Purpose:
The Project Coordinator will be responsible for implementation, coordination, monitoring, evaluation, data management and documentation of SLL project activities. SLL Grant programmes designed to increase community engagement information increase relating to COVID-19 vaccine uptake across the 14 Member states in the Eastern Africa Cluster through the implementing National Societies. S/he will support in the coordination of regional project activities.
Working Relationships
Reporting to the Regional Programme Lead/Advisor, the Project Coordinator will work closely with the rest of the Regional team. The Project Coordinator will work closely with the relevant KRCS departments in the day-to- day running of the Programme.
Major Duties and Responsibilities
Program Management(80%)
• Provide technical support to country teams in Risk Communication and Community Engagement (RCCE) relating to the SLL project, strengthening capacity of NSs teams on RCCE meet set targets. and enhancing data management to inform vaccine uptake.
• Ensure timely monitoring and review of the 5 countries project and technical and financial reporting in accordance with donor specific requirements and in compliance with relevant policies and regulations.
• Provide targeted technical assistance aligned to global, regional, national policy guidelines to country teams implementing Africa CDC projects.
• Coordinate annual and quarterly work plans and budgets to provide value-added support to accelerate country progress in designated countries. Prepare regular work plan reviews and timely reports on progress/challenges.
• Provide input and oversight in development of knowledge products and promote lessons learning
• Continuous multi-country learning to inform COVID-19 vaccination efforts across the 5 countries.
• Coordinate effective, timely and comprehensive reporting by partners and to the back donors in collaboration with the respective technical counterparts
• Provide analytical and project management support in the planning and executing the SLL programme under the consortium
• To ensure programmatic approach is in line with the applicable policy, framework, standards, tools etc.
• Promote the effective use of community engagement and accountability tools and processes in developing operations
Engagement with Country Partners and Stakeholders(10%)
• Under the leadership of the Programme Regional Lead/Advisor, and in collaboration with regional teams and partners(including Africa CDC), provide strategic support for all designated countries in the region, including:
• Support SLL commitment-making countries in implementing the grant activities.
• Design and execute convenings (to include virtual and in-person convenings as appropriate) of focal points and country partners.
• Identify, communicate, and oversee focused areas of support in collaboration with external partners to advance progress in country activities.
• In cooperation with NS focal persons, support evidence-based dialogue and deepened engagement with key national governments, policy makers and country-level partners in the designated countries.
• Coordinate with relevant external partners to proactively identify opportunities for collaboration with new and emerging partners to advance the grant objectives of designated countries.
• Review and provide feedback on country plans and activities, as requested by the country focal points, in collaboration with regional and global partners if needed.
• Identify, develop, and amplify countries’ success stories and best practices through annual progress reports, newsletters, social media, and other channels in collaboration with country partners and with the Communications team.
• Assist the sub recipients to develop systems to ensure the rigorous monitoring of Africa CDC SLL Programme and any other IFRC programme at all levels.
• In collaboration with the sub-recipient NS, ensure the consortium SLL programmes activities are well coordinated within the movement and external partners.
Externa Relations and Communications(10%)
• Contribute to high level engagement meetings by documenting progress and key challenges, and by drafting clear and concise executive summaries of countries achievements and challenges.
• In consultation with the Regional Lead/Advisor Programmes, manage regular meetings with key regional partners (e.g. Africa CDC, other Implementing partners, etc.) and participate in SLL external events, meetings and on task teams.
• In collaboration with the Communications team, identify and support development of communications opportunities and messaging that can be featured in regional communications as well as in global communications such as the IFRC newsletter, website/social media, and/or annual progress reports.
• Contribute to the analysis of data and the development of the SLL annual progress reports on activities and performance.
• Coordinate the Cluster Meetings both at the Operational level(Project Officers-Focal persons) and at operational level(implementing teams) across the 14 National Societies.
• In Consultation with the Regional Lead/Advisor, plan and action linkages with the respective Ministries of Health across the 5 French speaking member states.
• Maintain the various coordination groups up to date regarding the program directives, and follow their recommendations regarding the strategic positioning of RC/RC vis-a-vis the SLL program and AfCDC/MCF.
Other relevant duties
• Perform any other tasks assigned by the Line Manager.
• Identify new funding streams of similar regional nature.
Academic Qualifications
• Bachelor’s Degree in Public Health, International Health with a combination of management, administration, and relevant technical undergraduate fields such public health, Nursing, Environmental health or medicine.
Knowledge, Skills, and Abilities
• At least 7 years of professional experience in global health, family planning, reproductive health, MNCH international development, or a related field.
• Experience in coordination and managing COVID-19 response.
• Prior experience working in one or more of the countries in this regional portfolio.
• Proven experience in working with implementing development partners and managing effective mechanisms for monitoring and reporting.
• Continuous learning skills and the ability to synthesize information.
• Exceptional interpersonal skills and cultural competencies.
• Excellent writing, editing, communications, and research capabilities, with advanced knowledge of and proficiency in the MS Office Suite (Word, Excel, Outlook, PowerPoint).
• Written and oral fluency in English is mandatory, some level of French speaking is a plus.
• Experience in multi-country programming.
Personal competence
• Politically astute with a good understanding of the bigger picture, culturally sensitive and diplomatic.
• Enthusiastic and motivated about SLL vision, mission and values.
