Resources function (organizational development, talent and performance management, recruitment or development).
• Have excellent communication skills with strong interpersonal and negotiation skills.
• Be fluent in English and preferably another UN language at C1 level, with advanced writing and editing skills. Additional languages are desirable, but not essential.

Location
The successful candidate will be based with the team in Nairobi, Kenya.
