Organisational context
• The International Development Law Organization (IDLO) is the only global intergovernmental organisation exclusively devoted to promoting the rule of law to advance peace and sustainable development.
• With its Headquarters in Rome, Italy, a Branch Office in The Hague, and United Nations Liaison Offices in New York and Geneva, IDLO carries out policy advocacy, research and learning, as well as the rule of law and justice programmes in countries through country offices operating in every region of the world.
The position
• The Department of Programmes is the central management and coordinating function for Programme delivery and capacity development. It is responsible for the implementation of IDLO's global Programme portfolio for field and non-field locations in line with organisational strategy.
• Under the direct supervision of the Country Manager, the Programme Coordinator supports the implementation of Programmes. The Programme Coordinator is responsible for overall Programme cycle support, including formulation, implementation, and financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.
• The post will be based in either Nairobi, Kenya, or Kampala, Uganda.
Summary of Functions
• Support day-to-day Programme implementation and ensure project consistency with project design and delivery and with IDLO processes and procedures;
• Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
• Programme Development and Programme Representation.
Key results expected  
• Support day-to-day Programme implementation, including work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
• Manage the coordination of work and information between IDLO Offices.
• Support development of implementation plans by means of standardised Programme cycle management tools, logic models and frameworks, work plans, and others;
• In coordination with the Field Office, monitor daily Programme implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
• Draft, collate and provide input for the finalisation of internal and external reports, in collaboration with the field office; coordinate the approval and submission of Programme reports; ensuring these highlight the value and impact the Programme/activity brings;
• Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over-or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
• In conjunction with HR, support in the timely identification and screening of Programme consultants/contractors and processing contracts.
• Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
• Ensure internal procedures and guidelines are observed, recommending corrective action and consulting the appropriate department for potential compliance issues. Monitor compliance with Programme contracts and subcontracts;
• Under the leadership of the Evaluation Unit, support the evaluation of Programmes;
• Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts;
• Research legal, political, social, and economic events, trends, and/or developments relating to the Programme; respond to internal and external requests for such research.
• Programme Development and Programme Representation.
• Represent IDLO in Programme events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions; CSO's and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs;
• In coordination with the supervisor, generate ideas and identify new Programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO's Programme portfolio in line with country/regional/organisational strategies;
• Responsible for the design of implementation plans by means of standardised Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
Ideal candidate profile
Education and work experience
• Advanced university degree in Law, International Cooperation and Development, International Relations, or another relevant field from a recognised university;
• 3 to 5 years of relevant professional experience, ideally within an international organisation, is required;
• Previous experience managing budgets;
• Previous experience in organising high-level events;
• Previous experience in managing strategic partnerships and working in a multi-stakeholder environment;
• Previous working experience in the Horn of Africa would be an advantage;
Languages
• Fluent in English;
• Fluency in either Luganda or Swahili;
• Good working knowledge of French would be an advantage;
Specific knowledge, skills and competencies
• Strong interpersonal and organisational skills;
• Familiarity with standard program and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles;
• Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software;
• Proven ability to work with external partners and donors;
• Proven ability to see through tasks set and deliver results;
• Ability and willingness to travel, if necessary; and
• Keen sense of ethics, integrity, and commitment to IDLO's mandate.
• Possess excellent interpersonal and communication skills, including strong writing and presentation skills in either English or French.
terms and conditions
• For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding.
• IDLO shall also offer a yearly basic salary of USD 24,768 (paid in local currency), medical insurance and leave entitlements in accordance with IDLO Employee Regulations and Rules.
• This local position is open to candidates who are nationals of the duty station or with permanent resident status or other authorisation permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
