REQUEST FOR PROPOSAL (RFP)

TENDR NO. IRA/048/ 2022-2023 - PROVISION OF CONSULTANCY SERVICES TO UNDERTAKE INSURANCE MARKET CONDUCT SURVEY FOR THE INSURANCE REGULATORY AUTHORITY

1. The Insurance Regulatory Authority (IRA) has set aside funds in its budget or has received financing from its budget towards the cost of the subject consulting services.

2. IRA now invites proposals to provide the following consulting services for Provision of Consultancy Services to Undertake Market Conduct Survey for IRA are provided in Section 8 Terms of Reference.

3. This Request for Proposals (RFP) is open to all eligible bidders.

4. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and all members, starting with the name of the lead member. Where sub-consultants have been proposed, they shall be named. The maximum number of JV members shall be specified in the TDS.

5. It is not permissible to transfer this RFP to any other firm.

6. A firm will be selected under Quality Cost Based Selection (QCBS) method and, in a format, as described in this RFP, in accordance with the Public Procurement and Asset Disposal Act, 2015, a copy of which is found at the following website: www.ppra.go.ke.

8. Please inform us upon receipt of this RFP, in writing at the address below or by Email procurement@ira.go.ke.

a) That you have received this Request for Proposal; and

b) Whether you intend to submit a proposal alone or intend to enhance your experience by requesting permission to associate with other firm(s) (if permissible under Section 2, Instructions to Consultants (ITC), Data Sheet 14.1.1).

9. Completed tenders must be delivered to the address below on or before 26th January, 2023 at 11:00 a.m. Electronic tenders will not be permitted. Hand copies of the tender document shall be deposited in the Tender Box situated at Insurance Regulatory Authority, Zep-Re Place, 10th Floor, Longonot Road, Upper Hill, Nairobi or be addressed to: -

Bulky tenders which will not fit in the tender box shall be delivered to the office of the Senior Manager, Supply Chain Management situated on 10th floor Zep-Re Place.

10. Tenders will be opened immediately after the deadline date and time specified above or any dead line date and time specified later. Tenders will be publicly opened in the presence of the Tenderers’ designated representatives who choose to attend at the address above.
