JOB DETAILS:
JOB PURPOSE
Against a backdrop of a complex set of vulnerabilities, across ten countries in the Regional Bureau for Eastern Africa, WFP is committed in supporting governments to achieving their commitments to end hunger, improve diets and contribute to reduce malnutrition and reaching Sustainable Development Goals (SDGs) 2 and 17. In response to the demographic, political, economic and environmental changes expected to continue in the region through the timeframe of the Agenda 2030, RBN has identified three regional programme priority areas: 1) emergency preparedness and crisis response; 2) social protection; and 3) food systems. These areas integrate various cross cutting themes within the countries including nutrition, HIV and school-based programs. With the advent of Covid, 9.8 million children missed school, some may never return. RBN is also second HIV/TB impacted globally, with critical groups of concern including adolescents and young people, as well as refugees/IDPs and returnees. Together, these overlapping sets of multiple vulnerabilities create unprecedented drawbacks and call to action an integrated approach.
The broad goal of the 3 hub unit is to (re) position to a system-, sectors-, cross functional-wide approach. The shift is through three core pillars: Integration to reduce burden, Thought Leadership for an evidence-based response, and partnerships using new business models. The goal will be achieved by providing strategic and technical support to governments in the RBN. In order to provide such smooth and efficient linkages across the three-unit hubs and liaise cross-functionally internally and externally, the unit seeks the support of a Programme Associate.

STANDARD MINIMUM QUALIFICATIONS
Education: University degree in public health, nutrition, international development, social sciences, or other relevant fields
Experience:
• At least 1-2 years experience working in the technical fields of Nutrition, food security, public health, HIV/TB programming, international development, or social sciences.
• Prior experience working within the humanitarian context.
• Prior contribution to the implementation of Nutrition & HIV/TB programs.

Languages:

• Fluency in both oral and written English is essential

KNOWLEDGE & SKILLS
• Has contributed to the implementation of programmes.
• Has observed or assisted with policy discussions.
• Ability to express clearly and concisely ideas and concepts in written and oral form.
• Good computer skills including in various office applications, writing, and design software.
• Basic knowledge of Food security, Nutrition, HIV/TB, and School-Based programming is essential.
• Ability to work both independently and as part of a diverse team.

KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall supervision of the Head of Unit & Regional Nutrition, HIV and School Based Programme Advisor, the programme assistant will provide effective specialized support to the Nutrition, HIV and SBP unit and undertake the following tasks:
• Prepare a range of reports (Food security and Nutrition Vulnerability Assessments, Post-distribution monitoring e.t.c), minutes, and presentations and highlight key take away and follow up actions for the unit, ensuring deliverables adhere to corporate standards and quality control.
• Provide specialized project management support on Nutrition, HIV/TB and School Feeding to ensure that activities are performed within the established targets following WFP’s policies and procedures.
• Support with nutrition data management including analysis and visualization using the approved WFP corporate tools to ensure consistency of information presented to Nutrition and HIV/TB stakeholders.
• Provide technical support to country offices UBRAF funded programmes (Regional allocation, Country Envelope and Business Unusual Fund) and programme adaptation efforts; ensuring compliance with UBRAF grant regulations and reporting processes
• Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
• Organize, coordinate and provide full administrative/logistics support for the unit in liaison with the relevant RB units (Procurement, Finance, Administration and Human Resources).
• Coordinate and communicate with local partners, UN agencies, NGOs and Government institutions to efficiently deliver Nutrition, HIV/TB and School Feeding Programmes in alignment with country priorities.
• Act as a point of contact for a range of operational and administrative queries within the unit, including Knowledge Management.
• Actively engage in review processes for Country Strategic Plans(CSPs), WFP project documents, Annual Country Reports as well as national protocols, guidance and policy documents to ensure technical integrity.

EXPECTED DELIVERABLES
• Support the Regional HIV Focal Point to ensure at least 90% compliance rate of country offices and RBN with the UBRAF grant financial and reporting requirements
• Technical support/guidance provided to country office to address outstanding programmatic challenges.
• Support country offices with research activities including proposal development, data management, reporting and dissemination of study findings for integration into on-going programmes
• Supported the unit in operational and administrative support functions in liaison with procurement, finance, HR and administration units in the bureau.
• Enhanced collaboration with stakeholders both internally and externally on Nutrition, HIV/TB and School Based Programming in the region.
• Supported the unit in the collation and filing of key documentation across the different programmatic areas in SharePoint;
• Development of presentations and infographics for the unit
