JOB DETAILS:

Key Responsibilities
Program Management
• Guides the Supervisors and Matrons and encourage them to maintain the JRS vision and mission.
• Oversees the provision of psychosocial follow up of Safe Haven beneficiaries
• Develops curriculum on SGBV and PSEA and train all the JRS incentive staff in collaboration with other coordinators
• Ensures that the capacity building activities for the safe haven Clients.
• Guides the peace building and conflict resolutions with the safe Haven clients
• Ensures Safe Haven children access educational services.
• Prepares regular monthly interagency meetings with partner agencies.
• Collaborates with community counselling, mental Health and Education departments on matters including SGBV intervention in activities adequately.
• Ensures that the Safe Have referral system and admission criterion is followed.
• Manages and monitors appropriate use of safe Haven Supplies and Assets. Maintain appropriate documentation and reporting tools and regularly monitor the relevancy of safe Haven tools.
• Participates in the recruitment and supervision of staff in the Safe Haven Programme.
• Keeps abreast with all financial aspects in Safe Haven centre, ensuring accuracy, transparency and accountability.
• Offer support in any other duty that project director/ country director may assign

Budget Planning and Management
• Responsible for the overall budget management of the JRS Counselling department funds, e.g. the budget preparation, ensures that proper financial management of the department, proper financial reporting and recording in conjunction with the Project Director.
• Assure appropriate and timely spending of allocated funds for protection activities to achieve program goals, grant reporting contributions, use and distribution of supplies and resources. Oversee the design, planning and implementation of protection activities to ensure that protection activity objectives are met. • Prepare internal and external reports on protection activities within agreed deadlines as required.
• Supervise protection staff directly in consultation with the Project Director, providing ongoing leadership to the project team and overseeing the implementation and coordination of activity plans to ensure targets are met.
• Areas of staff involvement include recruitment, supervision, reviewing job description and contracts, prepare work plans, leave control, discipline and performance appraisal.
• With help of the Project Director plans for and manages volunteer staff.

Communication
• In conjunction with the Project Director is responsible for co-ordination and liaison between JRS and other agencies/local government/local communities/displaced camp community as regards to JRS’ Counselling;
• Works collaboratively with JRS team and with other stakeholders e.g. UNHCR, LWF, IRC, IsraAID, Etc…
• Represents JRS at stakeholders’ meetings as necessary
• Keeps the Project Director informed on the activities of the project by providing relevant correspondence, reports and meeting minutes as well as by making regular contact.
• Responsible for prompt submission of all Safe Haven financial and narrative reports

Coordination and Liaison
• In conjunction with the Project Director is responsible for co-ordination and liaison between JRS and other agencies/local government/local communities/displaced camp community concerning JRS’ Safe Haven.
• Develop and maintain effective working relationships with all stakeholders - including NGOs, clusters, UN agencies, community-based organizations, JRS Regional Advocacy officer and other JRS sectors to enhance cooperation and coordination.
• Attend protection coordination meetings and/or represent JRS in other relevant forums.
• Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
• Serve as the focal point for Project and agency wide protection and gender policies.
• Is a focal person on SGBV and PSEA, Is actively involved in advocacy on behalf of all refugees represent JRS on various forums.

Qualifications
• A degree in international law, human rights, social sciences, or a related field is preferred.
• Understanding of protection, human rights, refugee law and humanitarian principles
• Understanding of project design, management, and implementation of field-based protection programs
• Understanding of programmatic reporting
• Understanding of budgets and financial reporting
• Strong coordination, communication, and advocacy skills
