BACKGROUND
WUSC is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, the Mastercard Foundation and the African Development Bank.
In anticipation of a 5 year Program funded by the LEGO and Grundfos Foundations, we are seeking a Project Director to lead this exciting new opportunity. The Program will focus on the holistic development of children through the improvement of teacher professional development in the refugee contexts of Garissa and Dadaab, as well as improving learning environments for children including water and sanitation.
RESPONSIBILITIES
Reporting to the Kenya Country Director, the Project Director (PD) will be a senior member of the WUSC Kenya team, providing oversight and leadership coordination of this Program. The PD will be responsible for leading the project’s performance and ensuring high quality programming. The PD will also support the project team to effectively execute the project, and work closely with WUSC HQ, including the Global Education and Measurement Evaluation Research and Learning (MERL) Advisors, the Kenya Country Director, and the project’s governance mechanisms, including individuals with lived experience of displacement.
The PD shall oversee coordination of all activities and will be responsible for managing the Program’s human resources (employees and volunteers) and its material and financial resources. The PD shall represent the Program in dealings with various organizations and ensure linkages and synergies between the Program and WUSC’s other projects and activities in Kenya and elsewhere as relevant. The PD is the main point of contact for the Program’s’ partners and other stakeholders. The PD is responsible for developing a solid network of partners – from public and private sectors, and civil society – to help achieve the program’s objectives.
Responsibilities:
Program coordination
In collaboration with the Country Director and other colleagues and partners in the region, oversee design and implementation of the Program in-country in a coherent and effective manner;
• Develop work plans, annual budgets and annual reports;
• Manage the activities of staff responsible for implementation, including a Senior Program Officer, technical advisors, partners and volunteers in relation to program and activity planning, implementation, monitoring and evaluation;
• Ensure the achievement of the Program’s expected results in-country by establishing agreements with partners and through planning, activities monitoring results reporting, and management practices in accordance with established policies and procedures;
• In collaboration with the Country Director, represent the Program on behalf of WUSC in dealings with in-country governmental agencies, the funding agencies, and strategic partners in the country;
• Meet annual targets to be established as part of program design and work planning.
• Oversee the implementation of program activities ensuring high quality and timely delivery;
• With the support of a Gender Equality and Social Inclusion Advisor (GESI), volunteers and partners, integrate or ensure the integration of Gender Equality concerns in all Program activities;
• Organize staff professional development as necessary;
Management and administration
• Manage program personnel including recruitment, training and performance reviews;
• Plan and manage financial and material resources in accordance with Program guidelines and WUSC’s policies and procedures of; Produce budgets and track expenditures;
• Authorize Program expenditures and approve the required financial reports; and
• Ensure that the emergency, safeguarding and security procedures established by WUSC are implemented, updated and enforced.
QUALIFICATIONS AND COMPETENCIES
Education
• An advanced university degree in a relevant discipline (international development, economic development, business development or development studies) or equivalent years of professional experience. Specialization in education is a considerable advantage
Experience & Competencies
• Ten years of experience in managing development cooperation programs.
• Significant experience working in the context of education in emergency contexts and a strong understanding of the particular barriers faced by refugees in accessing and completing education.
• Previous experience leading comprehensive teacher professional development activities in low resource or fragile environments.
• Strong understanding of inclusion, MHPSS / SEL, and play-based learning.
• Familiarity with the challenges faced by refugee learners and teachers in Kenya.
• Familiarity with Kenya’s Competency Based Curriculum.
• Previous experience working with the Kenyan Ministry of Education, Teacher Service Commission or Kenyan Institute of Curriculum Development (KICD)
• Strong understanding of monitoring, evaluation, and learning (MEL) activities and experience working with MEL counterparts to measure, learn from and adapt programming.
• Previous experience providing technical leadership within a consortium.
• Experience managing large scale activities including conducting strategic planning, work planning, contingency planning and report writing.
• Fluency in English required.
Languages
• Complete fluency in English is required, written and spoken.
