Terms of Reference (TOR) Consultancy to Map Out the Carbon Accounting Process in DRC Kenya Urban Program Operations

Who is the Danish Refugee Council
Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries; with over 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: in the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

DRC has been present in Kenya since 2005 working with the displaced, offering support in areas of protection, livelihoods and armed violence reduction. The areas of operation include Dadaab and Kakuma refugee camps (including Kalobeyei Integrated Settlement), as well as with urban refugees in Nairobi and Mandera.

Purpose of the consultancy
DRC Kenya has positioned climate and environment as core to its new 2025 strategy, striving to ensure that displacement-affected communities are supported to become resilient to climate shocks and stresses, are able to adapt to a changing environment and that the organization is an environmentally positive actor in its operations. DRC Kenya believes that it is important to recognize the impact it and displaced communities have on the ecology and environment across Kenya, as well as the interplay of this with social cohesion issues. DRC Kenya proposes expanding the traditional commitment to ‘do no harm’ to include environmental considerations with a particular focus on ensuring private sector involvement and business activities are conducted in a sustainable and regenerative way. This requires both relevant focus and not just a deliberate design that limits negative environmental impact but contributes intentionally to positive environmental/ecological regeneration efforts.

Background
DRC Kenya, in partnership with KCB Bank, KCB Foundation, an Islamic Sharia financing and digital financing partners, is implementing a project titled Supporting Displacement-Affected Communities in Kenya with Entrepreneurship Development (SDACKED) supported by the Swedish International Development Cooperation Agency- SIDA that focuses on unblocking barriers to formal financial access for displaced and host community entrepreneurs by working through Community Savings and Loans Associations (CSLAs), connecting groups to digital banking services as well as exploring wider entrepreneurship support in target locations of Nairobi, with plans to expand to Mandera county. The project targets three areas of interventions that include financial inclusion of refugee and hosting community entrepreneurs, business support & training, and suitable finance to build the displacement-affected communities’ business ecosystem. This is besides advocating for inclusion of this group of entrepreneurs in formal financing and addressing their protection concerns.

To tackle climate change by reducing her own impact, DRC Kenya seeks to engage a consultant to use an elaborated carbon accounting tool that she possesses which is recommended to be used in the Supporting Displacement Affected Communities in Kenya with Entrepreneurship Development (SDACKED) project. 2019 will be regarded as a baseline year (the latest before COVID 19) in order to measure conduct towards the DRC Kenya Urban program’s target of minimum 50% carbon emission reduction in 2030. The consultant will for starters review the DRC carbon tool as well as the humanitarian tool in line with the assignment and make recommendations on its coverage of Scope 1, 2 and 3.

Objective of the consultancy
The carbon accounting baseline will allow for a systematic approach based on The International GHG Protocol to reduce the greenhouse gas emissions throughout the DRC Urban program operations and programming in its Eastleigh office and suburbs of Nairobi to reach a net-zero-target. It will allow for ensuring there is impact of the efforts addressing the biggest areas of emissions. DRC is looking to contract the services of an individual or consultancy team with relevant experience and qualifications for this assignment.

The purpose of this consultancy is to:

1.            Quantify and measure Scope 1, 2 and 3 GHG emissions in the DRC Kenya Urban program operational areas and office in Eastleigh and suburbs of Nairobi.

2.            Measure how much GHG are being emitted in the Eastleigh office and field operational areas around Nairobi and its suburbs. These areas are around Eastlands, Kitengela, and Kawangware.

3.            Identify how and which areas represent the biggest emissions.

4.            Identify which policies, material or technologies appear green but increase emissions.

5.            Identify which measures, policies, technologies and initiatives allow for the biggest emission reductions.

6.            Identify where the most vital GHG reduction possibilities exist within the various DRC Kenya Urban program business units and value chains.

7.            Identify the inventory of DRC Kenya Urban program interventions contributing to GHG removals and storage.

8.            Make recommendations on how the GHG emissions can be reduced within DRC Kenya’s Urban program operational area without compromising on delivery of the organization’s mandate.

Scope of work and methodology
The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved, and the support required from DRC. The consultancy is expected to include:

i.              Travel around Nairobi and its suburbs to gather primary data and conduct focus group discussions with communities, staff and ecosystem actors around carbon emissions. It is recommended that the consultant visits sites at least twice firstly to collect data and conduct focus group discussions to identify the biggest emitters then analyse the use and need of the technologies. The second trip should be done when alternative reduction activities, technologies etc. have been identified to discuss the validity of these etc.

ii.             Develop a report that provides an overview of the volumes of emissions as per DRC Kenya’s Urban program work and operational areas as stipulated above, identifying where the most vital GHG reduction possibilities exist and make recommendations on how the emissions can be reduced including a stepwise plan on how to phase out carbon intensive measures if it is not possible to change now without compromising on delivery of the organization’s mandate.

Deliverables
The consultant(s) is expected to deliver the following:

1.            A baseline report (30 pages max) covering as a minimum the following:

2.            A brief overview of the volumes of emissions per DRC Kenya’s Urban program work in the operational areas including an overview of emissions in the carbon baseline as well as updated carbon footprints from current year covering scopes 1,2 and 3.

3.            2 ‘sections’ covering the following focus areas:

    Kenya government policy around GHG emission.

1.            Identification and recommendation of the most vital GHG reduction possibilities around DRC Kenya’s Urban program operational areas.

2.            A reduction action plan including an overview of next steps to support further GHG reduction in DRC Kenya Urban program work areas. - An annex with the detailed carbon calculations and Emission Factor sources for Kenya (the excel tool).

the consultant(s) is expected to provide:
A report design overview;

1.            A draft report for comments and input, and based on this;

2.            A final report with professional lay-out, considering the comments and input provided by DRC Kenya Urban program and future elaboration of carbon footprints.

3.            The consultant should also propose a delivery mechanism to ensure DRC staff can do this in subsequent years.

Duration, timeline, and payment
The travel to the field around Nairobi and its environs will take 21 days. The final report should be provided within 30 days from commencement of the evaluation.

Eligibility, qualification, and experience required
The successful candidate(s) must be able to work independently to deliver the required outputs working with a variety of internal and external stakeholders. Qualifications will include:

1.            Minimum 3 years’ experience in carbon accounting preferably within the extended context of clean energy.

2.            Proven track record in identifying and implementing GHG reduction measures in similar programming and operations.

3.            Relevant background in climate change mitigation interventions.

4.            Experience working in the larger Nairobi especially in the informal settlements with an understanding of the policy environment and challenging context.

5.            Demonstrated experience and understanding of refugee context and challenges.

6.            Proven track record in conducting similar studies and assessments.

7.            Ability to structure complex insights into written and visual products that bring out key features and enable decision making.

Technical supervision
The selected consultant will work under the supervision of:
Project Manager; SDACKED-Sammy Kitula

Location and support
Travel will be around Nairobi and its suburbs***.*** The Consultant will provide his/her own computer and mobile telephone. DRC Kenya will provide office space; a desk and WIFI connection during the duration of the assignment. DRC will also support in mobilization of all required respondents.

Travel
The Consultant will be required to travel within and around Nairobi metropolitan area in the course of conducting the assignment. The Consultant will therefore be expected to arrange transportation, accommodation, insurance, food and make adequate provision for this in the Financial Proposal.
