JOB DESCRIPTION
Level: Level 1 Manager
Grade: 8 (N)

Department Compliance
Primary Purpose
This position is responsible for coordinating and supporting data collection and analysis processes in partnership with RPC and START data conversion teams. This position will support data cleansing efforts and will analyze current WRAPS data and field usage to enable conversion into START. The START Data Conversion Supervisor will work closely with the RPC, the Systems Solutions Champion, and Programs’ Departments.
Supervision
This position will report to the Systems Solutions Champion and will directly supervise a data conversion support team. .

Essential Duties
Representation
1. Develops and maintains effective relationships with RPC.
2. Ensures communication to RPC is professional, timely and proactive.
3. Represents CWS/RSC Africa processing practices to RPC.
Data Management and Analysis
1. Identifies and assists with relevant process reviews to compare requirements vs. current processing and outputs.
2. Remains up-to-date on WRAPS fields and CAR usage, as well as START usage to ensure successful data analysis, cleansing and migration.
3. Analyzes data in START as compared to WRAPS to identify anomalies.
4. Assesses high-level reporting needs for the RSC and stakeholders and advocates for those needs to be met in START.
5. Maintains effective communication systems to collect and share relevant data with regard to START, across all Programs departments, and with RPC.
6. Remains abreast of Service Now upgrades, reads release notes and reviews the upgrade and migration tasks for applications and features.
7. Participates in START user-acceptance testing.
8. Other duties as assigned.
Performance Management
1. Provides direct supervision and leadership to staff, including yearly performance evaluations, developing job descriptions, participating in hiring, and coordinating leave.
2. Establishes and communicates performance expectations, onboarding and training.
3. Ensures that QCs are being conducted and feedback is being provided to staff and/or other departments.
4. Ensures coaching, mentoring, feedback and corrective action plans are being carried out where needed.
5. Monitors staff time and attendance.
Staff Care
1. Monitors and ensures a safe, healthy and professional work environment.
2. Ensures direct reports are accessing and using their benefits appropriately, including leave.
3. Actively supports staff by promoting safe space, open-door, and the escalation policy.


Knowledge/Skills:
• Advanced computer knowledge, specifically with MS Office (Excel, Access, Outlook, Word, PowerPoint).
• Proficiency using Tableau is a plus.
• Strong English communication skills, both oral and written.
• Strong analytical skills and excellent report-generation skills with the ability to understand, process and document information for a variety of audiences


Qualifications
Education:
Bachelor’s degree in a related field is required. Significant work experience in a related field may be considered in the place of education requirements.
Experience:
• Deep knowledge of WRAPS’ processing is required.
• Experience analyzing RSC Africa data is required, with particular interest in anomalous data detection.
• Proven ability to communicate professionally with external stakeholders is required.
• Five years of paid work experience is required, including at least one year of supervisory experience.
• Knowledge on Software Development Life Cycle stages is a plus.

The START Data Conversion Supervisor must have the ability to:

• maintain strict confidentiality with CWS/RSC Africa administrative and operational information;
• manage a large and diverse workload under pressure with competing priorities;
• analyze and solve complex problems and make sound decisions;
• work well as a team in a multi-cultural environment while maintaining a high level of motivation;
• effectively manage CWS/RSC Africa’s resources;
• actively participate in the implementation of the U.S. Refugee Admissions Program (USRAP).


Working Conditions
Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.
Environmental: Normal office working conditions.
Special Requirements: Certificate of Good Conduct is required before the start of employment.
