OUTLINE OF ROLE:
Reporting to the Associate Programs Director, the Project officer will be responsible for working with HealthRight Kenya, Trans Nzoia County Health Management Teams and Facilities, and local community-based partners, to implement the SACCO Health and Wellness Project.
This is a one-year study to evaluate the effectiveness of an innovative, community-based test and treat model targeting adult male transportation workers and long-distance truck drivers in SACCOs, a NASCOP-recognized target group for preventing HIV transmission. The evaluation is focused on community-based test and treat model that can reduce barriers to HIV testing and care for this mobile, hard-to-reach populations..
Job Responsibilities:
Project Implementation
• Work with the Associate Director of Programs to implement HIV/AIDS project plans and budget aligned to the Government health policies and strategies for HIV Testing, treatment and prevention especially for most at risk populations.
• Lead the development and coordination of Health and Wellness Volunteers (HWO) and a SACCO Wellness Council into the local SACCO structure in Kiminini sub-county.
• Oversee stakeholder collaboration between the SACCO groups, MoH and mobile primary health clinics (mPHCs) to launch monthly mobile health outreach clinics to decrease risk behaviours by emphasizing consent, confidentiality and counselling aimed at decreasing stigma as more men know their HIV status .
• Participate in the design, development, implementation and evaluation of the remote test and treatment programmes aimed at equipping and strengthening key stakeholders with capacity to provide HIV/AIDS care and support
• Coordinate trainings, supervision and mentorship to CHMT and facility staff on expansion of the services and access points of care of the mPHCs to include HIV counselling and testing, HIV treatment, laboratory monitoring including point of care viral load, prevention services, and linkage to community-based care and support in Kiminini sub-county.
• Coordinate advocacy and behaviour change communication campaign to increase knowledge and create awareness on HIV/AIDS transmission and prevention among SACCO groups and the broader community.
Monitoring and Evaluation
• Facilitate baseline survey using participatory approaches to map project sites, beneficiaries and those affected with HIV/AIDS in collaboration with the M&E officer.
• Prepare periodic progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement in collaboration with the M&E officer.
• Facilitate Quarterly Data Quality Audits for the Project in collaboration with the M&E officer.
Finance and Grants Management
• Operationalize project budgets and grants monitoring tools to ensure adequate controls for efficient funds utilizations in line with HealthRight Finance Policies.
Partnership Management and Collaboration
• Strengthen collaborative partnerships and networks with SACCOs, key stakeholders, county government agencies and other players to ensure implementation of the project.
• Represent HealthRight at meetings, conferences and workshops and other forums to promote and articulate issues related to HIV/AIDS Programming.

Job Qualifications:
• Bachelor’s Degree in Public Health or equivalent qualifications such as epidemiology, nursing or Environmental Health.
• Five (5) years experience in planning, implementing and evaluating HIV/AIDS prevention and control programs.
• Preferred experience in working with SACCOs.
• Proficiency in MS Word, Excel, Outlook,
