DSW Kenya has its head office in Nairobi with field offices in Mombasa and Kitale. We have programme presence in 14 counties, namely Migori, Bungoma, Kilifi, Laikipia, Meru, Mombasa, Kwale, Nairobi, Nakuru, Nandi, Nyandarua, Trans Nzoia, Uasin Gishu and West Pokot.
DSW Kenya works with young people between 10-24 years facing multiple vulnerabilities, in particular those in and out of school, living in remote and hard to reach and informal settlements. DSW Kenya capitalizes on its unique and structured approach of working with young people and its wide network of organizations led by young people (i.e. youth clubs and youth empowerment centers - YECs). These YECs supported by DSW Kenya provide sexual and reproductive health and rights (SRHR) education, complimented by services from nearby linked health facilities.
Furthermore, DSW Kenya has built a network of 6 youth-led CSOs working on family planning and reproductive health (FPRH) advocacy, building their capacity to advocate and engage county-level stakeholders. They are now recognized drivers of enhanced FP delivery in their regions.
DSW Kenya wishes to leverage on its successful SRHR educational and advocacy interventions by increasing young people’s direct access to modern contraceptives via a social marketing approach. The unmet need especially for young women is due to a lack of information regarding appropriate products and choices, limited access, commodity stock-outs and a lack of youth-friendly services in health facilities.
Assignment Objective/ Scope
DSW is seeking an experienced Senior Consultant for modern contraceptives supplies based in Kenya. Under the direction of DSW’s Executive directorship, and in partnership with DSW’s Kenyan office in Nairobi and the global DSW department Projects & Programs, the Consultant will advise and support with the strategic development and first implementation of a community-based direct-to-consumer commercial initiative, which aims to expand contraceptive choice/access among youth in sub-urban and rural communities.
The Consultant advises and supports DSW Kenya and DSW Germany with the planning, implementation, and delivery of a modern contraceptive social marketing pilot project. It will train and mobilize nurses, mid-wives, and healthcare graduates to reach young women and girls (and occasionally also boys and young men) in underserved and hard-to-reach communities with high-quality reproductive health services and modern contraceptive products.
The pilot project will be developed in partnership with the DSW office in Nairobi, and will be blended in the existing structure of selected YECs supported by DSW Kenya to ensure its successful implementation. In addition to developing and accompany the implementation of this direct-to-consumer social marketing model, the consultant will also provide further training for DSW employees in entrepreneurship, business planning, and micro-business establishment.
Responsibilities and Deliverables
Reporting to DSW’s Executive directorship and in partnership with DSW’s Country Director in Kenya, and the Director of Projects & Programs, the Consultant will perform the following duties:
DESIGN PHASE (approx. 20-25 consultancy days during a timeframe of 3 months)

• Identify opportunities and determine the feasibility of the pilot initiative in 1-2 selected counties in Kenya where the initiative has the best chance of success, including:
• Understand how a social marketing approach can be used to provide selected modern contraceptive products to target populations;
• Build connections with private, public, and social sector partners that are vital to the success of the pilot intervention;
• Analyze the formal education, regulation and training curricula for last-mile deliverers of youth-friendly FP services, including nurses and community health workers;
• Analyze the standard procedure for medical service delivery;
• Provide assumptions on how proposed intervention could affect FP demand- and supply-side barriers, including opportunities/obstacles to be considered;
• If assessed feasible, produce a concept document (i.e. commercially focused, time-sensitive business plan) for the implementation of a 24-month pilot project on access to modern contraceptives for young people through social marketing in the county(ies) selected, including:
• Key objectives and KPIs to be achieved;
• Identification of FP products and services both OTC as well as POP. This will include a price sensitivity analysis, procurement, regulatory affairs and registration of current and future product portfolio, suppliers, partners, and an overview of competition;
• Market opportunities (i.e. size, potential demand, willingness-to-pay, market capacity, district/county identification, etc.) and advice on priority setting of counties in coordination with DSW Kenya;
• Sales and marketing (i.e. social marketing approach, potentially branding process, ICT elements over and below the line);
• Competitive advantage (i.e. USP, SWOT, detailed overview of primary and secondary partners and competitors);
• Finance (i.e. detailed development of pilot budget for 2 years period);
• Monitoring system to measure the results of the contraceptive social marketing pilot.
• IMPLEMENTATION PHASE (approx. 20-25 consultancy days during a timeframe of 9 months)
Assist with the implementation of the pilot project and give further advice to DSW Kenya **
• Conduct bimonthly review meetings/calls with DSW Kenya/DSW Germany;
• Participate in monitoring visits to target sites;
• Conduct further research as necessary;
• Provide training to DSW employees in entrepreneurship, business planning, and micro-business establishment.

Competencies
• The Consultant must have solid experience working in FP sales and social marketing, a profound knowledge of DSW’s target market, a deep understanding of contraceptive technology and a genuine commitment to delivering public health excellence. It is equally important that the consultant is familiar with the MoH framework, as it foundational role in the initiative, and has experience of the FP product supply chain for procurement of products to be sold under the pilot.

• Strong outreach and persuasive skills in the private/public health sector with an ability to negotiate and influence others;
• Skills in identifying potential private, public and social actors for partnership;
• In-depth understanding of the private, public sector and social field, especially regarding the SRHR environment and the ongoing initiatives on modern contraceptive supply;
• Wide experience in public health interventions especially regarding contraception technologies for young people;
• Well-connected and direct access to key shareholders within the MoH at national and district level;
• Practical experience in setting-up and managing substantial training and sales force unit in the healthcare sector preferred;
• Problem-solving skills and judgment to resolve a wide range of complex issues/problems.
• Experience and knowledge in the field of FP, sales, public health and international development cooperation is mandatory prerequisite for application:
• Record of accomplishment of commercial project development/consultation in areas of modern and youth-friendly contraceptive technology in Kenya.
• Track record of international development consultancy in the technical areas of civil society engagement and private sector development
• Proven expertise in feasibility/business planning for similar initiatives
• Record of accomplishment of successful delivery of complex healthcare and FP projects (preferably of a similar design/intent).
• Record of accomplishment for implementing projects in public health, private healthcare segment.
• Language:
• fluent writing and oral communication skills in English required
