JOB DETAILS:
Project Support Officer
Reporting To: Program Manager
Qualification/ Experience
• Advanced Degree in Social Sciences, Economics, Development Studies, Business Administration, Project Management, Community Development, or any other related fields.
• Minimum of at least five years’ experience in Programme Coordination and Resource Mobilization.
Supervises/Liaises
• No direct supervisory role but Liaising roles for Finance, Field Coordinators & Support Services Units, Human Resources department, Regional Humanitarian Manager)
Job Purpose:
• Reporting To The Programme Manager, the programme support officer will support resource mobilization, supervision of project implementation as well as provide technical support to the field offices.
Project Implementation needs support at the country levels (60%)
• Attend to the support requests coming the sub-offices and by working with the concerned departments ensure the support is provided on time.
• Follow up and ensure that the documents required from the sub-offices are collected and submitted to the country office on time. This includes but not limited to: construction works completion certificates, monitoring reports, list of rightsholders selected for specific assistance and or received assistance, list of participants of trainings,
• ·Support the Programme Manager in the procurement committee activities as and when delegated.
• Facilitate the signing of MoUs with IRK stakeholder and partners including government departments, local and international partners. Ensure that the MoU correctly reflect the envisioned collaboration. Upon receiving formal approval, ensure that those MoUs are renewed.
• On behalf of the Programme Department, review completeness of payment documents coming from the sub-offices. Provide timely feedback to the Field office coordinators
• Review budgets and reports ensuring that they comply with the policies and templates of the organisation and donors budget guidelines
• Where gaps emerge, step in as Field coordinator/Project Coordinator or Manager as and when dully delegated by the Programme Manager and Country Director.
• Assist the Programme Manager is monitoring projects expenditures and that the programme spending reaches the targets. This includes but not limited to critical review of budget versus actuals, providing feedback to the budget holders, and the new spending targets are actioned and achieved
• Manage core donor reporting obligations and commitments, preparing interim analyses and leading on the production of quality reports and their timely submission.
• Support development of specific project proposals in compliance with both IRK and donor requirements.
• Assist in the development of quarterly project implementation plans as well as budgets based on project expected outputs;
• Support timely review and approvals of project activities Terms of Reference
• Support in organizing projects opening, review and closeout meetings
• Provide regular technical support/backstopping/supervision during Programme/projects delivery processes.
• Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions.
• Support Programme/project reviews – drawing key recommendations, lessons learnt and best practices,
• Consolidate programe procurement plans and track its implementation
• Consolidate Programme Monthly vehicle needs and share with Programme manager/ Country Director for approval
• Create, maintain project physical files and ensure archiving procedures are implemented
• Support staff capacity development by providing regular on job training
• Contribute to operational efficiency by ensuring efficient operations of business processes, providing administration support and coordinating reporting.
• Ensure regular support, follow-up and monitoring of the planning, development and implementation of project activities with special consideration for gender issues;
• Generate and maintain project payments tracking in collaboration with the field coordinators
Networking and Partnership Development (20%).
• Represent IRK at relevant technical forums, Clusters, Workshops and Meetings as and when required
• Support the programme manager in the implementation of the localization agenda
• Fulfil any additional assignment as deem necessary by the organization and/or as assigned by Line manager.
Project Monitoring and Supervision (20%)
• Conduct regular Project monitoring visits to provide support to the project team and ensure quality implementation.
• Follow up project implementation status and provide weekly, monthly and quarterly progress report to the programme manager
• In collaboration with MEAL Coordinator develop community mobilization strategy
• Ensure the programme implementation adheres to the Core Humanitarian Standard
• Lead Monthly programme review meeting
PERSON SPECIFICATION
Education, Qualifications & Experience Required
• Advanced Degree in Social Sciences, Economics, Development Studies, Business Administration, Project Management, Community Development, or any other related fields.
• Minimum of at least five years’ experience in Programme Coordination and Resource Mobilization
• ·Solid experience of developing and implementing Economic Empowerment Projects, Livelihood’s, and Emergency Programmes
• Proven analytical skills and ability to think strategically.
• Excellent planning and organizational skills.
• Conceptual understanding of participatory approach and sustainable development
• Proven people management and communication skills leading a multidisciplinary team.
• Demonstrable experience in supervising managing coaching and training staff.
Special Skills, Aptitude or Personality Requirements
• Able to take initiative and work independently.
• Good in Problem solving, staff mentoring, advice, flexible and patient.
• Remarkably high attention to detail.
• Must be flexible and willing to adapt to a fluid situation.
• Strong written and verbal communications skills and good command of English.
• Good interpersonal skills.
• Computer skills, especially in MS Outlook, MS Word and MS Excel
Desirable
• Experience in working in complex and hardship areas
• Knowledge of the NGO world
• Willingness to travel to remote areas of Northern & North-eastern Kenya
• Able to work under limited supervision
