About the project:
This project is designed to Enhance Partnership with Council of Governors through funding from
Bill and Melinda Gates Foundation to Strengthen and diversify the Maarifa Centre at the COG. This
investment is at the very heart of the Council of Governors's core, envisaged mandate namely;
• To create "a mechanism for sharing of knowledge and best practices between Counties" and
build a "platform to facilitate capacity building for County Governors";
• The project will work towards capturing and sharing learning on facility improvement funding
(FIF) and Community health systems (CHS) and services across the country from practical
implementation experience given the nuances of each county;
• To providing a platform/hub for identifying, testing and evaluating the effectiveness of FIF and
CHS innovations; gathering/collating best practices globally and adopting relevant practices in
Kenyan Counties in partnership with the Council of Governors.
• This Project seeks to set Kenya’s Universal Health Coverage strategy implementation on the
right learning and knowledge-sharing path during this critical phase by injecting greater
dynamism and capacities to the existing Maarifa Centre rendering it more responsive to the
unique FIF and CHS needs of individual Counties.
Main Purpose Of Job
The project coordinator will provide overall leadership, coordination and management of both
strategic and technical aspects of the Bill and Melinda Gates Funded investment to Enhance
Partnership with Kenya Council of Governors (COG). Specifically, the coordinator will lead the
implementation of the activities in the grant, while stationed at COG. The activities include
finalization of the Facility Improvement Fund (FIF) and Community Health Systems (CHS) model
policies and guidelines for adoption/adaptation by county governments. Through these policies,
counties will increase and promote health facility autonomy through ring-fencing health sector
funds and other funds generated for facility improvement and increase access and utilization of
community health services
Main Roles
• Provide leadership, coordination and management of both strategic and technical aspects of
• the project;
• Ensure interphase between stakeholders and the Council of Governors (COG) while ensuring
• for quality and timely delivery of the investment’s action plans;
• Coordinate tasks in relation to the knowledge sharing and peer to peer learning activities and
• ensure quality, timely delivery on work plans.
• Support the Council of Governors (COG) health and advocacy committee in high profile
• events and other communications and policy advocacy opportunities, including launches.
• Prepare background notes, briefs, talking points and speeches for the Council of Governors
• (COG) during high-level public engagement related to health financing and community health
• services.
• Support Council of Governors (COG) efforts towards resource mobilization including
• fundraising logistics and communications for knowledge sharing.
• Provide oversight and follow-up on agreed action points and deliverables from the Council
• of Governors (COG) stakeholders.
Required Qualifications
Education and knowledge
• At least a Bachelor’s Degree in Public Health, Public Affairs, Health Administration, Health
economics or other relevant field with substantial experience
Experience
• At least six (6) years of related professional experience, with technical knowledge and
• understanding of the Kenya health system.
• Understanding of Kenya Government planning and budgeting process, including in context
• of devolution and experience in supporting preparation of annual health work plans and
• budgets
• Professional experience in primary health care, capacity building and public health project
• management.
• Demonstrable capacity to network and to negotiate with key stakeholders across different
• sectors in support of public health.
• Ability to build positive working relationships, characterized by mutual respect and
• professional courtesy, with counterparts and program beneficiaries across cultural, linguistic
• and geographic boundaries.
Skills and Competencies
• Leadership skills with the ability to coordinate teams and facilitate communication.
• Highly organized in both time and in resources; need to manage progress reports and work
• plan.
• Analytical skills and critical thinking
• Ability to multitask; work well under pressure, and work efficiently to meet strict deadlines.
