Overview
The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
This project was designed to implement recommendations of the Scoping Study on Land and Conflict in the Horn of Africa, which identified the Intergovernmental Authority on Development (IGAD) as the most appropriate strategic partner for interventions under Pillar Four of the Comprehensive Regional Prevention Strategy for the Horn of Africa to contribute to improvement of responsible land governance and enhance inclusive, equitable and sustainable development in the region. It will support IGAD, its Member States and other development actors in the region to implement regional level interventions to address land governance challenges and resolve land-related root causes of conflict.
The project addresses a critical challenge that bedevils all the countries of the Horn of Africa, renders livelihoods insecure and undermines prospects for sustainable development, collective security and peace. The project seeks to implement recommendations of the scoping study by providing support to strengthen the capacity of IGAD and the Member States collectively and individually to manage the land-conflict-climate change-development nexus and thereby secure responsible and inclusive land governance, efficient and effective resolution of land-based conflicts, sustainable management of the environment and promotion of climate security. In doing this, the project will be contributing directly to achievement of the objectives of the Comprehensive Regional Prevention Strategy.

Responsibilities
Under the overall supervision of the UN-Habitat's Senior Humans Settlements Officer and in consultation with FAO representative, the consultant will be responsible for the following tasks:
• Provide strategic input to discussions between pillar 4 agencies and IGAD secretariat in Djibouti;
• Developing the Partnership Framework including concept note between the pillar 4 Agencies and IGAD Secretariat, IGAD Land Governance Unit, ICPALD and IGAD Water Unit.;
• Provide strategic input towards the regional consultations on land and conflict in the Horn of Africa
• Preparing reports on consultation and developing concept note on the root causes of conflict Horn of Africa.
• Working with the Land Governance Unit to facilitate a capacity needs assessment of IGAD Land Governance Unit and developing proposal for resource mobilization;
• Preparing assessments of cross border conflicts in the Horn of Africa, reviewing report, organizing stakeholder's consultation and preparing report thereon
• Developing concept note and Proposal to mobilize resources to follow up the recommendations of assessment.

Qualifications/special skills
• Academic Qualifications: Bachelor's Degree in Social Sciences, Law, Economics, Public Policy and Administration or any other related fields is required.
• Experience: Minimum of 5years' experience in project development, policy research, assessments of International Organizations and providing high quality technical and advisory role in areas of resource mobilization, partnership frameworks and reporting is required
• Experience in assessing the sustainable development situations with special emphasis on land governance challenges and land-related root causes of conflict within the Horn of Africa. Experience in developing projects in land governance context is highly desirable.
Language: Fluency in both oral and written English is required.
