JOB DETAILS:
Job Title: Rangeland and IWRM Intervention Manager and Specialist - this position is contingent upon funding.

Job Summary
The Rangeland/IWRM Intervention Manager and Specialist will report to the Program Director and provide implementation coordination and technical support in the areas of integrated water resource and rangeland management across the Kenya RAPID+ program partners and geographies. You will be responsible for supporting and advising MWA and the Kenya RAPID+ partners in adopting methodologies and sector programming practices that will contribute towards improved Livestock and IWRM/Rangeland Management systems and attainment of the overall goal of the Kenya RAPID+. Program. Within MWA, you will report to and work closely with the Kenya RAPID+ Program Director and closely collaborate with the other sectors of the program in governance and market systems development and cross cutting sectors such as gender and multiple uses of water. You will also work closely with the Kenya RAPID+ partners, specifically the County coordination units in the five ASAL counties of implementation, as well as the county governments in all aspects of the sector.

Roles and Key Responsibilities
Programme and Technical Roles
• Support the development and contribute to the implementation of strategies, standards, tools and best practices in the livestock and IWRM/Rangeland Management that effectively engage partners, donors, and county & national government.
• Develop approaches to integrate other Kenya RAPID+ Program sectors as well as a cross-sectoral interventions such as gender mainstreaming
• Provide technical solutions to project teams, remotely and on-site, for strategic planning to ensure that Kenya RAPID+ program applies standards, uniform partnership best principles, tools and systems to help ensure high-quality implementation.
• Advise project teams on integrating government and donor strategies, priorities and technical requirements into Kenya RAPID+ Program.
• Support capacity strengthening initiatives in livestock and IWRM/Rangeland Management programming for staff and Kenya RAPID+ partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching for the program.
• Contribute to maintaining relationships with donors, partner organizations, and other institutions, and participate in forums in the area of livestock and IWRM/Rangeland Management to collect and share best practices
• Work with the MWA and partners to define quality control processes for water and livestock and IWRM/Rangeland Management system improvement
• Provide technical support to the counties to develop Rangeland policies & Acts, rules and regulations in order to contribute to sustainable Rangeland management
• Provide Technical support to strengthen county departments of Agriculture and Livestock in Rangelands management
Monitoring, Learning and Reporting
• Collect and analyze program data, capture and share lessons learned and best practices to facilitate improvements in decision-making and contribute to livestock and IWRM/Rangeland Management learning agenda.
• Support the development, execution and periodic review of program MEL
• Support MEL personnel in analysis of field data to be used in program reporting, learning and program improvements, including qualitative and quantitative statistical analysis and narrative from MWA Programs
• Support the preparation and review of quarterly and annual program progress repo
Knowledge, Skills and Abilities:
• Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
• Strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
• Able to research, learn and implement new technologies quickly
• Good technical writing skills
• Presentation, facilitation, training, mentoring, and coaching skills
• Proactive, resourceful and results-oriented

Qualifications:
• Master’s in Water and Sanitation Engineering, Civil Engineering, Hydrology, Hydrogeology, Environmental Engineering and Public Health or another related field strongly preferred.
• Ten years of relevant experience in an advisory or management role for WASH/ IWRM programming, that includes access to, and provision of safe drinking water, practical, effective and innovative WASH solutions, and applied behavior change approaches through community engagement, as well as the adoption promotion of multiple uses of water.
• Knowledge and experience in Livestock and Rangeland management
• Experience in market systems development a plus
• Governance experience and working with county governments in Kenya’s ASALs a plus
• Experience in integrated water resource management, specifically community-driven initiatives for improved Water and Catchment Management.
• Demonstrated experience of successful management, including management of functions of complex, multi-activity projects
• Experience engaging partners and strengthening partnerships.
• Staff/partner management experience and abilities that are conducive to a learning environment
• Experience in MS Office package (Excel, Word, PowerPoint), information and budget management
Location: Applicants must have the right to work in Kenya and will be based in Nairobi with travels to project sites.
