QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Requirements for Appointment
• Bachelor’s Degree in Procurement and Supply Chain Management or its equivalent and relevant qualification from a recognized institution;
• Have knowledge and relevant work experience of not less than three (3) years;
• Member of Kenya Institute of Supplies Management (KISM) in good standing;
• Have a valid practicing license ;
• Successful applicant to meet the requirements of Chapter Six of the Constitution on Leadership and Integrity;
• Shown merit and ability as reflected in work performance results.

Duties and Responsibilities
• Review the strategies and policies for procurement of goods and services;
• Oversee the development of procurement and disposal plan;
• Ensure goods and services procured by user Departments meet tender specifications;
• Evaluate and negotiate contractual terms and prices with service providers;
• Oversee conformity with prevailing laws and regulations for all procurements;
• Oversee the development of service level agreements for service providers;
• Advise on service providers’ performance and ability to meet quality and delivery requirements;
• Convene and provide secretarial services to procurement committees;
• Provide advisory services in the procurement matters to the department including preparation of consolidated procurement and disposal plan;
• Train and develop staff in procurement department;
• Plan, monitor and evaluate performance of staff against the set targets;
• Undertake other contingent duties as directed by controlling officers.
