JOB DETAILS:
The Regional Manager - Procurement directs and leads all procurement related activities related to three Infraco operations – GlobalConnect Dubai, MTN Kenya and GlobalConnect Zambia. This is a Centre of Excellence role and ensures quality services are provided to MTNGC Infraco Opcos.

Reporting to the Senior Manager: Finance GC Dubai, the candidate will be responsible for:
Strategy Development and Implementation
• Lead creation of CoE Procurement strategy in line with overarching local InfraCo objectives
• Ensure effective implementation of procurement strategy by means of providing direction, structure, business plans and support

Strategic Procurement Process
• Manage supplier portfolio for the InfracCo Operations (Dubai, Zambia and Kenya
• Responsible for strategic supplier operational procurement and supply chain management
• Create, establish and manage the sourcing process aligned with group sourcing policy and procedures and monitor adherence
• Conducts supplier evaluation and selection for various procurement
• Monitor supplier quality and make recommendations to improve quality
• Manage and expand supplier development
• Responsible for strategic cost management
• Apply suitable sourcing tools & techniques to the best advantage of the group
• Create and maintain RFX and auction templates
• Lead negotiations
• Define information requirement for various procurement needs
• Devise action plans to remediate compliance issues
• Identify price and volume opportunities
• Conduct market and supplier analysis
• Identify product / Supplier alternatives

Procurement Operations
• Maintain a relationship with all the local & Int’l suppliers and Manage supplier relationship
• On monthly basis have site visits for hotels for business continuity for the purpose of business travels
• Maintain the data base for supplier with contracts, trade license, address, contact person etc.
• Capture and secure approvals for all the PRs in IFS and local systems, validate the data and ensure the cost centre have enough budget for the request.
• Release POs based on governance policies and procedures
• Preparation of Procurement report for Local Management on monthly basis
• Observe the IT-Stock check on monthly basis and update the Fixed Asset Register with it
• Managing MTN Events

Contracting
• Accountable for creation and maintenance of procurement contracts
• Adopt leading practices on contracting
• Responsible for end to end contracting and negotiations
• Liaise with the BUs to finalize the contract
• Act as advisor for Infracos to provide optimal terms of reference (ToR) / terms and conditions (T&Cs)
• Work closely with the legal team to ensure contract language complies with MTN policies and at par with market conditions
• Manage negotiations phase with stringent timelines and ensure timely closure
• Escalate appropriately to key stakeholders to resolve dead-locks in the contracting lifecycle

Collaboration/Coordination
• Maintain working relationship with the Business Partners in InfraCos
• Analyse business requirements
• Collaborate for negotiations with various stakeholders like legal team, sourcing specialists, pricing team and others
• Ensure consistency and the sharing of best practices across InfraCos through governance mechanisms and the support of InfraCos program implementation
• Provide input in the development of standard SSH SCM documents and reports

Education:
• Bachelor’s degree in Supply Chain Management/Procurement or Industrial Engineering
• Post graduate degree in Supply Chain Management and / or equivalent
• Professional qualification in Supply Chain management (preferred) – CSCP/MCIPS

Experience:
• Minimum of 7 - 10 years’ relevant experience in purchasing, and preferably min. 4 years in regional, multicountry role
• 4 - 5 years of relevant working managerial experience in the Procurement activities
• Experience in leading change / transformation (SCM)
• Experience in continuous improvement through the implementation of best practices (SCM)
• Experience in Supply Chain leading practices and trends
• Experience in Oracle
• Telecom Industry experience
Competencies:
• Procurement methodologies, sourcing strategy and analysis. Procurement best practices
• Ability to work effectively with multiple stakeholders in a multi-cultural environment
• Supplier management, contract management and sourcing strategy
• Knowledge of the telecommunication industry products and trends
• Ability to identify key issues in a situation and to think creatively and strategically in facing internal and external challenges
• Maturity to handle ambiguity and adaptive to dynamic environment
• Strong technical and analytical skills
• Ability to multi-task, plan, organise and pay attention to detail
• Excellent interpersonal and communication skills, relationship builder
• Computer literacy – Excel, Word and Outlook
• Honest and possessing a high level of integrity
