Overview
Key Responsibilities
The Protection Coordinator will directly support the Project Director in the development, and implementation of the JRS protection program in Nairobi while building Kakuma staff capacity in Protection. He/She will also be the PSEA focal point of JRS in Kenya. He/she will oversee the MHPSS/Protection department, coordinating a team based at JRS main compound and in the satellite offices in Nairobi. The responsibilities and activities of the Protection Coordinator will be integrated in the JRS thematic areas; Livelihood, MHPSS, and Education to enhance the community well-being and resilience.
Coordination and representation:
• Assist in coordination with NGOs, UNHCR and other UN agencies, and government (DRS), as requested by the Programs Officer
• Represent the JRS protection program in coordination forums, as requested by the Programs Officer
• Encourage and facilitate coordination between JRS and NGOs at the satellite Offices when necessary.
• Develop a working referral mechanisms and feedback mechanism between JRS, NGOs and beneficiaries.
• Represent JRS in PSEA forums as the JRS PSEA focal point
• Work closely with Psychosocial counselor in MHPSS project activities
Capacity building:
• Assist in the development of data collection tools, guidelines and frameworks for program implementation
• Conduct trainings to Staff on protection principles, MHPSS guidelines, Do No harm approaches, and Core Humanitarian Standards.
• Develop and maintain a schedule of trainings and for staff
• Support the development and implementation of protection mainstreaming principles
Communications and advocacy:
• Assist in the identification and compilation of key protection information and issues for preparing protection briefs and advocacy documents as needed
• Analyze daily, weekly and monthly situations for identification of key advocacy issues
• Draft briefs and other advocacy documents
• Support development of the JRS Kenya advocacy strategy with the Coordinators and the Regional Advocacy Officer.
Reporting, documentation, and accountability:
• Support the collection of data from the field, collating, drafting, editing and submitting to the Project Director for review and final submission to the Program Officer.
• Provide technical support and guidance to the teams, ensuring that data is collected and stored properly, and is used effectively in reporting and as monitoring and evaluation tool
• Track progress against activities and outputs as committed, and support team to adjust work plans to achieve targets most effectively
• Develop/ Revise MHPSS standard guidelines customized to JRS working context
Program design, development and planning:
• Support the drafting of program planning documents, proposals, budgets, and related tools
• Support the development of M&E components into program design, along with any necessary tools for implementation
• Supervise and coordinate the MHPSS/Protection team and provide strategic direction
• Performs other, similar duties as assigned by the supervisor.
Qualification and Competencies
• A degree in international law, human rights, social sciences, or a related field is preferred.
• Understanding of protection, human rights, refugee law and humanitarian principles
• Understanding of project design, management, and implementation of field-based protection programs
• Understanding of programmatic reporting
• Understanding of budgets and financial reporting
• Strong coordination, communication, and advocacy skills
• Demonstrated experience in refugee protection work with international humanitarian organisations.
• At least three (3) years of similar professional experience in an NGO and/or international organization
• Good knowledge and experience in community development work
• Experience in working with or managing MHPSS program
