POSITION: Senior ICT Officer- Research And Development (JSG 4)

Gross Salary Scale: Kshs. 169,800 – 227,600 p.m.
Job Purpose:
The job holder will be responsible for building capacity and identifying new innovative technology towards the achievement of Judiciary adoption of technology for court services. Promoting ICT innovations and enterprise towards the achievement of digital Judiciary
Reporting Responsibilities:
The job holder is responsible to the Assistant Director, ICT
Area of Deployment: Directorate of ICT
Key Duties and Responsibilities:
i. Responsible for researching, planning, and implementing new ICT
Solutions and protocols in the Judiciary.
ii. Overseeing the development of new ICT Solutions for the Judiciary to
deliver modern technology for justice delivery
iii. Overseeing the development and regularly reviewing ICT innovation Plan;
iv. Designing and implementing effective ICT innovations frameworks and platforms that foster successful outcomes for Judiciary online services;
v. Matching key business needs with the latest technology trends;
vi. Analyzing structured and unstructured data and ability to drive fact based business decision making;
vii. Identifying and facilitating effective funding mechanisms in support of
ICT innovation in the Judiciary;
viii. Collecting and disseminating relevant digital data and information to facilitate ICT Innovations;
ix. Facilitating partnership with innovative ICT startups;
x. Developing and regularly reviewing Judiciary ICT partnerships strategy;
xi. Identifying key stakeholder and engaging them with a view to forming mutually beneficial and sustainable partnerships;
xii. Developing and implementing appropriate instruments to guide individual partnerships;
xiii. Designing innovative new systems, tools and processes that significantly improve operations throughout the organization; and
xiv. Facilitating Performance Management, mentoring, guidance and counseling of staff.
Job Requirements: Academic and Professional Qualifications
For appointment to this grade, the applicant must have: –
i. A Bachelor of Science degree in any of the following fields: Computer Science, Computer Technology, Informatics, Computer Science & Technology, Information Systems, Business Information Technology
(BBIT), Computing Science and Technology, Computer Security and Forensics or its equivalent qualification from a recognized Institution;
ii. Membership of Computer Society of Kenya or any other recognized professional body;
iii. Possess at least two (2) certification in either System Administration or Network Administration (LPIC, CompTIA Linux+, RHCE, VMWare, CCNA, CCNP or equivalent;
iv. A Senior Management Course or its equivalent from a recognized institution;
v. Demonstrated merit and ability as reflected in work performance and results
Experience:
i. A Minimum six (6) years relevant work–experience with at least three (3) years at Supervisory Management Level.
ii. Knowledge/experience working with preferably PHP, Python, Flask, PostgreSQL, Node.js React, AWS, Django, API developments is imperative.
iii. Experience taking software projects through the entire software lifecycle (requirements analysis, design, implementation, deployment, post deployment support)
iv. ERP deployment and support will be an added advantage.

• Higher Education Loans Board
• Directorate of Criminal Investigation
• Ethics and Anti–Corruption Commission
• A recognized Credit Reference Bureau
• Recommendation from the relevant Professional Body, as the case may be, as being in Good Standing
• Advocates Complaints Commission
• Law Society of Kenya
